CONTENT:
This General Instruction contains procedures to be followed to ensure that Cable Splicers are competent to splice and terminate
high voltage cables on the Company's facilities.
1.0 GENERAL REQUIREMENTS:
Only those cable splicers who have been certified by Job Skills Training Department can be allowed to splice or
terminate cables on systems rated at 2400 volts or above.
2.0 RESPONSIBILITIES:
Proponents of cable work shall ensure that their splicing and terminating work is carried out by cable splicers who
have current JSTD cable splicer's certificates.
Job Skills Training Department shall examine all cable splicers as required and issue cable splicers' certificates when
appropriate.
Cable splicers shall carry their certificates whenever they are working on cables and show them to inspectors on
demand. If a cable splicer loses his certificate he shall immediately apply, via his proponent, to JSTD for a
replacement.
Proponents of capital projects and/or new expense work shall advise Projects Inspection of scheduled splicing or
terminations two "working days" before each job is to be done. The inspector shall ensure that the cable splicer has a
valid certificate and issue a job clearance card to him prior to commencement of the work. Inspection shall monitor
cable splicing and termination work and may suspend or revoke a cable splicer's job clearance card for doing
unacceptable work. Inspection shall discuss unacceptable work with the proponent of the cable splicer and decide as
to whether the cable splicer may:
a) Continue with his work
b) Be re-examined by JSTD or
c) Be prevented from doing further cable splicing or determination work on the Company's facilities.

3.0 CERTIFICATION OF CABLE SPLICERS:
Proponents of cable work shall apply, in writing, to JSTD to have their cable splicers examined giving at least one
week notice of the certification requirements.
Proponents shall submit a Cable Splicer Certification Request for each cable splicer, with two photographs, giving
details of the cable (EPR/XLP, PILCA, armoured, voltage rating etc.)

JSTD shall advise the cable splicer's proponents of the place, time and details of the examination. The examination
may be on JSTD premises or elsewhere as determined by JSTD.
The cable splicer shall present himself at the place and time specified by JSTD and be equipped with all required tools
and materials, including cable.
JSTD shall assess the worker's ability through written and practical work and, if he is found competent, issue to him a
Cable Splicer Certification card, form 8233-1, with three years validity, indicating the type of work for which he has
been certified.
JSTD shall prepare and distribute a Cable Splicer's Certification Report, form 8233.
JSTD shall keep a permanent record of all examinations and make it available to Inspection on request.
