Patch release for gcc 4.8.2 for chromeos.
The includes all the bug fixes/patches up to -
google/gcc-4_8-mobile branch @ 90f47afa848a4e5defd4805d14b77751b5f67ee3.
which is based on svn+ssh://gcc.gnu.org/svn/gcc/branches/google/gcc-4_8@209291
