Test to make sure a unparented control gets moved to another root window
when a display is disconnected.

root_window_controller.cc change is identical and will be gone from CL before

I assume it goes to root_windows[1] because it overlaps the secondary display? 
Maybe add a comment about that?  I was confused initially about why it goes to
root_windows[1]

Sorry it's typo. It's meant to be 650. It still goes to 2nd display
as the majority of the window is on 2nd display. I'll fix this.
