Enable the "recovery" image type for local xbuddy URIs. The recovery image type is available for remote xbuddy URIs but not for local ones. The images can be produced locally however, and have the same name as the remote file. Enable the alias locally. BUG=None TEST=Used cros flash with this modification to put a locally built recovery image on a USB key.
