Fire Department of New York (FDNY) Joint Program with John Jay College
FDNY and John Jay College of Criminal Justice has combined resources to present a series of college courses that can be applied toward a Fire Science Bachelor of Science Degree or a Fire and Emergency Service Bachelor of Arts Degree. Each course carries three credits, and is taught by FDNY personnel and is offered at the Bureau of Operations Training Facility at Randall’s Island and Fort Tot-ten. Classes meet for 15 weeks, one night a week.
Today’s managers need expertise in the fields of fire protection, emergency planning and security to protect the assets of their organizations or communities. John Jay College of Criminal Justice has answered this demand with a unique master’s degree program in protection management. John Jay College is the only graduate school where you take courses in three of the disciplines charged with protecting the lives and property of organizations and communities. Additionally, you take key courses that provide you with the knowledge and skills to be an effective manager. The Master of Science in Protection Management Program combines theory with practice. John Jay supply students not only with the current state of knowledge, but also with the tools and theoretical background to stay up to date. The faculty is unusually capable most of the courses are taught by full-time faculty who are among the most important leaders and thinkers in their specialization either fire protection, emergency planning or security. In the aftermath of the terrorist attacks and subsequent conflagration of September 11, 2001 Fire Protection Specialist across the board are drawing on Behavioral Science to better understand people’s reactions during fire and emergency situations; in an effort they hope will lead to safer buildings and more manageable evacuations. Previously, fire safety engineers worked under a simple assumption that when a fire alarm activated, people will evacuation immediately. It was believed that how quickly people managed to evacuate a building depended mainly on physical abilities as well as the location of the nearest exit and the behavior of the fire. But work by behavioral scientists has found that this idea falls considerably short. Research now shows that as much as two thirds of the time it takes occupants to exit a building after the fire alarm sounds is startup time or time spent milling about and looking for more information. Ultimately, such a finding has big implications for architects, engineers and fire protection specialists hoping to design safer buildings. Subsequently, after the 9/11 terrorist attacks, this new way of thinking based on human behavior in fires and emergencies is getting more attention and funding. In fact, a number of behavioral scientists have landed government grants from both the US Centers for Disease Control and Prevention and the National Institute of Standards and Technology to learn about human behavior in large-scale building evacuations by studying what happened at the World Trade Center during the attacks and subsequent fires. Studying how occupants reacted as events unfolded and finding out what helped or hindered the evacuation efforts could provide invaluable information for future building designs. Ultimately, it is the author of this book’s belief that this is going to impact structured emergency preparedness in a major way.
Psychologists have been studying how people react during fires for more than 25 years. The late 1970s and early 1980s were a particularly productive time, says Norman Groner, Ph.D., a Psychologist who studied Human Behavior in Fires since the 1980s. At that time, he says, the National Bureau of Standards which was the precursor to today’s National Institute of Standards and Technologies funded the research through its Center for Fire Research. But much of that funding dried up in the mid-1980s, as NIST began to focus on other things like computer modeling of fire dynamics instead. The post-9/11 renewal of interest in this area is important for the work for helping to design better evacuation systems Professor Groner John Jay College of Criminal Justice notes. In fact, over the years, the research has debunked many of the myths that used to be and those that still exist.
The basic premise of this book is that design should be human-centered because human-centered design provides for the information that people need to adapt to the chaotic and uncertain way that fire develops. Ultimately, some of the recommendations resulting from the Study of Human Behavior in Fires and Emergencies
are starting to make its way into legislation. Most recently the New York City Fire Department has completed a final draft of a new fire code, this comprehensive revision of the Cities almost a century old fire code is based on a model code, the International Fire Code, published by the International Codes Council, Inc. By enacting a fire code based on the International Fire Code, the City of New York will join a growing number of states and municipalities that across the Country has adopted a uniformed fire safety standard which address specific concerns related to human behavior in fires and emergencies.

Introduction
Professor John L. Bryan, an American researcher and Professor of Fire Engineering at the University of Maryland, is considered the founding father of Fire Related Human Behavior.
Professor Bryan conducted extensive studies on human behavior in fires involving disastrous losses in the United States. Subsequently, the Field of Fire Related Human Behavior
received increased attention following the publication in 1973 of America Burning, a report by the National Commission on Fire Prevention and Control. Currently, the America Government’s National Institute of Standards and Technology (NIST) an agency of the U.S. Department of Commerce is conducting large scale research on the behavior of humans and fire emergencies. Moreover, studies are being conducted by laboratories funded by universities and private sector researchers regarding the human factors involved in fire incidents. Additionally, the National Fire Protection Association (NFPA) also is active in conducting research that focuses on how people behave in fire incidents. Presently, the NFPA dispatches field teams to collect data on major fires and publishes case studies based on those investigations. International governments have also contributed to the current understanding of Fire Related Human Behavior.
For example, Japan recognizes fire as a major life safety threat, and researchers in the Japanese government and in Japanese Universities are actively involved in conducting studies of Fire Related Human Behavior.
Fire Related Factors That Differ Among the United States and Other Modern Industrialized Nations
In addition, to the Japanese, the British have devoted studies exclusively to individual and group behavior in fires. British researchers have covered a range of topics, including fire setting, fire and institutions such as hospitals and nursing homes, and problems related to evacuation. A convention featuring lectures was titled Human Behavior in Fire
and was held in Belfast, Northern Ireland, in August of 1998. Presenters covered a wide range of topics, from computerized models that predict human movement during fire evacuations to discussions on how people make decisions faced with the ambiguous information that is common to a fire situation. An estimated 140 experts and interested persons attended and the size of the turnout surprised the meetings organizers. The excellent turnout is attributed to an interest in performance-based codes. Subsequently, several countries including the United States and Canada are rapidly developing and adapting performance-based codes. Performance-based codes allow architects and fire protection engineers to plan buildings based on models and calculations that show how well their designs are expected to protect occupants during various types of fire incidents. Those developing such codes expect them to allow regulatory authorities to approve otherwise safe buildings in instances where following the exact provisions of traditional perspective codes would prohibit that construction. Because using traditional perspective codes, building architects do not need to pay much attention to human behavior. Alternatively, it is difficult to justify a performance-based design without carefully attending to the behaviors of the buildings occupants. Ultimately, to realize fully the promise of performance-based fire safety designs, the field needs more as well as better research and theory on how humans behave in fire situations.
The United States of America has a never ending disastrous fire problem, even more than generally perceived. Yearly, America is stricken with millions of fires resulting in thousands of deaths, tens of thousands of injuries, and billions of dollars of loss subsequently making the U.S. fire problem an ongoing epidemic. Of significance, the indirect cost of fire increases the magnitude of economic losses tenfold. Ultimately, the United States continues to have fire death rates and property losses that are among the largest of the industrialized modern nations. According to the United States Fire Administration (USFA) the Nation had a yearly average of 1,872,800 fires and 4266 fire deaths from the year 1992 to 2001. There were 6,196 fire fatalities in the year 2001 alone and of significance this statistic includes the tragic events of September 11, 2001. Unfortunately, from a statistical point of view the injury statistics are not as clear-cut as the death tolls because of ambiguity about the completeness of the finding and reporting minor injuries in the fact that many injured people go directly to the medical facility themselves without being reported to or treated by the fire department or local emergency medical service responders which maintain the numbers. Civilian injuries from reported fires average 24,900 per year over a 10 year period. Firefighter injuries averaged 46,200 from those fires, and a study suggests
