[ntp][modules] Request stateful fake data via URL param Previously, we requested fake data via a triggering GWS experiment ID. However, that does not work on Chrome OS. After this CL, we request fake data by appending an async fake_data:1 to the data request. + Move AppendToAsyncQueryParam to Google utils so that it can be used by both the logo and the task module service. ChromiumChromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
