Problem Statements
The countrys present land administration situation is plagued with problems rooting from multiple land agencies, multiple land laws, multiple land titling processes, multiple forms of ownership rights in land, multiple standards for land valuation and multiple agencies undertaking valuation, multiple taxes on land ownership/transfer (Dealca 2009). Problems stated above are on a national level. The planned model aims to solve problems on a micro level, specifically focusing on current problems encountered by the local LGU which gives rise to the statement of specific problems. a. The LGU does not efficiently managed land administration because of poor mechanism of data exchange and sharing and lack of equipment for records management. b. Poor linkages and lack of specific task designation between different stakeholders in land administration within the LGU results in duplication and overlap of functions. c. Inefficiency of the LGU to address user requirements. The existence of the model would aid in the efficiency of the processes. Thus would entail a more efficient and improved taxation.

1.3. Research Questions


Based on the statement of the problems stated previously, the authors have formulated questions that the research must aim to answer listed below.
a. What is the status of LA in Makati? b. What LADM classes are included and what are not included? c. What are the benefits of the development of the model?

1.4. Research Objectives


The general intention of the research is the development of a model based on the ISO 19152 the Land Administration Domain Model Standards, representing the current situation of the LA of the Philippines focusing on the perspective of the LGU. To achieve this, the research has its specific objectives: a. To study the current situation of LA in the LGU, specifically in Makati and to identify LA-related problems b. To identify LADM classes and attributes to be selected, modified and added and to create the localized model c. To provide a concise dictionary of attributes used in the model. d. To determine the user requirements from the LGU and validating the model for its usefulness e. To illustrate how the model can be beneficial in terms of data sharing and transfer with other departments and agencies.
