Remove comments from flag_descriptions.h
Almost all of these comments duplicate the name of the variable they comment
but in more words.
Some comments provided more exposition, but only duplicated the text of the
"description" (since these strings are shown in the UI the strings themselves
are generally very good descriptions).
The string "Name" was added to some flag names missing it so they're consistent.
In a followup I will sort these and group that various ifdefs together and
make the .cc file match.
