Migrate to OS_MAC and OS_APPLE in base

This migrates:

 defined(OS_MACOSX) -> defined(OS_APPLE)
 defined(OS_MACOSX) && !defined(OS_IOS) -> defined(OS_MAC)
 !defined(OS_MACOSX) || defined(OS_IOS) -> !defined(OS_MAC)
