Change event not fired on cascaded ddl with MVVM

After further discussion internally, we decided to postpone the implementation of this feature.
This functionality can be implemented if we trigger change event of the child widget. This, however, will trigger form validation, which for some is not desirable effect. That being said, we would suggest use a custom cascade MVVM binding that will trigger the change event. Here is a Dojo demo that demonstrates this approach:

Reported in Ticket ID: 953966 too. Need to re-evaluate the case and find a proper solution for this issue.
