Remove image_decoder dependency from c/b/ui/ash/thumbnail_loader
This CL removes the dependency on `chrome/browser/image_decoder` from
the `thumbnail_loader` component. This is part of a larger effort to
eliminate direct dependencies on `//chrome` from Ash Chrome.
The code will be updated to use `data_decoder::DecodeImageIsolated`
directly, which is the underlying API that `ImageDecoder` was wrapping.
This CL (and the commit message above) was generated by Gemini CLI with
a few human intervention.

Relax restrictions on MemoryPressureListener sync callbacks
Previously, MemoryPressureObserver would deadlock if a synchronous
callback tried to delete any MemoryPressureListener. Relax this so that
non-synchronous MemoryPressureListeners can be deleted.
Also, clarify some behavior in the documentation and add some missing
consts.

Increase timeout for radio-focus-navigation-group-focusable-focus.html test
This test takes close to 10 seconds to complete in CI environments,
which causes intermittent timeouts. After reviewing CI logs, it appears
that the test consistently runs for nearly the default 10-second timeout
limit.
To address this, this CL adds a <meta name="timeout" content="long">
declaration to increase the timeout to 60 seconds, ensuring the test
has enough time to complete and reducing flakiness.

Modify KURL::SetPort to return if it successfully parses String
This changes KURL::SetPort from having no return value to return a bool
that is true when it successfully parses the String port and false if
it cannot parse the String port.
This is a precursor to addressing interop issues with URLPattern. See
bug https://crbug.com/409350827 for more information.
This also updates the existing SetPort unit test to validate the return
value.

Fix potential copy after move in MediaFoundationRendererWrapper
`task_runner` was moved and copied in the same statement when creating
MediaFoundationRenderer, which is prone to the order of parameter
evaluation. When the copying happens after the moving, the
`task_runner` will be null when copying, and may cause crash in
MojoMediaLog.

[PDF Ink Signatures] Skip Blink caret browsing move commands
In caret browsing mode, Blink listens for move commands and updates the
selection and element focus as needed. However, in the PDF viewer, the
PDF plugin does not have any HTML content, so the PDF viewer would
incorrectly scroll the page to the top and lose focus on the plugin.
Add SetIsCaretBrowsingOverridden() in blink::WebLocalFrame to override
caret browsing behavior and use it to skip some move commands.

Inline unnecessary task on CrOS memory pressure
Now that performance manager runs on the UI thread, posting a task to
the UI thread to get the reclaim target is redundant and just introduces
extra latency.
Posting the task has been unnecessary for a while, anyway. The posted
task was originally written to work with the non-thread-safe lacros
evaluator. However, getting the reclaim target from the ash evaluator
has always been thread safe, so posting the task has been unnecessary
for a while.
On ChromeOS, this delay is captured by the Discarding.DiscardLatency
metric, which shows a 99th percentile latency between receiving the
pressure signal and discarding the first tab of about 2.5 seconds. Based
on local testing with the multivm.Lifecycle.host_with_bg_arc_vmmms test,
this is almost entirely due to delays caused by dispatching tasks on the
Chrome main thread. With this change, the long tail latency is reduced
from >5 seconds (as high as 16 seconds was observed) down to <250ms.

Use priority-based TaskRunner in HttpCache
This CL updates HttpCache to use the new priority-based task runners, as
part of the ongoing effort to migrate the network stack to the
NetworkServiceTaskScheduler.
While an `HttpCache` instance itself doesn't map directly to a single
`URLRequest`, each `HttpCache::Transaction` has a priority. This change
uses the highest request priority among all transactions associated with
an active entry to set the task priority when posting a task to process
the entry.
`HttpCache` was previously identified as a high-risk component and
excluded from the initial Finch trial. This change enables the scheduler
for `HttpCache` for the next Finch trial (Phase 2 or later), controlled
by the `http_cache` feature parameter.

//net/dns:dns correctly depends on //net/base/features.h
A variety of files within //net/dns include //net/base/features.h
without having an actual dependency on it. This has been working
fine because GN does not sandbox dependencies when building, allowing
access to that header even though //net/net:dns has no dependency on
it.
Though, now that features.h depend on generated headers
(net/disk_cache/buildflags.h, from https://crrev.com/c/6786490 ),
things are even more brittle, as they depend on the compilation
order:
- If you try to compile //net/dns:dns after //net:net things
will work
- If the order is inverted, compilation will fail.
This CL circumvent the problem by decoupling the declaration of net's
features from //net:net and making it accessible to components that
share //net's dependencies.

[lensoverlay] Search controller should properly background state.
The search controller should properly save its backgrounded state when
the tab is backgrounded and restore it when foregrounded. Previously, if
the overlay was opened and the tab was foregrounded and backgrounded
fast enough, it is possible for the search controller to have its state
set to kActive which could cause the browser to crash when sending
`NotifyOverlayOpened`.
Also, in the future we will allow reinvocation of the search controller
after it has been hidden so fix the CHECK in `NotifyOverlayOpened` to
make sure the search controller is not off instead of initializing.

Refactor TabGroupList logic to be usable by TabContextMenuCoordinator
This is to allow TabContextMenuCoordinator (in package org.chromium.chrome.browser.compositor.overlays.strip) to share logic for a "move tab to group" submenu.

Remove file-wide unsafe buffer pragamas in partition alloc.
Automated using tools/clang/unsafe_pragam_rewriter scripts.
The previous bulk edit modified all files, even those that might have
been compliant, so many of these will be no-op changes.
