chrome/browser: Add flag to disable HW encoding

There has been no flag to disable HW encoding, while there is a flag to disable
HW encoding specifically for webrtc. There is no way to disable HW encoding for
other use cases (e.g. cast and video recording). This adds the flag to disable
HW encoding for any use cases on a device.

Bug: 965358
Test: Confirm HW encoder is turned on/off by the flag
