Beach Water Quality Is Poor
Te Regional District Central Kootenay (RDCK) has
issued a SWIM ADVISORY for recreational users of
Taghum Beach. Beach Water Quality is POOR swim-
ming is not recommended due to bacterial counts that
exceed Health Canada guidelines.
Te Regional District collects water samples on a weekly
basis at Taghum Beach. Beach water is analyzed for fecal
coliform bacteria. Weekly monitoring protects swimmers
from illnesses that may be linked to unacceptable bacteria
levels. Swimming in water with unacceptable bacteria lev-
els can increase the risk of ear, nose and throat infection
or stomach illnesses.
Te RDCK and Interior Health recommend that the
public refrain from swimming at Taghum Beach until the
beach water quality improves. If you have any questions

Bobby was born in Edmonton, Alberta to Her-
man and Frieda Eidick. Bobby, along with his big
brother Alan (Irom Kelowna) and little brother
Ken (deceased), lived with their parents on vari-
ous properties in and around Edmonton during
their school years. Bob worked and apprenticed
Ior CNR in Edmonton Ior seven years as a car and
brake man. He moved to Kitimat to work as a me-
chanic/welder Ior a local
bus and Ireight service. On
a motorcycle trip to BC he
discovered the West Koo-
tenay and Iell in love with
the Lardeau Valley. In the
late 70s he bought a small
property on Duncan Lake
in a place called Howser .
He loved the great out-
doors, trees, mountains,
waterways and milder
winters. A hard and honest
worker, he was employed
by a local tree planting
contractor as a mechanic
and driver. He also worked
Ior local logging outfts as
a buckerman, loaded log-
ging trucks, and operated
heavy equipment Ior road
building into several re-
mote mining claims up the
Lardeau River. He was a
licensed log scaler Ior many oI the local valley mill
owners, as well as owning and operating his bobcat
doing various jobs within the valley. Bob spent 16
years working Irom the Lardeau Yards Department
oI Highways, improving and maintaining roads be-
tween Gerrard and Schroeder Creek. He enjoyed
his crewmates and practical jokes. He raised his
son Travis and daughter Janine with his dedicated
partner, Cathy McIvor. Together they managed a
large garden and kept chickens and turkeys on their
small acreage.
In 2001 Cathy went back to school and became
a Health Care Aid. In 2002, Bob suIIered a heart
attack and wasn`t able to continue with Highways.
As he shiIted gears he became a stay at home Dad
and was able to spend more quality time with his

Water Update
Much has happened since our own slide took out our 80 year
old dam. We have hired an engineering frm to locate where a
replacement for the dam should be located. Our goal for the
completion of a new dam is the end of September, 2012. We
have applied to the province and our insurance provider and
we are fairly confdent that the cost to replace the dam will be
almost all covered.
We have moved to Level 2 water conservation, the criteria
of which can be found on our village website (www.kaslo.
ca), around town or at the village of ce. We will continue to
update our residents as the need arises. Our Water Quality
Advisory was rescinded on July 19
th
since Kaslos water tur-
bidity level returned to an acceptable standard.
OTHER HAPPENINGS:
Fire Hall
Te RDCK is conducting a feasibility study to determine
exactly how much the new fre hall will cost. Council attended
a meeting with the RDCK on July 16 to prepare a fact sheet
that will be mailed to residents.
City Hall
We had a great turnout for the pancake breakfast with lots
of community help. We are planning a celebration on August
11
th
for Kaslos 119
th
anniversary. We are still selling cans of
paint for the exterior of the city hall, and to date have sold
over $5000 worth. We are also preparing to put tenders out for
the electrical system on the second foor so the building can
be properly insulated in winter.
Water Street
We have developed a timeline for paving and other
improvements. We are still fnalizing the plan and have had
an ICBC traf c engineer look at parking and traf c patterns.
Liquid Waste Management Planning Committees
We are working with TRUE Consulting to begin the Liquid
Waste Management Plan process, so do watch for public con-
sultation opportunities in coming days.
With the curling club and arena, we successfully applied for a
grant to do upgrades to the Kaslo & District Arena complex.
Committees (Municipal Services, Development Services
and various Select Committees) are continually addressing
various issues. Check our schedules, agendas and minutes of

BYLAW REMINDERS
Over the years, people have asked the village to hire a bylaw
enforcement of cer. Tis, in theory, is a good idea but the
cost to do this is fairly expensive, approximately $35,000
per year for part-time service. One limitation with a bylaw
of cer is that, even with someone checking bylaws, the cost
of trying to recoup fnes is way beyond the value of the fne
itself. Like most communities, our bylaw infractions are
complaint driven. When someone complains about a bylaw
being contravened, we address it through written reminders
and in some cases, we can have staf take action. For the most
part, the community is pretty good at respecting our bylaws.
Bylaws are made for various reasons:
~ provincial standards
~ village standards
~ comfort for all
Here are a few bylaws to remember:
SIGN BYLAW: Regulates signage in the village. It addresses
things like billboard signs, sandwich boards, nailing signs into
live trees, that sort of thing. In the downtown area, we also
have a heritage sign policy in keeping with our designated
Heritage Area. We try to consider other issues like safety in
our bylaws, as too many signs in the downtown area are a
safety hazard, especially for seniors and people with limited
mobility. A business can, however, apply to council to have a
sandwich board sign in a specifc location.

STREET and TRAFFIC BYLAW: Addresses things like our

two hour parking limit downtown. It also addresses No
Camping unless in the designated campground without
prior approval of council. Tis bylaw also says NO SKATE-
BOARDING on Front Street.

POLICIES are diferent from bylaws in that there is not usually

a fne attached to them. Some of our policies include our Park
Rental Policy which allows for exclusive use of some of our
park facilities in Front Street, Kaslo Bay and Vimy Parks.
Another policy is that no work, including tree cutting, is
allowed on village owned property without prior permission
from the village.

to create them, and a variety of handouts about bee nest-

Kaslo Health Centre Improvements
Residents and patients at Victorian Community Health
Centre will beneft from signifcant improvements to the
Kaslo facility thanks to a $500,000 donation from the estate
of long-time resident Mabel Manning.
Te donated funds will be used for:
A new nurse call system that will allow for better communi-
cations between staf in all areas of the health centre.
A refurbished tub room with new equipment for residen-
tial care and community clients who have special bathing
needs.
New entrances for the emergency and primary care areas
with modern door systems, vestibules and security fea-
tures.
A secure door to the emergency trauma bay that will im-
prove privacy and security for patients, physicians and
staf.
A new permanent suction system in the emergency depart-
ment, replacing an aging portable unit.
Mabel wanted to help ensure the continuation of the long
history of high quality medical services in Kaslo and area,
said Tomas Humphries, executor of Mannings estate and
long-time Kaslo resident. With her signifcant donation, I
think she has met her goal. Although she never sought rec-
ognition, she would be proud of the improvements that will
be made with her generous gif.
Any remaining funds will be used for additional improve-
ments to the primary care area of the health centre.
Interior Health is grateful for the tremendous donations
that allowed these improvements to the Kaslo facility to pro-
ceed. Mrs. Mannings generosity will improve care for resi-
dents and patients for years to come, said IH Board Chair
Norman Embree.
Kaslo physicians and staf are dedicated to providing the
best possible care to residents of their community. Tese
improvements will help them continue to do just that, said
Cheryl Whittleton, IH Community Integrated Health Servi-
ces Administrator for Kootenay Boundary
Victorian Community Health Centre of Kaslo Ladies Aux-
iliary also contributed $30,000 to the nurse call system.
Mabel Manning was born Mabel Edna Haw on August 17,
1915 in Battrum, Saskatchewan. She grew up on the prairies
but moved to Kaslo in the late 1960s with her husband Don
afer visiting relatives and falling in love with the town. She
and Don spent many happy years in Kaslo. Manning had al-
ways wanted to be a nurse, and although that never came to
pass, she was a long time supporter of the Kaslo Womens
Hospital Auxiliary. She also devoted many hours to the Kaslo
and Area Library and other community activities. Manning
was an avid quilter and her beautiful and intricate works can
be found in many Kaslo and area homes.
