Description

Enabled gesture tap highlights by default on all platforms. This was "enabled" a few months ago in r160367 but the flag remained off by default. This CL enables the experiment in about:flags for all platforms except Mac (since it has no touch support) and makes the "enabled" flag the default everywhere.
