Add ppapi_test for ppb_talk_private

Adding a test for ppb_talk_private's GetPermission API. This should be helpful

Please take a look - PPAPI test for PPB_Talk_Private.

(Currently I disable it under Ash since there is no simple way to automate the
user selecting a choice, but if you want to step through things, comment out the
PASS() in line 62 of test_talk_private.cc and do a GYP_DEFINES="chromeos=1"
build on Linux)
