CBN Circular On Exempted Products

The Central Bank of Nigeria issued a circular announcing additions to the list of regulated products covered by the Standards Organisation of Nigeria Conformity Assessment Programme (SONCAP). SONCAP certification will now be required for all goods imported into Nigeria, except for foods, drugs, medical products other than equipment, chemicals used as raw materials, military goods, aviation products, industrial machinery, used goods other than cars, and bicycle/motorcycle parts for local assembly. There will be a 90 day transition period to allow previously initiated import transactions to be completed.

TO: ALL AUTHORISED DEALERS, NIGERIA CUSTOMS SERVICE AND THE GENERAL PUBLIC STANDARDS ORGANISATION OF NIGERIA CONFORMITY ASSESSMENT PROGRAMME (SONCAP) ADDITION OF NEW REGULATED PRODUCTS Further to the circulars ref: TED/FEM/GEN/FPC/01/021 and TED/FEM/GEN/FPC/01/091 dated 21st February, 2007 and 30th July, 2007 on the above subject, the Authorised Dealers and the general public are hereby informed that all goods imported into the country shall henceforth be covered by the Standards Organisation of Nigeria Conformity Assessment Programme (SONCAP), except those regulated by the National Agency for Food and Drug Administration and Control (NAFDAC). For the avoidance of doubt, all goods imported into the country shall require SONCAP certification, with the exception of the under listed products. They are: Food Products; Drugs; Medicals other than equipment and machines; Chemicals used as raw materials; Military wares and equipment; Aviation related products; Industrial Machinery for manufacturing; Used products other than automobiles; and

A transitional period of ninety (90) days, with effect from the date of this circular (June 5, to September 4, 2009), will subsist to allow for the consummation of import transactions initiated before the issuance of this circular.
