A copy of Railway Boards letter No.E(NG)I/2006/PM7/19 dt 23.8.2006 RBE No.119/2006 is published for information, guidance and necessary action. Railway Board letter of even no. dated 07.8.2006 was published as CPO/BSP Estt. Rule No. 182/2006. Encls : As above. (Hindi version is enclosed). (T LAKRA) Sr. Personnel Officer(RRT) For Chief Personnel Officer Copy of Railway Boards letter No. E(NG)I/2006/PM7/19 dt 23.8.2006 RBE No.119/2006 addressed to the General Manager/SECR. Sub:-Promotion of Group 'D staff (Helpers Gr.I and II) in Workshops, Divisions, Diesel/Elect/EMU Loco Sheds and PUs against DR quota. Reference this Ministry's letter of even number dated 7.8.2006 (RBE No.108/2006) on the above subject. 2.The existing para 2 of above letter may be substituted with the following:2. "A demand has been raised in the DC-JCM as also in the PNM-NFIR that since a number of Group 'D' staff (Helpers Gr.II and Helpers Gr I) are waiting for promotion for a number of years they may be promoted against DR quota posts as mentioned above as a one-time measure. The matter has been considered pursuant to discussion in the DC-JCM meeting held on 3-4/4/2006 and PNM-NFIR meeting held on 19-20/06/06. It has been decided that Helpers in Workshops, Divisions, Diesel/Electric Loco/EMU Sheds and PUs may be considered for promotion as Technician Gr.III in the pay scale of Rs. 3050-4590 by diverting the respective direct recruitment quota vacancies and adding the same to promotion quota as a one-time measure up to 31.07.2007 subject to their passing the prescribed trade test."
