Replace ScreenAI & ScreenAIUseLayoutExtractor flags by LayoutExtraction.
A new flag is added for "Layout Extraction" experimental feature.
"Screen AI" and "ScreenAIUseLayoutExtraction" are removed and their
usages are updated to the new flag.
