Drop reason phrases from QUIC unittests

quic::SpdyStream::ParseHeaderStatusCode() will be used in
QuicChromiumClientStream to support 103 Early Hints
(just like quic::QuicSpdyClientStream).

The IETF draft says that it doesn't define a way to carry
reason phrase [1] and this is why
spdy::QuicSpdyStream::ParseHeaderStatusCode() treats a ":status"
pseudo-header field as invalid when the length of the field
doesn't equals to 3.

As a preparation, this CL drops reason phrase from unittests so that
unittests don't fail when using ParseHeaderStatusCode() in
QuicChromiumClientStream.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
