[Sync] Rename HasSyncSetupCompleted to IsFirstSetupComplete. This name better reflects what the value means. This change also renames SetSyncSetupCompleted to SetFirstSetupComplete. This change is working toward better control over when and how sync starts up in order to fix the associated bug.
