Add SimpleCache histograms to histograms.xml.
These already existing histograms should be in histograms.xml.
While I was adding them, I changed some names in order to get better
collation; I've hiustorically found that since histogram dashboard
views are sorted lexicographically, the best histogram naming schemes
make lexicographic sort a topical grouping.
There's some histograms in this group that are potentially redundant
and/or uninteresting. The question among the redundant ones is which
we'll want to keep, and it's not always obvious what's uninteresting
early. Therefore I suggest that we add liberally if possible now,
however we need to clean out histograms as they get old.
And a final point: now that histograms.xml is in the same repo, let's
make sure histogram modifications always include their histograms.xml
change as well in the same CL.
