IOSH Hong Kong Branch: The Mentoring Programme

Aim of mentoring
Basically, we focus on giving guidance to our Graduate Members for achieving Chartered status, based on the requirements of the IPD Scheme of IOSH. As for the others (i.e. Affiliate and Technician Members), we are happy to give advice but mentor will not be assigned at this stage.

About the IPD

(extracted from: http://www.iosh.co.uk/membership/about_membership/about_ipd.aspx)

There's only one fair way of assessing whether someone meets the criteria for Chartered membership. We use your qualifications and a clearly structured assessment procedure to measure your knowledge, commitment and experience. The procedure we use is called Initial Professional Development (IPD). If you can successfully complete the assessment and the interview, you will transfer to Chartered membership at the next available opportunity. Alongside IPD, all members must join our Continuing Professional Development (CPD) scheme, using our specially designed online programme. Throughout your professional working life, CPD will help keep your knowledge and expertise fresh and up to date.

Routes through IPD

(extracted from: http://www.iosh.co.uk/membership/about_membership/about_ipd.aspx)
There are three routes through IPD. The route you take depends on how you became a Graduate Member. Route 1 is for Graduate Members who have an accredited degree or diploma. In this route you achieve Chartered status by (i) completing a skills development portfolio (SDP), (ii) maintaining your CPD and (iii) successfully completing the peer review interview. Route 2 is for Graduate Members with a level 4 NVQ or SVQ in Occupational Health and Safety Practice. Here you achieve Chartered membership by (i) maintaining your CPD and (ii) successfully completing the open assessment and peer review interview. Route 3 is for Graduate Members with cognate degrees. In this route you have to (i) complete a skills development portfolio (SDP), (ii) maintain your CPD and (iii) successfully complete the open assessment and peer review interview.

Focus of our programme

Our Branchs mentoring programme aims primarily to provide guidance to our mentees who have obtained Graduate membership through Route 1. In this route, the first step to achieve Chartered membership is to complete a skills development portfolio (SDP).

SDP
There are 5 elements in the SDP, each with several performance criteria. To complete a SDP, you must cover ONE performance criterion from elements 1 to 3 and TWO from elements 4 and 5. The Guide to the SDP published by IOSH (February 2010) shows in details the 5 elements and the performance criteria.
6

Element 1: Promoting and developing a positive safety culture in an organisation, and integrating it with other management functions
Performance criteria are: 1. Using management techniques to initiate, develop or promote policies; 2. Engaging individuals and groups in promoting and developing a positive safety culture; 3. Overcoming the potential barriers to full effectiveness; 4. Making a presentation at a meeting or seminar.
7

Element 2: Undertaking work-based projects to develop or implement positive health and safety policies in an organisation
Performance criteria are: 1. Analysing the impact of health and safety requirements on inputs, processes and outputs; 2. Using goals and performance targets to design or develop a positive health and safety policy; 3. Identifying or using management techniques to implement a positive health and safety policy; 4. Engaging individuals and groups in developing and implementing a positive health and safety policy.
8

Element 3: Developing or implementing effective communication systems for health and safety information
Performance criteria are: 1. Identifying, selecting and evaluating available and current sources of health and safety information for dissemination internally and externally; 2. Producing in-house publications on health and safety; 3. Developing and implementing communication systems between different areas of your organisation; 4. Developing or implementing effective communication 9 with contractors.

Element 4: Assessing the health and safety risks of an organization

Performance criteria are: 1. Appraising assessment and control standards, legislation and guidance; 2. Identifying and evaluating health and safety hazards; 3. Applying tools and techniques for measurement or investigation; 4. Identifying actual and potential loss events and making recommendations; 5. Identifying human factors which contribute to risk; 6. Developing or implementing a risk assessment and control strategy from design to disposal.
10

Element 5: Managing the health and safety risks of an organization

Performance criteria are: 1. Devising or implementing health and safety risk control or reduction measures; 2. Developing and applying safe systems of work; 3. Developing or implementing health and safety active monitoring systems, including gathering and analysing appropriate data; 4. Analysing loss events using effective methods of investigation; 5. Developing or implementing health and safety emergency response systems and contingency plans and procedures; 6. Developing or implementing and using health and safety 11 audit systems and formulating reports.

How to present your portfolio?

2 common options Option 1: All 7 planning sheets together All 7 activity and evidence logs together All the evidence indexed and numbered All 7 reflective accounts together All information is put into a binder in order. Option 2: Each performance criterion is put together in a unit consisting of (i) planning sheet, (ii) activity and evidence log, (iii) evidence and (iv) reflective account. Then all 7 performance criteria are put together in a binder.
12

How to start?
Look at the blank forms of (i) planning sheet, (ii) activity and evidence log and (iii) reflective account, and see what to do. Blank forms can be found on the IOSH publication Your Guide to IPD. Before completing the forms, see the examples prepared by IOSH, which can be found from both Your Guide to IPD and Guide to the SDP.
13

Online CPD
NOTE: Dont forget the need to maintain your online CPD record (through MyCPD) as well. Graduate Members who have been successful with their SDP but dont have an up-to-date CPD record wont be allowed to progress to Peer Review Interview which is the final stage of the IPD process.

14

Sections and Cycle of CPD

There are 4 sections of CPD: A: Development Planning, covering the following 3 areas of competence: B: Maintaining core professional knowledge and skills C: Developing professional skills D: Developing transferable skills It is a 3-year CPD cycle: You can claim up to 3 credits for creating your development plan. At the very least, you need to accumulate a total of 30 credits before you can move onto the next 3-year cycle. You may earn more than 30 credits in a 3-year cycle, but you are not able to transfer any surplus over into the next cycle. For more information about CPD, refer to: http://www.iosh.co.uk/membership/about_membership/about_cpd.aspx
