Componentize ComponentUpdaterConfigurator
This CL splits a cross platform subset of
ChromeComponentUpdaterConfigurator into
//components/component_updater/configurator_impl
That way the code can be shared on iOS.
This CL also provides a iOS implementation of the configurator in
//ios/chrome.
