1LE MOT DU RECTEUR
Le mot du Recteur
Where do we want to be by 2028, when the
University is 25 years old ? What is our vision ? It is
only now that the University is 9 years old, and that
I have been 8 years in the top executive position,
that a vision can be shaped and condensed in a few
sentences. A vision, however, can hardly be a product
of consensus, and I have seen this along the period
of discussion of the text which follows, where
discussions at the Executive team, at the
Management team, at the University council and at
the Board of governors level do not, and probably
cannot, converge onto a text agreed with by
everybody. The statements which follow are the
closest we have gotten to a meaningful and
ambitious vision which enjoys a broad consensus:
The University of Luxembourg aspires to be one of
Europe’s most highly regarded universities with a
distinctly international, multilingual and interdiscipli-
nary character. She fosters the cross-fertilization of
research and teaching, is relevant to her country, is
known worldwide for her research and teaching in
targeted areas, and becomes an innovative model for
contemporary European Higher Education. Her core
asset is her well connected world-class academic
staff which will attract the most motivated, talented
and creative students and young researchers who
will learn to enjoy taking up challenges and develop
into visionary thinkers able to shape society.
This text is a bit too long, and probably our final
official Vision statement will be shorter. I personally
use often a very short version, which reads as
follows :
A world-class university relevant to her country.
There is enough literature on world-class universities,
so let me limit myself to the book by a friend of
mine, for many years tertiary education coordinator
at the World Bank, and who gave a conference
precisely on this subject in Luxembourg some time
ago : “The Challenge of Establishing World-Class
Universities” by Jamil Salmi (The World Bank,
Washington, 2009). What about “relevant” ?
Il y a trois actions que nous définissons comme étant
« pertinentes pour le pays » :
• Nourrir intellectuellement et préparer la jeunesse
du pays pour l’avenir, qui doit bien comprendre
la valeur de cette phrase, « If you really want
to succeed, double your failure rate »,
Thomas Watson, IBM,
• Être un lieu de débat de haut niveau sur des sujets
phares de la société, lequel est basé sur les faits
et les connaissances, non sur les dogmes, et
• Soutenir fortement une économie basée sur la
connaissance, innovante et performante.
Se pose alors la question de savoir ce qu’il nous faut
pour « être pertinent aux yeux du pays » ?
Neuf années après sa création, l’Université est d’une
qualité déjà comparable à celle d’universités bien plus
anciennes. Si on divisait les quelque 3.000 ou
4.000 universités européennes en trois groupes,
à savoir, les médiocres (50%), les bonnes (40%) et
celles de haute qualité (10%), je pense que nous
pourrions facilement nous retrouver dans le groupe
des « bonnes universités ».
Ceci ne paraît toutefois pas suffisant ni pour le
Luxembourg ni pour sa jeune Université tout comme
cela ne correspond pas du tout à la vision telle que
présentée ci-dessus. Ici je me limiterai à l’aspect le
plus important - parce que les autres en sont
souvent une conséquence - de cette université haut
de gamme qu’on cible : assurer le recrutement des
meilleurs (tout court, sans qualificatifs) pour le corps
académique. On ne peut pas renoncer à cette
exigence si on veut atteindre l’excellence.

C’est un choix stratégique et politique : une bonne
université, qui offre une bonne éducation universitaire,
comparable à beaucoup d’autres - ou une université
dite « haut de gamme », qui donne au pays une
marque de qualité dans un nouveau domaine, qui
jouera un rôle essentiel dans le développement social
et économique du pays et qui, à la longue, pourrait
devenir une source de revenus. C’est une question
d’ambition et de volonté. Personnellement, je sais ce
que le Luxembourg mérite et je n’ai aucun doute sur
sa capacité à atteindre les objectifs qu’il s’est fixé.
Ein weiteres strategisches Thema ist die
Sprachensituation der Universität : 3+1. Französisch,
Deutsch und Englisch sind unsere Lehrsprachen,
Luxemburgisch wird dort benutzt, wo es Bestandteil
der Disziplin ist. Das ist ein sehr „europäisches“
Sprachkonzept. Unsere drei Sprachen sind die am
meisten gesprochenen und wirtschaftlich wichtigsten
in Europa, aber es ist schwer, ihre Anwendung im
Universitätsbetrieb auf dem notwendigen
Qualitätsniveau zu halten. Auch in der Administration
verkompliziert die Mehrsprachigkeit den Alltag. Zudem
macht die Mehrsprachigkeit unsere Universität zwar
unter vielsprachigen Europäern besonders attraktiv,
stellt aber für Nichteuropäer eine besondere Hürde
dar. Wir sollten uns dennoch keine Sorgen machen,
wenn wir nicht für alle 180 Millionen Studenten
weltweit attraktiv sind. Am Ende des Tages ist und
bleibt die Mehrsprachigkeit für mich persönlich das
richtige Modell. Ein Gegenentwurf dazu wäre der von
vielen unserer besten Professoren bevorzugte
englische Monolinguismus. Dieser hat evidente
Vorteile, wirft aber auch genauso evidente Fragen auf,
wie zum Beispiel, dass man in diesem Fall in einem
Land mit drei Verwaltungssprachen keine dieser drei,
sondern eine vierte benutzen würde.

Monsieur Marc Jaeger a pris ses fonctions de président du Conseil de Gouvernance depuis le 16 janvier 2012.
Lors de la première séance du Conseil de Gouvernance qu’il a présidée le 4 février 2012, il s’est livré à une
possible définition de son rôle de président et de la mission qui incombe au Conseil de Gouvernance. Il a
mentionné l’importance de l’article 18 qui dispose que le Conseil de Gouvernance arrête la politique générale
et les choix stratégiques de l’Université et exerce le contrôle sur les activités de l’Université. Il souhaite que sa
présidence se fasse dans le respect de deux principes :
- L’indépendance vis-à-vis de l’exécutif politique et de l’exécutif universitaire ;
- L’écoute des différents acteurs universitaires, du pouvoir politique et de la société luxembourgeoise ;
des experts externes et internes pourraient être entendus pour générer une proactivité de la part du
Conseil de Gouvernance.
Une importance toute particulière devra être apportée à la consolidation et au suivi des décisions prises et
des choix stratégiques.

En 2012, le Conseil de Gouvernance s’est réuni 6 fois sous la présidence de Monsieur Marc Jaeger.
Le Conseil de Gouvernance s’est réuni les 4 février, 24 mars, 19 mai, 7 juillet, 29 septembre, 1er
décembre.
En sa séance du 19 mai 2012, le Conseil de Gouvernance a décidé de créer un service recherche au sein du
vice-rectorat recherche.
En sa séance du 1er
décembre 2012, le Conseil de Gouvernance a proposé au Gouvernement en Conseil de
nommer Ludwig Neyses au poste de vice-recteur recherche à partir du 1er
avril 2013 pour un mandat de 5 ans.
En sa séance du 4 février 2012, le Conseil de Gouvernance a approuvé le cadre général relatif aux écoles
doctorales et a approuvé lors de cette même séance les nouvelles écoles doctorales suivantes :
• « Doctoral school in Systems and Molecular Biomedicine (BioMed) »
• « Doctoral school in Educational Sciences (DES) »
• « Doctoral school in Economics and Finance (DSEF) »
En sa séance du 19 mai 2012, le Conseil de Gouvernance approuve la création des écoles doctorales suivantes :

Le président du Conseil de Gouvernance peut inviter toute personne à assister à une réunion pour faire un
exposé sur un sujet de sa compétence et figurant à l’ordre du jour.
Le samedi 4 février 2012, le Conseil de Gouvernance a reçu Madame Luciënne Blessing, vice-rectrice pour la
recherche pour évoquer l’éventuelle création d’un service recherche au sein de l’Université du Luxembourg.
Le samedi 29 septembre 2012, le Conseil de Gouvernance a interviewé 3 candidats pour le poste de
vice-recteur recherche.
Le samedi 1er
décembre 2012, le Conseil de Gouvernance a reçu Monsieur François Biltgen, Ministre de
l’Enseignement Supérieur et de la Recherche, pour évoquer la grande évolution de l’Université depuis son
commencement et aborder les futurs objectifs à envisager sur le long terme pour poursuivre son
développement.

En 2012, le Conseil de Gouvernance a approuvé 23 profils de postes : 6 FSTC, 7 FDEF, 10 FLSHASE.
En 2012, il a aussi procédé à la nomination de 17 professeurs, 3 assistants professeurs et 11 professeurs
invités (à part ces nominations, le rectorat a procédé à 8 autres nominations d’assistants professeurs
et 1 de chargé de cours).
Les nominations faites en 2012 et les entrées en fonction dépendent de la signature du contrat de travail ; la

décembre 2012, le Conseil de Gouvernance a approuvé le principe du professeur à titre
honoraire.
En sa séance du 29 septembre 2012, le Conseil de Gouvernance a eu une première discussion sur le plan
quadriennal 2014 - 2017.
Au cours de l’année 2012, les conventions suivantes ont été approuvées par le Conseil de Gouvernance :
• Memorandum of Understanding with the University of Virginia’s College at Wise, VA (USA);
• Rahmenkooperationsvereinbarung mit der Max Planck Gesellschaft;
• Memorandum of Understanding with the University of Barcelona;

En sa séance du 4 décembre 2012, le Conseil de Gouvernance approuve les projets de recherche interne pour
2013 et la somme de 2,79 mio € pour leurs financements.

Ci-dessous une sélection de quelques-uns des faits
importants ayant marqué l’année écoulée :
1. Le Dr. Philip Dale du laboratoire de photovoltaïque
a reçu avec les autres 12 partenaires d’un
consortium européen 10 M€ de financement de
l’Union européenne.
2. Le Dr. Reinhard Schneider du Luxembourg Centre
for Systems Biomedicine a reçu un EU-IMI-Grant
« ETRIX » de 2,4 M€.
3. Plusieurs bourses et dons ont été reçus, ainsi
que deux Marie Curie Career Integration Grants
et plusieurs projets ATTRACT du Fonds National
de la Recherche.
4. Monsieur Alfred Funk a été nommé Directeur
administratif et le professeur Eric Tschirhart
a été nommé Vice-recteur académique.
5. Le professeur Madame Luciënne Blessing a été
nommé Peabody Visiting Professor au MIT.
Elle termine de cette façon son mandat comme
Vice-rectrice en charge de la recherche.
6. Le professeur André Prüm a mis fin à son
mandat de doyen de la Faculté de Droit,
d’Économie et de Finance. Le nouveau doyen est
le professeur Stefan Braum, professeur en droit.
7. Le professeur Rajnish Mehra a été nommé
titulaire de la chaire de finance internationale
financée par la Deutsche Bank.
8. Deux professeurs financés par le programme
PEARL du Fonds National de la Recherche ont
été nommés : le Dr. Lionel Briand au Centre
Interdisciplinaire SnT et le Dr. Louis Chauvel à la
Faculté des Lettres, Sciences humaines, Arts et
Sciences de l’éducation.
9. La reine Beatrix des Pays-Bas a participé à une
table ronde sur « Europa nach der Krise », avec la
participation de Monsieur Vassilios Skouris,
président de la Cour européenne de justice,
Monsieur Werner Hoyer, président de la Banque
européenne d’investissement et Monsieur Elmar
Brok, membre du Parlement européen.
Elle a aussi visité le Luxembourg Centre for
System Biomedicine.
10. Le Secrétaire général des Nations Unis, Monsieur
Ban Ki-moon a parlé devant nos étudiants et a dit
que notre devise « multilingual, international,
connected » sied aussi bien l’institution qu’il dirige.
11. Madame Annette Schavan, Ministre en charge
des universités et de la recherche à la
République Fédérale d’Allemagne a tenu un
discours à l’Université intitulé « Was braucht
Europa ? ».
12. Le Premier Ministre Monsieur Jean-Claude
Juncker a reçu le « BELA Foundation Award »
à l’Université et a adressé au public et aux
étudiants un discours portant le titre « Lasst
diese Krise nicht ungenutzt ! »
13. La première Alumni Party a eu lieu et le keynote
speech donné par Monsieur Jean-Marc Gales,
PDG de la European Association of Automotive
Suppliers.
14. Le professeur Björn Ottersten, directeur du
Centre interdisciplinaire SnT, a reçu à Kyoto le
IEEE Signal Processing Society Technical Award
for contributions in array signal processing and
wireless communications.
15. Le professeur Lionel Briand, titulaire du
programme PEARL a reçu à Zurich le IEEE
Computer Society’s 2012 Harlan D. Mills Award
for practical and fundamental contributions to
Model-based Software Testing and Verification.
16. La Présidente des Amis de l’Université, Madame
Erna Hennicot-Schoepges, a remis le « Prix à la
meilleure thèse de l’Université du Luxembourg »
financé par une entreprise au Dr. Dmitry
Khovratovich.
17. Lors de la rentrée académique et de la cérémonie
de remise de diplômes de docteur notre Ministre
de tutelle, Monsieur François Biltgen, a prononcé
une allocution et Madame Eva Egron-Polak,
Secrétaire-général de l’Association Internationale
des Universités, a tenu une conférence intitulée
« Are we heading in the right direction ?
Universities in a time of change ».
18. Les présidents et recteurs de l’Université de la
Grande Région ont signé - suite à une évaluation
externe - un Memorandum of understanding qui
règle la continuation et le développement de
cette association.
19. La remise des diplômes des Masters a été
célébrée en présence du Ministre de l’Économie
et du commerce extérieur, Monsieur Étienne
Schneider, qui y a tenu un discours officiel.
20. Le Laser Technology Competence Centre a été
inauguré par le Ministre Monsieur Étienne Schneider.
21. Le premier SnT Partnership Day 2012 a eu lieu en
présence de notre Ministre Monsieur François Biltgen.
22. Les premiers « Ethic days of the University of
Luxembourg » ont eu lieu.

23. La Sophia University a ouvert un bureau pour la
grande région à l’Université. Le recteur de
l’Université Sophia, l’Archevêque du Luxembourg
ainsi que l’Ambassadeur du Japon se sont
adressés au public.
24. Maints accords de coopération ont été signés
tels qu’avec la Banque Européenne
d’Investissement, le STATEC et l’UBS.
25. Le Centre Interdisciplinaire SnT a ajouté à sa liste
de partenaires stratégiques plusieurs entreprises
importantes telles que CREOS et DELPHI.
26. L’Open access a été introduit à l’Université avec
la signature d’une convention avec l’Université de
Liège pour mettre en place un Dépositoire digital.
27. La deuxième évaluation externe, telle que prévue
par la loi portant création de l’Université, a été
faite et le texte avec les conclusions et
recommandations rédigé.
28. Le bâtiment Weicker au Kirchberg a été pris en
location pour l’Unité de droit et le Centre
interdisciplinaire SnT, ainsi que pour l’Institut Max
Planck.
29. L’Université a été le sujet d’articles et
d’entretiens dans les médias internationaux, tels
que Die ZEIT, France 24, Times Higher Education,
Financial Times, Le Figaro, Frankfurter
Allgemeine Zeitung et d’autres.
30. Dans son discours sur l’état de la nation,
le Premier Ministre a dit : « D’Uni ass Deel vum
Lëtzebuerger Zukunftsprogramm ».
Sur un plan plus personnel, mais toujours en ma qualité
de recteur de l’Université du Luxembourg, j’ai donné
beaucoup de conférences et j’ai participé à de multiples
débats, cérémonies et tables rondes sur des sujets
académiques et sociétaux au Luxembourg et à l’étranger.
Ci-après, une sélection de ces activités.
Invité par l’Academic Cooperation Association j’ai donné
l’opening keynote « Needs, opportunities and
challenges : European Higher Education in 2030 » à la
conférence « Higher education in 2030. A look into the
crystal ball » à Bruxelles. J’ai participé à la réunion du
Falling Walls Circle 2012 à Berlin où les sujets
« Excellence vs. capacity building, top down vs. bottom
up, next generation and science and European
competitiveness » ont été débattus. Invité par la
Section des sciences morales et politiques de l’Institut
Grand-Ducal j’ai parlé d’« Une Université haut de
gamme au Luxembourg : écueils, défis, stratégie ». J’ai
fait le Graduation Address à la cérémonie de remise de
diplômes de l’International School of Luxembourg.
Invité par la World Bank j’ai parlé à San José de Costa
Rica à la conférence « Engineering and Applied
Sciences in Central America : How to develop the next
generation of innovators » sur la situation de ces
formations en Europe, « Respuestas creativas a un
contexto cambiante : evidencia de Europa ». Comme
membre du search committee du recteur de
l’Universitat Oberta de Catalunya j’ai participé à
Barcelone à la sélection des candidats. À la soirée des
mécènes de l’Association Luxembourgeoise des
Ingénieurs, Architectes et Industriels j’ai parlé de « Les
sciences exactes et appliquées, indispensables au
développement du pays ». C’est en ma qualité de
vice-président que j’ai coprésidé, à Paris, la dernière
réunion de travail du jury international responsable de
l’évaluation des « Initiatives d’excellence » - le
programme phare de « l’Investissement d’avenir » mis
en place par le gouvernement français. J’ai
accompagné le Premier Ministre Monsieur Jean-Claude
Juncker à Bologne où il a reçu avec Messieurs Kohl
(absent) et Prodi le Sigillum Magnum.
Mais qu’en est-il des perspectives et des grands
dossiers de l’Université du Luxembourg pour l’année
2013 ? Le développement du projet Cité des sciences
à Belval, mené par le Fonds Belval, exige, chaque année,
un engagement croissant de la part de l’Université. Cela
ira en s’intensifiant au cours de cette nouvelle année et
nous attendons avec impatience notre déménagement
sur ce nouveau site. La rédaction du prochain Plan
quadriennal (2014-2017) sera probablement la tâche la
plus importante à réaliser par l’Université. Les
conclusions et recommandations des évaluateurs
externes seront essentielles pour le choix et la
définition des priorités de ce nouveau Plan. Un accent
particulier sera mis sur le recrutement de personnes
hautement qualifiées. Cette tâche, ajoutée à notre
mission d’assurer et d’améliorer la qualité de notre
enseignement, de notre recherche, de nos services et
de notre administration doivent et devront toujours être
notre cheville ouvrière. Enfin, et si la loi soumise par
notre Ministère de tutelle est approuvée, une période
intense de travail d’adaptation à la nouvelle législation
commencera ; ce sera là un défi important pour
l’Université, puisque l’autonomie octroyée à celle-ci
exigera d’elle beaucoup plus de capacités d’autogestion
efficace et responsable. Le danger classique d’une
prolifération incontrôlée de commissions, de comités et
de conseils devra être esquivé sans pour autant limiter
la participation de tous à cette tâche si importante pour
l’avenir de l’Université.
Je souhaiterais conclure ce rapport par quelques mots
de remerciement adressés non seulement aux
étudiants ayant choisi notre université pour y effectuer
en tout ou en partie leur cursus universitaire mais aussi
à tout le personnel de notre institution pour son effort
constant et créatif, lequel profite favorablement à
notre chère Université. Finalement, et à propos de
notre gouvernance, cette année a été la première sous
la présidence de Monsieur Marc Jaeger, président du
tribunal de première instance des Communautés
européennes, et je voudrais le remercier très
sincèrement pour son vif intérêt pour tous les dossiers
de l’Université, pour trouver toujours le temps pour les
étudier et pour soutenir l’institution avec ses avis et
ses prises de décisions.

ORGANISATION ET RELATIONS INTERNATIONALES
Concernant Belval, les plans de la Maison des
Sciences Humaines (MSH) ont été finalisés et
transmis au Fonds Belval. Cette tâche délicate s’est
déroulée en étroite collaboration avec la FLSHASE,
afin d’obtenir l’environnement susceptible d’accueillir
l’intégralité de cette faculté en 2014, et intégrant
des solutions transitoires pour la bibliothèque.
L’étude pour l’appel d’offre concernant les
laboratoires de la MSH a également été initiée.
Les activités du SIU sont traitées ailleurs dans ce
document. Cependant, le SIU a fortement contribué
à l’élaboration, finalisée en 2012, de l’appel d’offre
européen pour le réseau IT (Network Active
Equipment) sur Belval, crucial pour le
fonctionnement de l’Université à Belval.
Si 68 personnes faisaient usage fin 2011 des facilités
HPC (réparties sur le site du Kirchberg et sur Belval),
ce sont 126 personnes qui y avaient recours fin 2012.
En termes techniques, la situation fin 2012 du HPC
à l’Université est de 184 nœuds, 2.320 cores
(20, 26 TFLOPS) et 691 TB de stockage partagé. Ceci
place l’Université dans un rang européen convenable.
Les utilisateurs du HPC ont évolué en intégrant non
seulement des membres de CSC, mais aussi de
PhysMRU, RUES, SnT et de manière de plus en plus
significative du LCSB.
Une évaluation des accords internationaux initiés
après 3 ans nous a conduit à mettre un terme
à certains d’entre eux, et à reconduire les plus
prometteurs. Des accords ont été étendus (Chine,
Espagne, Inde, Japon, UK), ou révisés (e.g. la
signature avec l’Université de Lorraine, qui
a également donné lieu à une table ronde). La Sophia
University (Japon) a ouvert son bureau européen au
sein de notre université. Le nombre de bourses du
MAE pour les étudiants provenant d’universités
partenaires de Chine, Inde et Russie a été augmenté.
Cette année 17 étudiants ont pu bénéficier du
programme d’École d’Été à la Shandong University
en Chine. L’Université a rejoint le réseau UNICA. Une
stratégie des relations internationales est en cours
d’élaboration et fait l’objet de premières discussions.
Ce document intègre en particulier les indicateurs
clefs des systèmes de rankings (Shanghaï, Times
Higher Education, QS Stars) pour le volet
international.
Le portefeuille de propriété intellectuelle de l’UL est
passé de 10 brevets (accordés ou déposés) en
2011 à 26 en 2012. Précisons que la situation en
2012 compte également 12 demandes de brevets
dans le cadre de la collaboration avec ISB, 4 i-dépôts
de logiciels et prototype, 7 marques et 86 noms de
domaines. L’Université a cédé un brevet (initié par
PMRU) à la société Anton Paar Optotech.
Les affaires juridiques ont également traité des
litiges, négociations juridiques, trop nombreuses pour
êtres toutes reprises ici. Pour faire le lien avec Belval,
citons que les appels d’offres européens en liaison
avec l’informatique font l’objet d’un suivi juridique
particulier.

Rapport annuel de la vice-rectrice à la recherche
The Research Office focused this year on
strengthening the basis of the UL’s research
environment. This report focuses on three activities:
doctoral education, a human resource strategy for
researchers, and a strategy for the Department of
Research.
With over 400 doctoral candidates, doctoral research
contributes strongly to our research output.
Improving doctoral research should therefore
increase our attractiveness, visibility and
competitiveness. A large number of European and
national initiatives have emphasized the importance
of doctoral education to strengthen Europe’s
research capacity and improve the quality and
attractiveness of European Higher Education.
Agreement exists that universities have the
responsibility for high quality doctoral education by
providing training in and through research to prepare
young researchers for careers in and outside
academia.
A Doctoral Education Framework has been developed
to support and encourage structured doctoral
education based on the following main principles. The
core component of doctoral education is research,
which significantly prevails over doctoral training. The
training component is intended to support effective
and efficient doctoral research and is tailored to the
individual researcher.
The Framework proposes the establishment of
Doctoral Schools as research and training
environments to support the attainment of the
necessary competences for personal and career
development, as well as structuring, organising and
improving the doctoral experience. Five Doctoral
Schools were approved: Educational Sciences,
Economics and Finance, and Systems and Molecular
Biomedicine in February; Law and Computer Science
in April. In autumn the Research Office started its
first successful series of trainings in transferable
skill.
Important for all researchers has been the
development, together with Human Resources, of an
action plan to improve the status and position of our
researchers following the European Charter for
Researchers and the Code of Conduct for the
Recruitment of Researchers. The implementation of
the plan will start in 2013.
A major milestone was the establishment of a
Department of Research. Its motto will be
“empowering researchers”, to be achieved by
elaborating, implementing and continuously
communicating the UL’s Research Strategy and
Policies; by working pro-actively and in partnership
with researchers and administration to secure,
manage and increase research funding, output, and
quality; by ensuring an attractive research and
training environment ; and by supporting the
promotion of research results.
My vision for the UL’s research activity is “to achieve
research excellence through a culture of reflection,
innovation and diversity of approaches”. The
Department of Research can contribute by providing
a non-stop shop for research-related issues, but
most important is the UL’s research community :
“when we succeed, we succeed because of our
individual initiative, but also because we do things
together” (Barack Obama).

À la rentrée académique 2012, l’Université compte
plus de 6.400 étudiants, un chiffre encore en
progression et ce depuis sa création en 2003.
L’Université continue à les accueillir avec
enthousiasme dans des programmes de formation
universitaires qui assurent une mobilité mondiale
dans certains cas et avec un retour d’expérience de
vie indubitable.
La mise en place de nouvelles formations s’est
poursuivie, avec l’étroite collaboration des directeurs
d’études concernés, dans le but de bien positionner
ces nouveaux cursus dans le monde du travail et
dans la société. Les premiers éléments de réflexion
ont été posés dans le cadre du développement d’une
offre de formation continue (Life Long Learning), en
collaboration avec des acteurs déjà présents
à Luxembourg ou venant collaborer avec l’Université
pour offrir ces programmes novateurs à des
personnes souhaitant disposer de nouvelles
qualifications ou encore les formaliser.
En ce qui concerne la formation doctorale, le
vice-rectorat, dans le cadre des écoles doctorales,
a développé un processus plus personnel de suivi des
doctorants, avec la volonté d’une communication
aussi complète que possible entre le directeur de
thèse, le comité d’encadrement de thèse et le
doctorant, afin de garantir le meilleur succès au
candidat pour son insertion future dans une
entreprise ou une autre institution de recherche.
C’est une priorité pour l’Université, qui entre dans le
cadre de l’agenda 2020 pour ses volets recherche,
compétitivité et éducation.
L’Université dispose maintenant de 550 logements
étudiants et continue son développement locatif
essentiellement dans le sud du Luxembourg, près du
futur site de Belval. Un important projet de résidence
étudiante moderne, de plus de 130 logements, a été
conclu avec un partenaire privé sur le site de Belval
et ouvrira ses portes en 2014.
Le Bureau de la Vie Étudiante a été mis en place
cette année ; il est géré par des étudiants pour les
étudiants de toute l’Université avec l’inclusion d’une
communication sur les réseaux sociaux. Ceci
renforcera encore à terme la vie étudiante en
combinaison avec les offres de Campus Sport et
Campus Art.
En 2012, Campus Carrières a renforcé son activité
à travers le lancement du portail de l’emploi
à destination des entreprises et des étudiants. Dans
le même sens, des forums et workshops ont été
organisés autour de l’acquisition de compétences
transversales pour les étudiants candidats à un
emploi ou un stage afin de renforcer l’employabilité
à terme, dont la mesure est en cours sur plusieurs
programmes de formation. Les rapports avec les
entreprises se sont encore développés, avec l’édition
d’une brochure d’informations à leur intention pour le
travail étudiant.
Le programme pour auditeurs libres mis en place en
2011 remporte un franc succès, avec plus de
200 seniors inscrits à la rentrée académique. Ils sont
nos ambassadeurs dans la société et nous
apprécions leur assiduité critique.
Les organisations étudiantes sont régulièrement
rencontrées et nous avons un très important objectif
commun : la définition du statut d’étudiant ; il est
fondamental car il déterminera les droits et devoirs
de nos étudiants dans la société.

Mein erstes Jahr an der Universität Luxemburg war
in personeller Hinsicht durch zwei wichtige Themen
gekennzeichnet. Zunächst einmal konnte die über
einjährige Vakanz an der Spitze des Service Finances
et Comptabilité (SFC) gelöst werden. Ziel war es,
nicht nur eine Person zu finden, welche über
Finanzwissen verfügt, sondern auch über profunde
IT-Kenntnisse, da dies für den Erfolg einer solchen
Abteilung mehr denn je entscheidet. Auch der
plötzliche Weggang zum Ende der Sommerpause der
Leitung der Personalabteilung konnte rasch gelöst
werden. Bereits zu Jahresbeginn 2013 fängt die
Nachfolgerin an.
Wer solche Vakanzen an der Spitze einer Einheit
schon einmal erlebt hat, ahnt, dass dies für die
Mitarbeiter mit deutlich mehr Arbeit verbunden ist
und dafür soll an dieser Stelle ein großes Lob
ausgesprochen werden, zumal dies in Zeiten
steigender Arbeitsbelastung erfolgte.
Organisatorisch war von Bedeutung, dass das Audit
aus dem SFC herausgelöst und direkt an der
Direction Administrative als Stabsstelle verankert
wurde. Dies hat den Vorteil, dass Audit und operative
Einheit getrennt sind und auch nach Außen die
Unabhängigkeit des Audits dokumentiert wird. Damit
gekoppelt war die Verabschiedung einer Audit Charta
durch das Rektorat, welche sowohl die Aufgaben als
auch die Herangehensweise des Audits beschreibt.
Wichtig ist hier, genauso wie bei den oben erwähnten
Rekrutierungen, dass die Akteure lösungsorientierte
und möglichst proaktive Charaktere sind.
Inhaltlich sind im Finanzbereich vier Ereignisse
herauszustreichen. Erstens: die Überprüfung der
2009 eingeführten Finanzprozeduren unter
Beteiligung (!) der Experten der jeweiligen Fakultäten
und Zentren. Zweitens: ein Budgetentwurf, der durch
das Streichen einer beachtlichen Einsparsumme
gekennzeichnet war. Drittens: die Einführung von
Gesprächen mit den Fakultäten und Zentren zur
Finanzsituation. Viertens die Entscheidung, ein so
genanntes Enterprise Resource Planning (ERP) –
System einzuführen. Dem ging eine intensive Analyse
interner Prozesse und Bedürfnisse voraus. Damit
verbunden war auch die Überlegung, wie man bereits
in der Übergangsphase durch die Einführung einiger
IT-gestützter Verfahren für eine Verbesserung
sorgen kann, was auch in 2013 geschehen wird.
Die Infrastrukturabteilung war in diesem Jahr vor
allem mit der ursprünglich nicht geplanten
Anmietung eines neuen “Teilcampus” auf dem
Kirchberg beschäftigt. Teilcampus deshalb, weil das
Weickerbuilding für die Universität doch immerhin ca.
6.000 qm Fläche und ca. 300 Arbeitsplätze darstellt.
Dazu musste der Umzug der Juristen vom
Limpertsberg und des SnT vom Kirchberg Campus
organisiert werden. Da die Universität hier selbst
Mieter ist und nicht wie zumeist “nur” Nutzer, gab es
hier umfangreichere Vertragsverhandlungen und es
galt in größerem Maße als üblich Fragen der
Mieterverantwortung/-haftung zu lösen. Die zweite
größere Baustelle war sicher der Umbau des
LCSB-Gebäudes und die korrespondierende
Anmietung von Flächen in Belval.
Aus dem Bereich der Personalabteilung, dem
“Luxemburger HR-Team of the year”, – eine
Auszeichung für die geglückten internen
Umstrukturierungsmaßnahmen – sind die Beiträge
für die Verhandlungen zur “Convention Collective” zu
nennen, die Umwandlung des “Auxiliaire scientifique”,
die Begleitung des Probezeitdialogs sowie die
intensive Mitarbeit am Projekt “HR strategy for
researchers”.
Entscheidend scheint mir vor allem zu sein, dass es
uns gelingt, zu begreifen, dass wir keine kleine
Universität mehr sind, sondern ein mittelgroßes
“Unternehmen”, welches auch organisatorisch nicht
mehr die bisherigen (bewährten) Antworten auf die
aktuellen Fragen geben kann. Eine gewisse
Standardisierung, größere Ausgabendisziplin und
stärkere Zusammenarbeit der einzelnen Teams und
Einheiten wären daher ein guter Ansatz für
erfolgreiche Arbeit, bei im Vergleich zu vielen anderen
(auch Nachbar-) Ländern noch immer exzellenten
Bedingungen am Standort Luxemburg!
Da es zu Jahresbeginn 2012 auch an der Spitze der
Direction Administrative selbst einen Wechsel gab,
soll an dieser Stelle nicht versäumt werden, dem
bisherigen Verwaltungsdirektor und seiner Assistentin
für die geleistete Arbeit und für die Übernahme einer
Reihe von Aufgaben noch bis ins Jahr 2012 hinein
herzlich zu danken.

Selected achievements
Operations : One main focus was the further
development of a UL sustainable transport policy
based on consultation and a travel survey of all staff.
The approval by the rectorate to subsidize the
M-Pass for public transport by 30%, achieved in
close cooperation with Mr Funk and the SIL,
presented a major step forwards.
Education : The Cell has coordinated four courses on
key topics for sustainable development. First we ran
the already well-established course ‘Science and
Citizens meet Challenges of sustainable
development’. We also launched the newly developed
Open Course on ‘Social Enterprise and Social
Innovation’ with over 40 students and professionals,
a course on sustainability reporting run by a certified
BeNeLux GRI expert, and a new more science-based
course on ‘Global environmental change in the
anthropocene’. The latter course is part of the
Master in Geography and spatial planning, and is
taught together with CRP Henri Tudor. Finally, the UL
Governing Board approved the study programme on
‘Sustainable Development and social innovation’
leading to a Certificate (run by IPSE).
Social cohesion and civic engagement : activities
include the Green student residence award,
membership in the government’s reflection group on
indicators of sustainable development; acting as jury
member for Luxembourg’s first Social Enterprise
Award ‘123 Go Social’; and continued chairmanship of
a Working Group of the International Sustainable
Campus Network.

In zwei Jahren werden die Gebäude in „Maison du
Savoir“ und die „Maison des Sciences Humaines” den
Betrieb aufnehmen. Neben den baulichen Aufgaben
sind damit auch Maßnahmen organisatorischer Art
verbunden. Dies zu koordinieren und die internen
Beteiligten aus dem Universitätsmanagement, den
Fakultäten und den Fachabteilungen der Universität in
diese Aufgabe einzubinden, war denn auch der
Schwerpunkt der Tätigkeiten des Belval-Beraters
2012.
Die Planung für die Erstnutzung der geisteswissen-
schaftlichen Fakultät wurde abgeschlossen und der
erste Entwurf für die Aufteilung der Flächen für die
Universitätsverwaltung aufgestellt. Eng verbunden
damit ist das Projekt der Erstausstattung der
künftigen Gebäude, das von den Mitarbeitern der
Fachabteilung Logistik - Infrastruktur und Informatik
sowie externen Ingenieurbüros und Beratern
umgesetzt wird. Das Konzept der künftigen
Netzwerkinstallation, größter und sehr zeitkritischer
Einzelposten der Erstausstattung, ist fertig gestellt. In
einem Workshop wurden die Anforderungen an die
Medienausstattung der künftigen Lehrräume definiert.
Des Weiteren ist das Konzept „Raumreservierung” für
Lehrräume, Konferenz- und Besprechungsräume
erarbeitet, die Prognose von 2006 zur Auslastung der
künftigen Lehrräume wurde durch eine Simulation
bestätigt und ein Betriebskonzept für das
„Universitätsrestaurant” entwickelt.
Zahlreiche Einladungen als Referent zu internationalen
Konferenzen zum Thema „Projektmanagement bei
Forschungsinfrastrukturen” zeigen das Interesse am
Projekt „Belval” und darüber hinaus auch an unseren
Planungsmethoden.

RAPPORT DU RESPONSABLE MULTILINGUISME
Die Universität hat 31 Sprachkurse in Deutsch,
Englisch, Französisch und Luxemburgisch für das
administrative und akademische Personal
(229 Teilnehmer) organisiert. Zugleich hat die
Universität 16 Sprachkurse in Deutsch, Englisch und
Französisch für 297 Studierende organisiert.
The university has decided to appoint three
specialists whose function will be to teach and
facilitate the use of French, German and English as
languages of teaching and learning and as the media
of everyday life in the university as a whole, and who
will have a research focus which investigates and
proposes developments in the multilingualism of the
university. This staff will help to develop innovative
language teaching programmes but also to engage
in the necessary reflexive research on what it means
to learn and teach multilingually at university level.
L’université a parcouru un long chemin de
développement et dans son fonctionnement opère
d’une manière multilingue. Aussi bien dans des
réunions informelles que dans les organes officiels les
échanges entre le personnel sont vraiment
multilingues.

DÉLÉGUÉE AUX QUESTIONS FÉMININES ET DU GENRE
Aktivitätsbericht der Genderbeauftragten
für das Jahr 2012
An erster Stelle des Prioritätenkatalogs standen
zusammen mit dem Gender Mainstreaming
Committee Maßnahmen zur Erhöhung des
Frauenanteils innerhalb des akademischen
Lehrkörpers sowie Maßnahmen zur Verbesserung der
Vereinbarkeit von Beruf und Privatleben für alle
Angehörigen der Universität. Es wurde ein Leitfaden
zur Verankerung geschlechtssensibler
Berufungsverfahren an der Universität Luxemburg
entwickelt. Unterstützt durch die Fakultäten fand die
Eruierung der Erfolgsquote von Bewerberinnen und
Bewerbern in Berufungsverfahren für den Zeitraum
von 2006 bis Ende 2011 statt. Frauen, die sich auf
eine Stelle bewerben, haben im Vergleich zu ihren
weiblichen Mitbewerbern in allen Fakultäten höhere
Erfolgschancen, nämlich 5,8%. Der analoge
Prozentsatz für männliche Bewerber liegt bei 3,2%.
Frauen sollen verstärkt dazu ermutigt werden, sich
auf eine Stelle im akademischen Lehrkörper zu
bewerben.
Der Anteil von Frauen im akademischen Lehrkörper
lag 2004 bei 18,1% und ist bis Ende Oktober 2012 auf
24% angestiegen. Es bleibt festzustellen, dass der
Anteil der Professorinnen bei 14,2% liegt, hier also
weiterhin deutlicher Handlungsbedarf besteht.
Dennoch auch hier eine sehr positive Entwicklung :
der Anteil der Professorinnen hat sich von 2004 bis
Ende 2012 von 7,3% auf 14,2% erhöht.
In Bezug auf die Frage der Kinderbetreuung ging es
2012 um die Verstetigung der MRE
„Babbeltiermchen“ und zusammen mit dem Team
von Prof. Dr. Michael-Sebastian Honig um den
Abschluss der wissenschaftlichen Untersuchung zur
Qualität der Kinderbetreuung sowie der Zufriedenheit
der Eltern mit den Kindertagesstätten. Die Planungen
institutioneller Kinderbetreuung am zukünftigen
Standort Esch-Belval wurden konkretisiert.
Zusammen mit „Transgender Luxembourg“ wurde ein
siebentägiger internationaler Kongress zum Thema
„Geschlechternormativität und Effekte für Kindheit
und Adoleszenz“ durchgeführt. Mit mehr als 180
Teilnehmenden und international renommierten
Referierenden stellt der Kongress einen relevanten
gesellschafts- und wissenschaftspolitischen Beitrag
zur Enttabuisierung der Themen Transgender und
Intersex dar.

During the third year of the second four-year plan of
the UL, the Faculty of Science, Technology and
Communication continued its efforts to further
develop the University’s and the Faculty’s priorities.
The Faculty continued its steady growth, counting
around 380 members at the end of 2012. Four new
members of the academic staff joined the Faculty
in 2012:
• Lionel Briand, professor in the computer science
and communication research unit
• Nicolas Navet, associate professor in the
computer science and communication research
unit
• Francesco Viti, associate professor in the
research unit of engineering sciences
• Ludger Wirtz, professor in the physics and
materials science research unit
The research unit physics and materials science also
succeeded in attracting Dr. Massimiliano Esposito,
an additional ATTRACT fellow, the third one for this
research unit. He joined the unit in January 2012.
The members of the FSTC successfully applied for an
impressive number of national and international
research projects within their different fields of
expertise. The publication record of the Faculty is
continuously increasing.
Among the five top research priorities of the second
four-year plan are “security in information systems”
and “life sciences”, both having been among the FSTC
research priorities since the creation of the University.
Both domains rely on strong research units within the
Faculty and the two Interdisciplinary Centres. These
centres, Security, Reliability and Trust and the
Luxembourg Centre for Systems Biomedicine, have
boosted the development of the two research
priorities. The members of the FSTC are continuously
contributing to the development of the two centres
and find highly competent partners and valuable help
for their research projects within these centres.
The FSTC has launched the new Master programme
in condensed matter physics in September.
A new doctoral school in computer science and
computer engineering has started its activities with
a new training programme and the recruitment of
numerous PhD-candidates in September 2012.
The SnT is a partner in this doctoral school.
Dmitry Khovratovich, one of our PhD-graduates,
who worked under the supervision of Professor
Alex Biryukov, was granted the Best Thesis
Award 2012 by the Friends of the University.
The number of students of the Faculty continued the
steady increase observed over the last years,
reaching 1.346 students in October 2012, an increase
of some 12%. The total number of PhD-students has
increased to 218 in 2012, an increase of over 17%.
More than 50% of these PhD-students come from
countries beyond our immediate neighbouring
countries. The number of Master students has now
reached 258 students. The compulsory mobility within
the Bachelor programmes is well implemented and an
increasing number of our students choose to go
beyond the Greater Region for this mobility.
In the framework of an agreement between the
UL and the PSG College of Technology in India, four
students from the PSG College are spending one year
in our Master programmes, one in each Master.
These students are sponsored by the Indian Honorary
Consulate in Luxembourg.
An employability study for one of our programmes,
the Bachelor in Engineering sciences, was carried out
together with Deloitte and the IUIL (Institut
Universitaire International de Luxembourg). This
study showed that the employability of our graduates
was very high and their technical skills more than
fulfilled the requirements of the market.
To further strengthen its quality in teaching and
learning, the Faculty has appointed Professor Denis
Zampuniéris as vice-dean for these domains in
December 2012.

Life Sciences Research Unit
Objectives Combining cellular, molecular and computational approaches, research at the Life Sciences Research Unit
(LSRU) focuses on the fundamental understanding of biological processes relevant to human diseases to make
use of it for biomedical applications. Research aims at further deciphering common characteristics in cancer,
Alzheimer’s disease and atherosclerosis. One of the cardinal features at the intersection of these diseases is
chronic inflammation. Prolonged inflammation leads to a progressive shift in the type of cells present at the
inflammation site, in the reorganisation of the inflamed tissue and in the broad response of the tissue or even of
the organism. The specific goal of this research is to integrate information collected at genome, transcriptome,
proteome and physiome levels to understand basic biological mechanisms governing the inflammatory process.
In 2012, the RU recruited a light microscopy facility coordinator to increase capacities in bioimaging. Also, since
2012, a biosafety officer assists RU members in maintaining a safe working environment.

2.000 lessons in 2012. In partnership with the Luxembourg Centre for Systems Biomedicine (LCSB), the RU
organises a doctoral school in Systems and Molecular Biomedicine and has more than 20 active PhD students.
The RU organises a series of weekly seminars around topics related to the research subjects of the unit.

Main Results CYTOKINE SIGNALLING GROUP : IRIS BEHRMANN
The team focuses in 2012 on signalling of cytokines in cancer and inflammation, with a special emphasis on
Janus kinases and disease-relevant mutants thereof as well as on microRNAs. Here, the group published in
2012 studies that the inflammatory cytokine IFN-γ has profound effects on the miRNome of melanoma cells,
including a STAT1-mediated up-regulation of the tumor-suppressing microRNA-29 family. In collaboration with
the IBBL and TGen (Phoenix/Arizona), large scale sequence data of melanoma samples were generated to
obtain an integrated view on the genomes, transcriptomes, and the miRNomes. A comparative analysis of
kinase inhibitors revealed that a combined inhibition of Janus kinases and Aurora kinases may represent a
useful strategy to combat myeloproliferative neoplasms.
CYTOSKELETON AND CELL PLASTICITY GROUP : EVELYNE FRIEDERICH
The group investigates actin-based processes relevant to cancer and inflammation (UL and FNR Inter
projects). Projects explore regulatory mechanisms underlying epithelial cell plasticity related to carcinoma
progression and also aim at identifying marker molecules with prognostic potential. In 2012, the team
published work linking physio-pathological cell states to regulatory networks including transcription factors,
microRNAs and their targets.

MOLECULAR DISEASE MECHANISMS GROUP: SERGE HAAN
The team is interested in molecular mechanisms that govern cellular communication and signalling in the
healthy organism as well as in pathological conditions such as inflammation and cancer. The main projects
currently address the responses initiated by mutated oncogenic kinases as well as the role of negative
regulators in colon cancer. The group is also investigating molecular mechanisms that may support
carcinogenesis via cancer stem like cells.
NEUROINFLAMMATION GROUP: PAUL HEUSCHLING (ELEONORA MORGA until August 2012)
The group is investigating the molecular mechanisms of inflammation and differentiation of glial cells that are
relevant during neurodegenerative and inflammatory events in the brain. The differentiation of astroglial cells
and the influence of inflammation on this process is investigated. The team also further characterises the
inflammasome activation in microglial cells as well as the implication of these cells in the inflammatory events
accompanying Parkinson’s disease.
CALCIUM SIGNALLING AND INFLAMMATION GROUP: ERIC TSCHIRHART/JEAN-LUC BUEB
The team focuses on signalling in inflammation and stress, gaining further insight into the role of Ca2+
influx in
the control of kinases leading to NADPH oxidase activation in myeloid cells, the interactions of these elements
in phagocytosis and the effect of stress and micronutrients on human vascular cells in vitro. Stress and
immunity are studied in collaboration, on Pleurodeles subjected to spaceflight.
SYSTEMS BIOLOGY GROUP: THOMAS SAUTER
Team members apply different modelling and data integration techniques to biological systems to develop suitable
computational models with the main focus on disease specific signalling and metabolic networks. Computational
tools are developed (e.g. Probabilistic Boolean and Integrated metabolic modelling) which can be used for analysing
a wide range of biological systems. In one application we developed a mathematical model based high-throughput
data integration and visualisation tool for human cellular metabolism and applied it to study adipogenisis.

Physics and Materials Science Research Unit
Objectives The main goal of the Physics and Materials Science Research Unit (PhyMS) consists in performing high level
fundamental research in Condensed Matter Physics. Currently the research activities cover the whole field
from the electronic and spin structure of crystals and interfaces to the thermodynamics of soft matter and
composites with their interphases. Experimental and theoretical groups join forces to understand and develop
materials for applied and technical challenges. Thereby the academic staff members can rely on state-of-the-
art equipment for the preparation and characterisation of materials, as well as for high performance
computing.
Another objective of the research unit is to provide excellent teaching for students in bachelor and master
courses in physics. PhyMS is responsible for the Physics track of the Bachelor in Sciences and Engineering
(academic) and the new Master programme in Condensed Matter Physics established in 2012 and officially
starting in 2013. PhyMS members are committed to building bridges between academic teaching and modern
research. Thus student assistants are encouraged to get in touch with front-line research while PhD students
are permanently involved in teaching activities. PhyMS also organises a regular seminar with topics centred on
the research activities of its members.

Main Results Complex Systems and Statistical Mechanics group CSSM (Massimiliano Esposito)
Our group made significant progress in establishing the thermodynamic description of systems subjected to
feedback controls. In particular we showed how hidden degrees of freedom can improve the thermodynamic
efficiency of a machine without affecting its energetics, i.e. we explicitly derived a Maxwell demon mechanism.
We also studied in detail the most efficient ways to erase information in finite time by minimizing the heat
produced during the erasure.
Laboratory for Energy Materials LEM (Phillip Dale)
A 5,1% efficient kesterite selenide solar cell by electrodeposition and annealing was a world record in 2012,
made within the new FP7 SCALENANO project. Co-hosted international workshop on kesterite solar cells. First
two Ph.D students defended with “excellent” and “very good”. One student won a European wide 10 K € prize
for best thesis.
Laboratory for Physics of Advanced Materials LPM (Roland Sanctuary and Jan Kristian Krüger)
Great interest was paid to phase transitions of stimuli responsive polymers and related instabilities of elastic
and thermo-optical properties (technique based on in-house patent). Further emphasis was on the study of
the influence of interphases on properties of nanostructured materials. An unexpected low-frequency
relaxator was found in nano-colloids by rheology. Part of the work was done in the framework of two FNR-
CORE projects.
Laboratory for Photovoltaics LPV (Susanne Siebentritt)
Two new growth methods for kesterite solar cells were developed and filed for patent. The efficiency improved
to 7,5%. A theoretically predicted peculiarity of kesterites, the lone conduction band, was experimentally
confirmed. We showed that the photocarrier collection is better in Cu-rich CIGS absorbers than in Cu-poor
ones. Together with LEM we organised the European Kesterite workshop.
Nanomagnetism group (Andreas Michels)
The Nanomagnetism Group has made substantial progress in understanding magnetic neutron scattering from
nanomagnets. Together with our collaborators from INNOVENT, Germany, we have employed micromagnetic
simulations for the calculation of the magnetic neutron scattering cross section of nanocomposites. The
procedure furnishes fundamental information regarding the magnetic scattering from nanomagnets.
Theory of Soft Condensed Matter group TSCM (Tanja Schilling)
Papers from new theory work have examined phase transitions and phase boundaries, illuminating the
relationship between particle morphology and collective behaviour. Application of older theory work to practical
systems has also been successful, validating the theory and hopefully gaining attention from the applied side
of the bio/soft communities.
Theory of Solid State Physics group TSSP (Ludger Wirtz)
Prof. Ludger Wirtz arrived in February 2012 and started to establish a new group on theoretical and
computational solid-state physics. A FNR-CORE proposal on the “Theoretical Spectroscopy of Defects in
Semiconductors and Nanostructures” has been submitted and accepted by the FNR. An internal project on
the interaction of graphene with different substrates has been accepted by UL.

Computer Science and Communication Research Unit
Objectives The Computer Science and Communication research unit, aka CSC (http://csc.uni.lu), includes a staff of over
100 persons involved in both teaching and research activities.
Two hundred students are currently registered in the study programmes at Bachelor and Master levels. The
scope of the lectures includes topics covering fundamental aspects of computer science as well as practical
ones. Close supervision and advice is ensured by open-door policy and project-based lecturing. CSC is also
involved in life-long learning by organising a master degree in Information Systems Security Management in
collaboration with CRP Tudor.
In 2012, in the framework of the harmonization of the PhD programmes within the University, the CSC was one
of the first units to create its Doctoral School. This major achievement will allow complementing the PhD
students training with hard and soft skills, and facilitate the development of new research programmes.
With regard to the professional branches, the main aim consists in reducing the gap between theory and
practice, whereas for the academic branches, the focus is set on a problem-oriented understanding of the
theoretical foundations of computer science. CSC works intensively towards the University priorities in Security,
Reliability and Trust as well as Systems Biomedicine. By providing a strong disciplinary knowledge in computer
science, telecommunications and applied mathematics, CSC will serve as one of the fundamental bricks to
enable interdisciplinary research through the University of Luxembourg’s interdisciplinary centres.
CSC is currently the largest research unit of the University and is cooperating in a large set of international as
well as regional projects.

Nicolas Navet, formerly at INRIA-Nancy, has joined the lab as an associate-professor specialising in real-time
and embedded systems.
Prof. Denis Zampunieris has been appointed vice-dean of the Faculty of Science, Technology and
Communication and Nicolas Navet succeeds Denis Zampunieris as course director of the Bachelor in
Informatics.
Prof. Lionel Briand is the recipient of a FNR PEARL grant that officially started in January 2012. His group at
the SnT is now composed of 12 scientists and Ph.D. students.
The renowned logician Dov Gabbay started his second 3-year term (2012-2014) as guest professor at the UL
attached to CSC.
CSC hosted several successful workshops in Luxembourg:
• “Judgment Aggregation” (Feb. 1), an important topic in the emerging area of computational social choice;
• “Dynamics of Argumentation, Rules, and Conditionals (DARC)’’ (April 2-3);
• “eVoting PhD Workshop” (15-16 October).
Dmitry Khovratovich obtained the Best PhD thesis award of the University of Luxembourg for his research on
“New Approaches to the Cryptanalysis of Symmetric Primitives”.
Prof. Lionel Briand received the IEEE Computer Society Harlan Mills award for his contributions to model-based
verification and testing.
Prof. Björn Ottersten and Prof. Lionel Briand were appointed members of the IEEE Fellow Review Committee.
Prof. Björn Ottersten was appointed “Digital Champion of Luxembourg” by François Biltgen, Minister for Higher
Education and Research.
The hackbraten team, headed by Piotr Kordy, represented the SaToSS group at the Capture the Flag
Competition (http://2012.hack.lu/index.php/CaptureTheFlag) co-located with the Hack.lu conference
(http://2012.hack.lu/). The team was ranked 24th amongst 575 teams registered for the event.
In 2012, UL/CSC was involved in the launch of LAST-JD, a new interdisciplinary ERASMUS MUNDUS PhD
program in Law, Science and Technology involving several partner universities in Europe and beyond.
Dr. Jun Pang and Prof. Sjouke Mauw initiated a new strand of research focusing on formal models for biological
systems. An expert in the field, Dr. Andrzej Mizera was hired to contribute and further extend this initiative.

Research Unit in Engineering Science
The Research Unit in Engineering Science (RUES) – covering the domains Construction Design, Energy
Environment, Automation Mechatronics, as well as Geophysics – recognises the socio-economic needs and
challenges of both society and industry. To address these, the research unit has committed itself to becoming
the Greater Region’s education and research leader as well as a global player in the unit’s core research areas.
A special focus will be placed on energy, environment and sustainable development, contributing to, among
others, the European Strategic Technology Plan and the European Union emphasis on creating an Innovation
Union in Europe. The aim is to provide an innovation driven research environment and to seamlessly integrate
research and education to form future leaders and critical thinkers.
The research within the Cluster Construction Design investigates the soil mechanics, the stability, resistance
and fatigue behaviour of constructions and building elements by simulations and experiments.
The Cluster Energy Environment covers areas such as energy production and management of hybrid systems
for reliable electrical supply, energetic optimisation of buildings, efficient thermal combustion, renewable
energies (biogas), energy efficient waste water treatment plants and advanced manufacturing technologies.
The Automation Mechatronics research domain is multifaceted embracing research on modelling of
antennas, mechanical structure analysis, production engineering and distributed control and automation
systems.
The Geophysics Laboratory focuses on climate, sea level variability and geodynamics. The primary goals include
obtaining reliable geodetic measurements of environmental change and assessing the influence of human and
natural factors in those changes. Other goals are interpreting time variable gravity observations from space
and improving the modelling of environmental effects on geodetic observations.
At the end of 2012 the RUES included 23 permanent academic members.

• New GPS installation in Antarctica completed as part of a collaborative project with the Royal Observatory
of Belgium and Université Libre de Bruxelles
• Approval of the Government of South Georgia and the South Sandwich Islands for the establishment of the
King Edward Point Geodetic Observatory which will host the first continuous GNSS station on South Georgia
Island.
• Study for the company “Company de construction Luxembourg” of the mechanical hardening of an injection
mortar used by Freyssinet during the realisation of the prestressing of the “Maison du Savoir” at Belval.
• Static and dynamic measurements on two bridges in Luxembourg together with the “Ponts et Chaussées”
proving the high influence of the climatic variations on the results and complicating hence substantially the
condition assessment of existing bridges.
• Development of a load carrying system for slabs realized on the basis of lightweight woodchip concrete .

Cooperation agreements on joint research exist with the Polish Academy of Sciences and the Russian
Academy of Sciences (Steklov Mathematical Institute). The Mathematics Research Unit is member of the ESF

Geometry with Mathematical Physics (ITGP). Further international cooperations exist on the individual level. The
Mathematics Research Unit regularly hosts international guest scientists.
The Mathematics Research Unit organises the weekly Mathematics Seminar (Séminaire Mathématique). It

REPORT OF THE DEAN
Organisation : 2012 brought two significant
changes for the Faculty. First, a new Dean was
elected to replace the outgoing André Prüm, who
chose to shift his professional focus back to
research and teaching at the University of
Luxembourg. In March, the Faculty elected Stefan
Braum to become the new Dean who took up his
new functions in September at the beginning of
the new academic year. Thanks to the extensive
communication and information flow between the
outgoing and incoming Deans, the transition was
very successful. Secondly, in order to improve the
working conditions of the Faculty’s Research Units
and give them room for future growth, three
groups were relocated: The Research Unit in Law
(RUL) moved to the new Weicker Building on the
Kirchberg Plateau, while the Centre for Research
in Economic Analysis (CREA) and Luxembourg
Business Academy (LBA) were consolidated into
one building on Campus Limpertsberg.
Evaluation : The Faculty participated in the
external evaluation of the University conducted in
2012, the formal results of which are expected in
March 2013. As part of this process, the Faculty
focused on a self-assessment report and the
Faculty’s SWOT-Analysis, which were both
discussed extensively within the different Faculty
organs and among the members of the academic
staff as a whole. These internal discussions, which
were found to be highly useful in both identifying
existing strengths and weaknesses, as well as
developing strategies to enhance or overcome
them, led to a common understanding on a variety
of matters, including quality assurance and the
Faculty’s priorities in the coming years.
Recruitment : Four professors and associate
professors joined the Faculty in 2012. The RUL
welcomed, in June, Eleftheria Neframi as
Professor of European Law and then, in
September, Séverine Menetrey as Associate
Professor of Private Law. In July, the LSF filled its
“Deutsche Bank Chair in Finance” by appointing
Rajnish Mehra, a highly-recognized expert in the
field. Christos Koulovatianos joined the CREA as
Professor of Macroeconomics in September. In
addition, the Faculty finalized two recruitment
procedures, the new colleagues in Management,
Finance, and Law will join the Faculty in 2013.
New Teaching Programmes : In September 2012,
the Faculty successfully launched its new Master
in Accounting and Audit. Furthermore, the LL.M.
programme in European Law introduced a new
specialisation in European Private Law. Moreover,
we continued to develop, in conjunction with the
Private Banking Group Luxembourg, new Master
Programmes, such as the Master in Wealth
Management and the Executive Programme for
Senior Professionals in this field. Both programmes
have been authorized by the Governing Board and
will start in September 2013.
Partner and Stakeholder Interaction : The Faculty
actively worked with its partners and stakeholders
in 2012, as they continue to play a crucial role in
our projects and activities. Together with ATOZ,
SES, and UBS, the Faculty organized a number of
specialized workshops and conferences on timely
issues, such as the stability of the Eurozone, which
were all well received by their respective audiences.
Finally, the Faculty was happy to see the Max
Planck Institute Luxembourg open its doors in
September – strategically located at the same
premises as the RUL in the Weicker Building. The
RUL has already taken steps to develop common
initiatives and research programmes.
Recognition : The Financial Times (FT) 2012 Master
of Laws Listing featured, for a second year, all
three LL.M. programmes offered by the Faculty as
part of the annual edition of the famous FT
Innovative Law Schools report. The report reviews
major developments in global legal education.

Research Unit in Law
The general ambition of the Research Unit in Law is to position itself as a centre of excellence bringing together a
team with truly transnational abilities, experiences, reach and outlook which develops its research activities in
European law, economic and business law as well as Luxembourgish law.
The team has strong interdisciplinary orientations and focuses on the problems and challenges of a global society,
while contributing also to the constant improvement of the Luxembourg legal infrastructure.
The central objectives of the Research Unit in Law are to:
• Conduct pioneering research and offer excellent academic training in European, international, comparative and
Luxembourgish law which clarifies the relations and interactions between norms from these different levels.
• Follow an interdisciplinary approach to research and academic training, combining philosophy, history, political
sciences, sociology, finance and economics, while applying also an innovative approach where comparative law and
empirical research methods are broadly used.
• Concentrate on topics in which the particular context of the G.D. of Luxembourg offers specific opportunities in
its role as European capital, international financial centre and home to innovative industries in the area of media,
telecommunications and e-commerce.
• Form synergies with stakeholders and partners such as through the ATOZ chair in tax law and the SES Chair in
Space, Satellite Communications and Media Law. We want to contribute to research conducted in neighbouring
disciplines, for example in cooperation with the University’s Interdisciplinary Centres Security Trust and Systems
Biomedicine. The creation of a Max Planck Institute for “International, European and Regulatory Procedural Law”
is strengthening the network of already existing transversal research activities and international relations.

Main Results 2012 has first been the continuation of a number of ongoing projects. Nevertheless, it appears that the
recruitment of the last years begins to be fruitful and permits to multiply new activities and 2012 has also
benefited from new inputs.
First, two new colleagues have been recruited in European and procedural law and two further associate
professors will join us in early 2013. New young researchers joined the team in the main areas of research.
Moreover, the creation of the Max Planck Institut brings new colleagues with whom we will have the opportunity
to build wider research projects and who will also take part in the teachings.
The number of our conferences and lunchtime seminars shows the vitality of the team and the new thematics
developped: European integration in a philosophical perspective, development in satellite law; and good results
in the internal research projects.
This appears with about 15 conferences, 25 lunchtime seminars, in all the areas developped by the
Department. Several main conferences have been organized in European law, as well as in procedural law but
also to appreciate the implication of the fundamental rights. The presence of a Professor in legal philosophy
allowed to open up the scope by a theoretical aspect (European constitution, sovereignty in Europe). European
criminal law has been very dynamic with important conferences along the year about the sanction of cartel
offences and in particular an international conference on Model Rules for a future European Public
Prosecutor’s Office.
This interests as well European law as business law. That field has still been very dynamic, in the main field of
company and banking law, but also in more specialized areas such as media and telecommunication (space
communication, EU audio-visual media service directive) or tax law (profit attribution to permanent
establishment, financial transaction tax).
The colleagues in European private law have continued organizing thematic series of lunchtime seminars,
notably about the proposal of a regulation for the contract of European sales law, and also had original
workshops about examples of referred questions. Finally, they initiated a new kind of lunchtime seminars,
dedicated to welcome young doctors to present their work.
Two new Master tracks have been launched in September in European private law and in OPC and the
Doctoral School of Law has officially started its activity, offering a range of courses and stimulating research
environment for doctoral candidates. Several law doctors of the University have been recruited as lecturers in
foreign Universities and some have also received distinctions.
In 2012, 7 doctoral degrees in law were awarded to Monica Bajan, Thomas Delille, Ekaterina Islentyeva, Hélène
Ragheboom, Jean Schaffner, Roger Tafotie, Sopihie Zietek.
The team of the RUL has been strengthened with Professor Eleftheria Neframi (formerly at l’Université
Paris 13, France), Associate Professor Séverine Menétrey (formerly at Université Nice Sophia Antipolis, France),
Guest Professor Philippe Maystadt (Former President of the European Investment Bank), as well as a number

Centre for Research in Economic Analysis (CREA)
The Centre for Research in Economic Analysis aims at being a centre of research excellence in Economics and
Management in Luxembourg and the Greater Region. It seeks to contribute to the improvement and the
dissemination of knowledge in economics and management. Fulfilling this objective entails 3 types of tightly
connected activities: developing top-level scientific research programmes and networks, training our students
to the use of advanced economic methods, sharing experience and knowledge with other economic actors in
Luxembourg.
Our research activities are organized around five domains:
• Regional Development and Globalization: The analysis of economic interactions between geographical
entities (however large these may be defined) and their impact on development opportunities remains one
of the key research priorities. Such interactions work through trade, capital and labour mobility, tax
competition, environmental constraints, knowledge spillovers, etc. Agglomeration effects and location
choices also affect the productivity and the relative income of a region or country. The ongoing
“globalization” process makes these questions most timely, especially for a country like Luxembourg.
• Macroeconomics and Growth: This research priority complements the “Regional Development and
Globalization” one by focusing on specific “macroeconomic” issues and policies, calling for different
methodologies. The focus is on the determinants of fluctuations and growth. Examples of timely issues are
labour market policies, demographics and growth, the role of capital movements, of financial markets and
macro prudential rules.
• Strategic Organisations: The analysis of strategic behaviours encompasses both economics and
management questions. It is the theoretical framework needed to evaluate the impact of industry
regulations on competitiveness; it is also appropriate to examine strategic interactions between firms and
their impact on innovation and management practices. It can be applied to study the financial industry and
financial firms.
• Entrepreneurship and Corporate Governance: Innovation and growth are associated to successful
entrepreneurship and corporate governance. This research area is devoted to the conditions under which
new businesses can be successfully started and grown. Aspects of corporate governance such as risk
management, auditing and accounting are also crucial factors for the development of entities. The role of
asymmetric information and incentive mechanisms underlies these questions. It is a domain where
interactions between economics and management can be usefully exploited.
• Empirical Methods: This research area is devoted to the study of empirical techniques relevant for
understanding and evaluating economic models using cross-sectional and panel data. Part of the research
effort also focuses on contributing towards the advancement of econometric methodology, for instance the
development and use of new statistical methods and tools to estimate and test micro-econometric models.

The research output of CREA in 2012 includes 14 articles published in peer-reviewed journals or conference
proceedings, 30 publications in Discussion Paper series and 10 non-scientific publications. A majority of these
works were written in collaboration with researchers from foreign institutions. About 93 presentations were
made in international conferences or foreign university seminars. CREA members participate actively in
international research networks (CESifo, IZA, CEPR…). Research activities were also developed with
organisations in Luxembourg (BCL, STATEC, CEPS/INSTEAD AXA).

• The Student Society of the Doctoral School in Economics and Finance (DSEF) organised its first Jamboree
conference day on May 23, 2012. The objective is to promote interactions between PhD students.
Presentations were followed by a general discussion introduced by the discussant.
The CREA team has been reinforced in 2012 by the arrival of Prof. Dr. Christos Koulovatianos (macroeconomics
and financial markets; formerly at the University of Nottingham, UK).
Teaching programmes are further expanded. The Master in Audit and Accounting (MAA) has been launched in
September 2012.
The Doctoral School in Economics and Finance (DSEF), a joint venture with the LSF, is developing
collaborations with other research institutions in Luxembourg (STATEC and CEPS/INSTEAD). The main objective
is to broaden the offer of research training and supervision.

Luxembourg School of Finance (LSF)
Providing the highest quality in research and teaching is the general objective of the Luxembourg School of
Finance. Besides academic research, the LSF aims at the developing of research and teaching programmes
based on bilateral and well-balanced partnerships especially with the financial marketplace Luxembourg. To
bridge the gap between academia and the financial industry, many research contributions of the LSF apply
quantitative financial economics methods to real-world problems of practical relevance to Luxembourg’s
economy.
The LSF has built competences in the following fields of research.
• Quantitative Finance: Most research contributions of the LSF apply quantitative financial economics
methods to real-world problems. The current interests focus around the recent financial crisis and address
potential future crises. The LSF has also contributed research to potential challenges of Luxembourg’s
market-place. The future risks of Luxembourg’s pension system have been highlighted and a departure
from the pay-as-you-go system has been recommended. LSF-projects also address capital structure,
managerial incentives and impact of competition on risk and return in micro-credit and in the traditional
fund industry.
• Risk management: LSF research projects have dedicated to the measuring of risks during the financial
crisis with Luxembourg data. These projects have included market risk exposure in the hedge fund industry,
credit risk exposure in the securitization of loans to small and medium-sized enterprises, and market
liquidity risk exposure and the recent involvements of the central bank in financial stability. To curb future
crises, the LSF has suggested contingent capital as an alternative financing for the banking industry.
• Law and Finance: The LSF studies the causalities between law and the attractiveness of financial markets,
and how this attractiveness develops over time. These studies include the relationship of international
bankruptcy laws, the implied design of the debt contracts, and the likelihood of filing for bankruptcy. Being
the Finance department of the Faculty Law, Economics and Finance of the University of Luxembourg, the
LSF sees great potential for future research in this area.
• Experimental/Behavioural Finance: In experimental research, the LSF addresses regulatory issues in
institutional market design. At the height of the financial crisis, short-selling of financial securities was
banned from many exchanges. Experimental research of the LSF has shown that a ban on short-selling
curbs selling pressures and implicates a higher market price under controlled laboratory conditions. The
effects of alternative short-selling regulations that were discussed amidst the melt-down of the financial

a Conference on Financial Stability, Bank Risk and Regulation in the Light of the Crisis was hosted, together
with the Banque centrale du Luxembourg (BcL). Selected papers will appear in a special issue of the Journal of
Financial Stability.
The LSF organises a lively weekly research seminar, typically with prominent international academic speakers.
Professionals of the financial sector often attend these seminars. LSF staff members collectively undertook
the responsibility to contribute a monthly column to the newspaper Luxemburger Wort, in order to bring
research results closer to the Luxembourg public at large.

In 2012, the Doctoral School in Economics and Finance (DSEF), which the LSF organizes in collaboration
with the CREA, and which was approved the year before, gained considerable momentum. It is expected that
the DSEF will further strengthen the research activities at the LSF.
Guest Professor Theo Vermaelen and Professor Christian Wolff were the winners of the 2012 GARP Risk
Management Research Prize. GARP is the Global Association of Risk Professionals. The prize was awarded at
the annual meeting of the European Financial Management Association in Barcelona in June 2012.

Rapport du Doyen
L’année 2012 a été marquée pour la Faculté par un
investissement important dans la qualité de la
recherche et de l’enseignement.
Ressources
Le renforcement du corps académique et
scientifique de la Faculté a été accéléré : le
recrutement en 2012 a porté le nombre de
personnes engagées sous contrat à 359, soit un
accroissement de près de 12% par rapport à 2011.
Six professeurs et assistants-professeurs ont été
engagés, dont quatre en sciences de l’éducation et
un en sociologie et sciences politiques. En outre, dix
recrutements de professeurs et assistants-
professeurs sont en voie de finalisation.
L’augmentation des ressources est aussi affaire de
qualité : les professeurs recrutés ont une grande
renommée internationale.
Recherche
L’essor de la recherche peut être illustré par
quelques chiffres généraux : 22 collaborateurs
scientifiques ont été engagés dans le cadre de
nouveaux projets de recherche, 17 nouveaux contrats
d’aide à la formation-recherche ont été conclus.
Le nombre de doctorants s’élève désormais à 145,
une croissance d’un tiers par rapport à 2011.
Le niveau de publication est très encourageant :
47 publications scientifiques sous forme de livres,
187 contributions dans des périodiques à comité de
lecture scientifique. Globalement, le remarquable
niveau de collecte de fonds externes pour la
recherche a été reconnu par le rapport d’évaluation
externe.
Parmi les projets phares, retenons dans le domaine
de l’évaluation du système scolaire et de son
monitoring, le projet ATTRACT attribué par le FNR
à Samuel Greiff, le démarrage prometteur du projet
ambitieux « ProSocial » sur les inégalités sociales
dans le cadre du Programme Excellence Award for
Research in Luxembourg (PEARL) du FNR et le
développement continu de la priorité de recherche
universitaire en « Éducation et apprentissage en
contexte multilingue et pluriculturel ».
Quelques grandes conférences organisées à l’UL en
2012 soulignent l’amplitude des coopérations et
partenariats internationaux et la présence de la
Faculté sur la scène scientifique internationale.
On signalera notamment :
• les deuxième et troisième cycles de conférences
organisés par la priorité de recherche sur les
Systèmes éducatifs dans des perspectives
historiques, culturelles, et sociologiques ;

Enfin, le 11 mai 2012, le programme de recherche
« études luxembourgeoises » s’est présenté dans les
locaux du Ministère de la Culture aux stakeholders et au
grand public, manifestation qui a connu un grand
succès. Elle a lancé une nouvelle série de publications
à diffusion internationale intitulée « Luxemburger
Studien / études luxembourgeoises » avec une première
publication d’une thèse de doctorat consacrée au
thème des « Grenzgänger und Räume der Grenze ».
Enseignement
Le nombre des inscriptions est en croissance
constante (2.244 étudiants en octobre 2012,
équivalant à une augmentation de 8,4%), le
caractère international de la population estudiantine
des Masters et la mobilité internationale sont très
prononcés, notamment grâce aux nombreuses
conventions avec les universités étrangères. Des
procédures d’assurance-qualité ont été mises en
place par le vice-doyen en étroite collaboration avec
les directeurs des études. L’ouverture de
l’enseignement de la Faculté à la société s’est
notamment traduite par l’intégration de nombreux
étudiants seniors, le succès remarquable des
conférences grand public comme celle consacrée
à l’histoire luxembourgeoise et la nouvelle offre
d’enseignement de type formation continue sous
forme de certificats comme p. ex. le nouveau

The major focus of EMACS is on the scientific study of learning processes across the lifespan.
The main objective is to better understand and measure lifelong learning processes, as well as to design,
implement and evaluate state-of-the-art learning environments. Within this broad goal, the group adopts
diverse methodologies for conducting research while being united by the aim of working towards an
interdisciplinary and integrative view on lifelong learning processes.
Designing learning environments focuses on the implementation, optimisation and evaluation of up-to-date
educational interventions in terms of various settings (such as action-research, training or tutoring) as well as
in terms of different teaching strategies, methods, tools, and technologies.
The implementation of efficient learning environments throughout the lifespan also asks for an understanding
of the neuronal networks and the cognitive structures enabling us to develop in a way that leads to the
mastery of the core academic skills, as well as to their use in a multilingual and technology-enriched
environment. The corresponding studies also differentiate between typical and atypical developments in order
to determine potential special needs for individual learning paths.
Based on a deep understanding of human cognitive structures and their development, the creation of valid
assessment instruments for the abovementioned core academic skills as well as for new emerging 21st
century
skills is a further important objective. Such assessment and diagnostic instruments are needed at different
levels. On the individual and small scale level, these instruments will help to determine individual learning needs
and at a large scale level, they will ensure that policy making in the field of initial and lifelong-learning can be
built on sound empirical evidence. EMACS uses the results obtained with these assessment instruments to
enhance the empirical body of knowledge on the structure and development of determinants (e.g. educational
achievement, intelligence, personality, motivation, health, socio-economical status, culture, or language) of
academic, professional or personal success.
While it is important to study how the human cognitive system can adapt to today’s challenges of the complex
learning, working and living environments, it should not be forgotten that we have the possibility to shape our
environment. In our technology-rich environment the question of shaping new technologies in a way that will
not unnecessarily burden our cognitive system is therefore of a similar importance than the question of an
efficient adaptation of the cognitive system to new environments. This is the reason why studies on human-
computer interactions and cognitive ergonomics are also an important part of the EMACS activities.
In summary, the main objective of EMACS is to work towards a deep comprehension of lifelong learning processes.
In an interdisciplinary view, EMACS seeks to highlight the comprehensive factors that can explain school success
and failure (from pre-school to university) but also a more or less successful integration into working life and
working environments. The developed research activities should also bring concrete answers to difficulties that
learners meet during their learning processes ranging from pre-school to their employability in the workplace.

The core interest of the LCMI research unit lies on the analysis of educational processes on the level of

INSIDE is an interdisciplinary research unit composed of researchers from the fields of psychology, sociology,
economics, educational sciences and social work. The main research framework is the study of individual and
social development. Research activities focus on fields, which are strongly affected by demographic, social and
economic changes. Currently, the unit conducts research projects within three major research domains
comprising several sub-domains. These are:

Main Results On-going research and funding
A total of 37 research projects and 34 PhD theses are currently elaborated across the three major research
domains. All projects are conceived of as interdisciplinary cooperation between INSIDE researchers as well as
national (ministries, public research centres,) and international partners. Research within the unit is funded by
programmes provided by the European Union (EU), the programmes CORE, INTER and PEARL Grant Award of
the Fonds National de la Recherche (FNR), the University of Luxembourg’s internal call, as well as several
national partners. Among these, the Ministère de la Famille et de l’Intégration as well as the Ministère de
l’Éducation nationale et de la Formation professionnelle are important partners.
Some major achievements in 2012
• The laboratories in clinical and health psychology have been further developed and are rendering interesting
new possibilities of functional and physiological diagnosis; several new grants elaborate the research profile
here;
• Scientific social reporting defines a further area of significant achievements; research on the Luxembourg
population census, on early childhood and youth development as well as the life situation of older adults in
Luxembourg and the international context has advanced in 2012;
• Prof. Louis Chauvel, winner of the PEARL Grant Award of the FNR in 2011, implements his Research
Programme on “Social Inequality within the National, European and International Context” (ProSocial)
together with two postdoctoral researchers, two PhD students as well as a project manager were hired in
2012;
• A Professor of Economics recruited in November 2012 will join the ProSocial team and contribute to
research on Social Inequality out of this specific perspective;
• The unit will enlarge its focus on social development by applying for a new Professorship on Social Business
and Social Management to be sponsored by the City of Esch;
• Congresses, workshops, lecture series: members of the unit organised 2 international congresses,
6 international workshops as well as one lecture series in 2012; besides, members of the unit gave invited
talks at several international events;
• By the year 2012, the unit INSIDE has acquired over € 10 million research grants so far.

L’unité de recherche IPSE analyse et accompagne de façon critique le développement de la société dans ses
aspects de cohésion socio-économique et spatiale, de développement culturel et identitaire, d’action et de
programmes politiques. Les disciplines impliquées sont les arts, les études du genre, la géographie, l’histoire, les
lettres, la philosophie, les sciences du langage, les sciences politiques et la sociologie. L’objectif commun et
fédérateur de l’UR IPSE consiste en l’étude multidisciplinaire de l’évolution sociétale, en particulier pour ses
éléments identitaires. Les identités sont ici analysées dans leurs aspects constructivistes, évolutifs et multiples.
L’UR promeut la réflexion autour des grands débats culturels, éthiques, économiques, politiques et sociaux d’une
part et apporte d’autre part une contribution scientifique au développement de la vie intellectuelle et culturelle au
Luxembourg et dans l’Union européenne. En ce sens, elle assure le lien entre les sociétés et leurs interrogations
et la recherche universitaire. Un accent particulier est mis sur l’articulation entre, d’une part, le Luxembourg et la
Grande Région, et d’autre part, le Luxembourg et l’Europe, dans une perspective interdisciplinaire et comparée.
L’UR accueille deux des quatre grands programmes de recherche de la Faculté :
• Le premier programme de recherche, intitulé « Études luxembourgeoises » (Coordinateur : Michel Pauly)
contribue à une prise de conscience plus éclairée de l’avenir culturel, éthique, économique, politique et social du
Luxembourg, en étudiant l’interculturalité, la variation linguistique, le multi- et plurilinguisme, la construction des
nouvelles identités, la cohésion sociale et l’équité, les migrations, le changement des valeurs et des repères.
• Le deuxième programme de recherche, dénommé « Gouvernance européenne » (Coordinateur : Philippe Poirier)
étudie selon une approche comparative et interdisciplinaire, l’intégration économique et sociale européenne, la
nature, le fonctionnement et les processus de légitimation des régimes politiques de l’Union européenne et de ses
États membres, la place de l’Europe dans le monde et les intégrations régionales comparées, les politiques publiques
et les processus d’européanisation des législations, les fondements philosophiques du Fédéralisme en Europe.
Le séminaire des doctorants d’IPSE offre une plate-forme d’échanges entre doctorants et directeurs de thèse,
des séminaires de méthodologie et l’occasion de s’entraîner à la présentation publique des résultats de sa
recherche. IPSE a compté 80 doctorants en 2012. Durant cette année nous avons entamé, ensemble avec l’UR
INSIDE, la préparation d’une école doctorale en sciences humaines et sociales.

Résultats Parmi les nombreux projets de recherche qui ont été menés et achevés en 2012, il faut citer notamment :
• Le projet « WBLUX-Historische Wortbildung des moselfränkisch-luxemburgischen Raumes ». La demande
d’un nouveau projet « WBLUX2-Die Wortbildung des Luxemburgischen. Historische Voraussetzungen und
kontrastive Analyse2 » a été approuvée par l‘UL.
• Les projets « Exposition temporaire ‘iLux. Identités au Luxembourg’. Musée Dräi Eechelen », « Terres rouges:
Projet de recherche sur l’histoire de la sidérurgie luxembourgeoise » et « Recherche sur le Château de
Vianden (exposition permanente) » financés dans le cadre d’une convention avec le Ministère de la Culture.
Une prolongation de la convention a été initiée.
• Le projet « CB-RES-Cross border residence. Identity experience and integration processes in the Greater
Region », financé dans le cadre du programme FNR-CORE et qui a commencé en 2012.
• Le projet « DEMOREG-Démocratie(s), Liberté(s) et Religion(s) », financé par la Fondation européenne des
sciences politiques et qui a également commencé en 2012.
La Chaire UNESCO en droits de l’homme octroyée au Prof. Jean-Paul Lehners en novembre 2011 a été
inaugurée en juin 2012 en présence de Leurs Altesses Royales le Grand-Duc et la Grande-Duchesse du
Luxembourg, de Son Excellence M. Georges Santer, Ambassadeur et Délégué permanent auprès de l’UNESCO,
de M. Jean-Pierre Kraemer, Président de la Commission nationale du Luxembourg pour la coopération avec
l’UNESCO et de quelque 300 invités.
La publication « Grenzgänger und Räume der Grenze » (Dr. Christian Wille) constitue le premier volume de la
collection de monographies publiée sous le titre d’« Études luxembourgeoises / Luxemburg-Studien ». Cette
publication a obtenu la seconde place « Prix de la meilleure thèse de l’Université 2012 ».
28 colloques, séminaires et ateliers de recherche ont par ailleurs été organisés.
13 thèses de doctorat ont été soutenues en 2012 (dont certaines en cotutelle avec différentes universités
en Europe).
En ce qui concerne les nouveaux projets de recherche accordés, trois sont financés par le FNR-CORE, deux par
le FNR-INTER, dix sont financés par l’Université et trois par la bourse AFR-Postdoc du FNR.

INTERDISCIPLINARY CENTRE FOR SECURITY,
RELIABILITY AND TRUST (SnT)
The Interdisciplinary Centre for Security, Reliability and Trust at the University of Luxembourg aims to become
an internationally leading research centre that in interaction with the faculties at UL and partners is capable of
establishing Luxembourg as a European centre for excellence and innovation for secure, reliable, and
trustworthy ICT systems and services. We target research and PhD education meeting the highest
international standards in domains that have high relevance for Luxembourg.
Core scientific and technological advances are required to develop secure, reliable and trustworthy commercial
and government services as well as network and communication infrastructures. Network and application
security are vital functions as these systems and services are exposed to threats in more sophisticated and
increasingly hostile environments. In ever more complex technical and nontechnical environments, reliability
requires its own design paradigm based on autonomy, adaptivity, and redundancy.
SnT is focused on interdisciplinary research, by taking into account not only technical aspects (computer
science and engineering) but also addressing business/organizational, human/social and legislative/regulatory
issues. The Centre has launched a partnership program where key actors contribute know-how and resources
to shape and build the Centre. Seventeen Partners have entered long term research agreement contributing
to SnT development: PT Luxembourg, Telindus S.A., SES S.A., IEE S.A., itrust consulting S.à.r.l., Banque et
Caisse d’Epargne de l’Etat, Luxembourg, CETREL, Red Dog, Ville de Luxembourg, Commission nationale pour la

Established Partnerships during 2012
Four new partnerships have been entered during the year 2012. The new partners are; Hitec, Delphi, Defense
Department of the Ministry of Foreign Affairs, Creos, bringing the total number of partners to 17. During the year,
two larger partnerships have been entered with Creos and Delphi. The collaboration with Creos marks an important
milestone as SnT enters research on security and reliability in smart grids. As a major international automotive
supplier, Delphi underscores SnT’s highly recognized research expertise on reliable embedded software systems.
LuxInnovation and FEDIL are network partners, their contributions are primarily in the dissemination area.
Research Projects at SnT
In 2012, SnT has continued its strong development in all its activitiy areas. Research contract exceeding
13 MEUR were entered during the year. 9 EU projects and 2 ESA projects were launched representing a total
of 3 MEUR of project funding. 6 FNR CORE projects were launched and 6 FNR CORE projects awarded during
the year for a total of 1,75 MEUR. In January 2012, the first FNR PEARL grant of UL got awarded, allowing the
launch of the Verification and Validation Laboratory headed by Prof. Briand, an internationally leading scientist
in his domain.
Partnership Day 2012
SnT celebrated its first Partnership Day on May 10th
2012. Sharing research goals in a bilateral partnership
framework with industrial partners is an important factor to profile the research strategies of SnT. The goal of
the Partnership Day is to provide the opportunity to the partners to personally present intermediate
partnership results to a larger public. No less than 10 presentations gave a comprehensive overview about the
Partnership program. Moreover 44 Posters and 6 demonstrations, prepared by the SnT PhD candidates, invited
for intense and for a rewarding exchange of ideas.

OW2 (IWSO) in Nanjing, China, for his NARVAL (Network Analysis and Routing eVALuation) toolbox. NARVAL is
built on the Scilab environment and focuses on the analysis of network protocols.

Prof. Lionel Briand received the Harlan Mills Award from the IEEE Computer Society for his practical and
fundamental contributions to model-based software testing verification. The Harlan D. Mills Award recognizes
researchers and practitioners who have demonstrated long-standing, sustained and meaningful contributions
to the practice of software engineering through the application of sound theory.
Prof. Björn Ottersten was appointed “Digital Champion of Luxembourg” by François Biltgen, Minister for
Higher Education and Research. As digital champion, Prof. Ottersten will advise Neelies Kroes, Vice-President
of the European Commission, on ways in which to promote a digital society.
Prof. Björn Ottersten and Prof. Lionel Briand were appointed members of the IEEE Fellow Review Committee
that reviews and selects nominations to be elevated to the IEEE Fellow grade. IEEE Fellow is a distinction reserved
for selected IEEE members for their extraordinary accomplishments in any of the IEEE fields of interest.
Prof. Björn Ottersten received the 2011 IEEE Signal Processing Society Technical Achievement Award,
for his “contributions in array signal processing and wireless communications” at the IEEE International
Conference on Acoustics, Speech and Signal Processing held in Kyoto, Japan, in March 2012.

Income spent in 2012 from these competitive projects (acquired in 2012 or before) amounted to 6,028 kEur,
representing 70% of 2012 SnT activities.
University contribution to SnT (3,200 kEur) was underspent in 2012 in order to allocate with priority available
resources to competitive projects and focus on project deliverables.

Luxembourg Centre for Systems Biomedicine
The LCSB is an Interdisciplinary Centre at the University of Luxembourg and combines experimental and
computational approaches to analyze complex biological systems and disease processes. The Centre has
established a highly interdisciplinary environment at the interface of experimental biology, bioinformatics,
computer science, physics and medicine. The main research focus is on understanding the mechanisms
underlying the development and progression of Parkinson´s disease. A major goal is the development of new
prevention and therapeutic strategies for neurodegenerative diseases.

The integration in both, the Luxembourg research landscape and the international research community are
a driving force of LCSB. The LCSB is forming strategic partnerships to internationally outstanding research
institutions such as the ISB in Seattle/USA, SBI in Tokyo/Japan, MIT in Boston/USA, University of Arizona/USA,
or EMBL in Europe. They build a powerful research network with LCSB and are part of a knowledge transfer
programme that offers additional training possibilities to LCSB PhD students and postdocs.
• After moving to its premises, the “House of Biomedicine” in Esch-Belval, by the end of 2011, the LCSB has
seen a rapid growth and reached a total staff of 80 people.
• Becoming fully functional in the new building has boosted the professional output: LCSB was very productive
both, experimental and computational publications in refereed journals where altogether 43 scientific
articles were published in 2012. In addition, 6 new patents were filed.

Using systems biology approaches, new potential drug targets will be identified and new bioinformatics and
computational biology tools developed to improve the predictability of the efficacy and safety of new
treatments. Disease pathogenesis is analysed in the context of complex biological network composition and
behaviour and perturbations in the homeostasis of physiological networks. Mathematical descriptions of such
networks are developed and used for the modelling and simulation of how diseases develop and how diseases
are influenced by genetic predisposition and external environmental factors, such as toxic compounds, drugs,
nutrition or life style.

• In 2012, LCSB secured more than 8.5 Mio€ of grant money, more than half of it from outside Luxembourg.
This includes strategic funding as provided by the prestigious Michael J. Fox Foundation for Parkinson’s
Disease or a several million grant by Europe’s largest public-private initiative “Innovative Medicines Initiative”
(IMI), supporting a consortium of academic partners and pharmaceutical companies for data and knowledge
management around translational biomedical research.
• LCSB has succeeded in extending its strategic partnerships with renowned international research centres.
As one of the most important collaborations, a strategic relationship was established between LCSB and the
EMBL in Heidelberg.
• LCSB has been very productive in outreach programs, such as the FNR Researcher`s day, public lecture
about LCSB research in the town hall of Esch/Alzette and the organization of multiple visits of high school
classes.

THE IT DEPARTMENT
LE SERVICE DES ÉTUDES ET DE LA VIE ÉTUDIANTE
The IT department (“Service Informatique de l’Université” - SIU) provides support for all IT-related matters. It is
also responsible for the administration and optimization of the IT infrastructure at the university. In 2012, the
existing university network was extended with two new buildings, and IT support for the move of around 200
work places to these buildings was provided. The SIU also renewed various existing key components of the IT
infrastructure to best satisfy demands from users, e.g. the phone management system, the central storage
infrastructure including backup facilities, and server software and the content management system used for
the central university website. A new design for the university website with various technical improvements was
implemented. The development of the ACME student information system was continued. The SIU also
organised a total of 1743 IT-related acquisitions  (+19 per cent compared to 2011) and deployed more than
550 new computers.

Das Jahr 2012 war für die Personalabteilung zunächst dadurch gekennzeichnet, dass der bisherige Leiter die
Abteilung nach der Sommerpause verließ und damit erst einmal organisatorisch abgesichert werden musste, dass
die laufenden Aufgaben ohne negative Folgen für die Abnehmer in der Universität weiter erledigt werden konnten.
Die Suche nach einer Nachfolge sowie das Rekruitment an der Spitze der Finanzabteilung und des “Researchs-
Bereichs” sind naturgemäß aufwändige Verfahren und mussten ebenso wie zahlreiche kleinere Einstellungen
bewältigt werden.
Hervorzuheben auch, dass die Auszeichnung “Luxemburger HR-Team of the year” für die geglückten internen
Umstrukturierungsmaßnahmen erworben wurde.
Die Arbeit der HR-Partner etabliert sich mehr und mehr und wird entsprechend auch als Hilfestellung in den
dezentralen Einheiten wahrgenommen.
Weniger sichtbar, aber immens wichtig sind die Beiträge für die Verhandlungen zur “Convention Collective” sowie
bei der Umwandlung des “Auxiliaire scientifique”, und der Begleitung des Probezeitdialogs. Große Zuarbeit wurde
auch für das Projekt “HR strategy for researchers” geleistet.
Wichtig für eine erfolgreiche HR-Arbeit in Zukunft wird die frühzeitige Einbindung in Prozesse und Entscheidungen
sein, um zur rechten Zeit den übrigen Einheiten Gestaltungsspielräume zu eröffnen und um nicht hinterher
mühsam nur noch nachjustieren zu können.

Erfreulich war, dass in 2012 die Spitze des Service neu besetzt werden konnte. Wichtig war auch die
organisatorische Herauslösung des Audit aus dem Service, um die immer schon vorhandene Aufgabentrennung
stärker zu manifestieren.
Inhaltlich ragt zunächst heraus, dass begonnen wurde, die 2009 eingeführten Finanzprozeduren zu
aktualisieren, und zwar unter aktiver Beteiligung (!) der Experten aus den jeweiligen Fakultäten und Zentren.
Diese kooperative Herangehensweise hat sich schon jetzt bei dem zentralen Projekt der nächsten Jahre, der
Einführung eines ERP-Systems bewährt. So wurde bereits ganz zu Beginn das Gespräch mit allen Einheiten
gesucht, um die Bedürfnisse zu klären und zudem wurde der IT-Service (“SIU”) frühzeitig eingebunden, um
dessen Kompetenz bei Auswahl und Implementierung des Systems fruchtbar zu machen. Auch die Einführung
von Gesprächen mit den Fakultäten und Zentren zur Finanzsituation wird sicher hilfreich sein, vor allem, falls
auch in den nächsten Jahren substantielle Einspar- oder Umschichtungspotentiale generiert werden müssen.
Le plus grand défi qui s’est présenté au Service des Infrastructures et de la Logistique en cette année 2012
fut certainement la prise de possession en location du bâtiment Weicker suivie dans un second temps de
l’organisation des déménagements des juristes du campus Limpertsberg et de l’équipe du SnT du campus
Kirchberg. Comme pour les autres bâtiments loués, le SIL a assuré le rôle de locataire avec tout ce que cela
comporte en matière de prise de responsabilités. Le service a pu démontrer toute son expertise de conduite
de projets à l’occasion de l’aménagement des laboratoires du +1 et +3 du bâtiment BIOTECH pour le LCSB.
À l’avenir, des opérations d’une envergure encore plus importante seront à réaliser par le SIL sur le site de
Belval. On ne peut pas encore prévoir quelles seront les conséquences d’une position de l’Université en tant
que propriétaire de ses bâtiments. Cette année a mis en évidence que dans le futur les aspects de sécurité et
de santé joueront un rôle de plus en plus important. L’année 2013 sera mise à profit pour clarifier les missions
primaires du SIL, afin de pouvoir discerner formellement les défis à venir et ainsi de permettre de mieux les
maîtriser.
