Small clean up to about_flags_unittest.cc.
Moves anon namespace inside the actual namespace in the test
file and makes the corresponding .h file the first include.
I'm planning to clean up about_flags code to not use
the Experiment terminology (as it can be confusing) - but
before I make those changes, would like to land this first
clean up separetely to not conflate the two in the same CL.
