Adding the following switches to Chrome in Windows8 metro mode.
1. switches::kForceRendererAccessibility
This switch ensures that we sync renderer accessibility information. Required
for the OSK to work. Will be taken out once the change to sync only editable fields
on the page lands.
2. switches::kEnableTouchEvents
This switch allows renderers to dynamically switch to supporting touch/gestures.
