Revert r170660 Enable Repaint After Layout.
The repaint-after-layout code has triggered several issues which need to be
resolved before it can be re-enabled.
This includes:
- crbug.com/359669: 7%-8% regression in robohornet_pro
- crbug.com/359826: Incorrect rendering of chat moles in Gmail
- crbug.com/360019: chrome://apps icon incorrect invalidation on drag
