[Web Payment] Log payment handler install result. Before this patch, the developer console did not clearly notify the web developer when a just-in-time install of a payment handler succeeded or failed. This made install failures difficult to detect and diagnose. This patch adds an install event log entry in the Payment Handler section of the Application tab in developer console. The new log entry lets the developer know the origin that requested the install, which service worker JavaScript file is being installed, what is the service worker scope, what is the payment handler name, and whether the install succeeded or failed. After this patch, the developer console can be used to detect and diagnose when a payment handler fails to install just-in-time. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
