InstantExtended: Remove the old Instant pref. This checkbox is gone and is not coming back soon, so remove it. This untangles a lot of ridiculously twisty logic. BUG=254225 TEST=Manually. Verify that 1. Changing default search engines and Incognito has the same behavior. 2. Disabling the "prediction" pref causes only showing local ntp.
