This pulls in the following Native Client changes:

r10301: (mseaborn) Fix PNaCl glibc tests

r10303: (binji) Copy crti.o and crtn.o to newlib toolchains in nacl_core_sdk target.

r10312: (dschuff) Update LLVM DEPS to enable NEON, update known test failures
r10313: (jfb) ARM validator interface sanity checks
r10314: (petarj) [MIPS] Minor tweaks for QEMU.
r10315: (jvoung) Remove crtdummy hack from PNaCl bitcode link.
r10316: (mcgrathr) Make GCC install populate $(tooldir)/bin directory
