arc: Use Finch instead of --enable-arcvm-rt-vcpu switch

Use Finch instead of command line switch for enabling arcvm real
time vcpu.
This CL introduces 2 Finch flag, for a dual-core device and for a
quad-core or higher device. Just ignore if the dual-core flag is
passed to for a quad-core device, vice versa.

For the default values of these flag:
  The default value of the dual-core flag is disabled.
  The default value of the quad-core flag is enabled because there
  is no significant performance degradation.

TEST=switch rt-vcpu via chrome://flags, then check if it's enabled.
     components_unittests --gtest_filter="ArcUtilTest.*
     unit_tests --gtest_filter='AboutFlags*'

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
