Remove finch experiments for NewProfileManagement.

Account consistency has shipped on Android and iOS since M41. New profile
management has shipped on Desktop around the same time.

This CL removes the use of the NewProfileManagement finch experiments and
the command line switches for new profile management and account consistency
(it keeps on desktop the switch to enable account consistency).
