Fix most blink header presubmit warnings
When running this (newly added) command:
git cl presubmit --files=third_party/blink/*.h --force -v
several presubmit warnings were found related to missing include guards,
using STL header files without std::, etc.
All are resolved except for one warning tracked by crbug.com/1312136

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
