[libc++][hardening] Classify assertions related to leaks and syscalls. (#77164)
Introduce two new categories:
- `_LIBCPP_ASSERT_VALID_DEALLOCATION`;
- `_LIBCPP_ASSERT_VALID_EXTERNAL_API_CALL`.
