Subject : Approval of Electrification plan- No Objection Certificate from HVPN
The detailed guidelines for providing electrical system in the colonies/multi-storey buildings developed by UDA/HSIDC/Colonizers/licensee/ SEZ were issued vide this office Instruction No.8/2006/PD&C circulated vide memo No.Ch.13/P&D-932 dated 17.7.2006. HVPN authorities have raised the concern that the organizations to whom licenses have been issued by Town Country Planning Department have started their construction activities and there is a mushroom growth of such commercial/ residential complexes causing constraints on the existing power infrastructure. The Developers approach the Nigam at a stage when they have fully developed their area and no space is left for the construction transmission network/ infrastructure required in the area. As already decided, electrification plan has to be approved jointly by both the utilities i.e. DHBVN & HVPN. With a view to ensure that colonizers/HUDA provide adequate space for sub-stations and transmission/distribution lines, it has been decided that no electrical plan should be approved or permanent regular electrical connection to any colonizer/developer for residential/commercial activity should be released without obtaining No Objection Certificate from HVPN authorities. Further, the requirement of land for the 33/66/132/220KV substation, land required for corridor for the HT lines and assessment of the load in respect of residential/commercial activity should be based on the guidelines issued vide ibid instructions. Any deviation in this regard by the field offices shall be viewed seriously and shall invite disciplinary action. This issues with the approval of the Managing Director, DHBVN, Hisar.
