The circuit is working well. Note that if oscillator circuit built around N1 and N2 is not connected properly or not working properly you will never get proper output. Check the frequency at pin 4 of N2 you should get around 4.7Hz. First check frequency at pin4 of N2. It should be around 4.7Hz. Vary VR1 and VR2 and check frequency at pin 4 of N2 from the oscilloscope Just vary VR1 and VR2 to increase the frequency at pin4 of N2.
