|On 1-9-15 at approximately 1141 hours, |, Investigator Kyle Patterson of the Florida Fish and Wildlife
[Conservation Commission, received an email from FWC Lt. Fillip asking me to look into a possible boating
laccident that took place on the aftemoon of 1-7-15. Attached to his email were two incident reports
{generated by officers from Palm Beach Police Department(PBPD). After reviewing the reports and
discussing with my chain-of-command we believed that the incident did meet the criteria for a boating
accident.
\At approximately 1100 hours, the Bahamian Government notified the US Coast Guard and advised they
had found Konrad’s vessel in Grand Bahamas around Dead Man's Reef.
| spoke with Captain Tryich of the PBPD and he advised he had in car video of the night when they made
|contact with Mr. Konrad. Captain Trylch mailed a copy of the video to the Jupiter Office.
|At approximately 1638 hours, | attempted to make contact with Mr. Robert Konrad Jr. but was
unsuccessful.
|On 1-14-15, | was able to make contact with Mr. Robert Konrad Sr. who requested | send an email to him
[verifying who | was and why | was trying to contact Mr. Konrad Jr. | complied with his request and within
|the hour Mr. Konrad Jr. made contact with me. Mr. Konrad advised me that he was in Good Samaritan
Hospital and he would meet with me.
JAt Approximately 1300 hours, FWC Investigator John Booth and | met with Mr. Konrad Jr. and his
jattomey, William Rafferty, at Good Samaritan Hospital. We discussed what took place on the day of
1-7-15, and he provided me with a witness statement. Mr. Konrad stated to me that he was taking his
vessel from Boca Raton to Riviera Beach for routine maintenance. Konrad had decided he would
[recreational fish as he cruised to Riviera Beach. He traveled out of the Hillsboro Inlet at approximately
1030 hours. He set the auto pilot on an easterly track at approximately 5 MPH. After 2 hours of fishing and|
fapproximately 9 miles, he left the cockpit and walked to the starboard side of the vessel to tend to a
fishing rod. At which time a wave hit the side of his vessel and threw him from the vessel. He stated he
{tried to swim towards the vessel and get back in, but could not catch up to it. He then decided to swim to
{the west towards the sun. At approximately 0442 hours on the morning of the 1-8-15 he made it to shore
land was able to make contact with Ofc. Burgoon, of the PBPD. Ofc Burgoon contacted PBPD and
requested Palm Beach Fire and Rescue for him. He was then transported to Good Samaritan Hospital.
Mr. Konrad was admitted to the Good Samaritan hospital for his injuries. The injuries sustained were
hypothermia and dehydration. Mr. Konrad also suffered from Rhabdomyolysis which is the break down in
Imuscle fibers.
Mr. Konrad stated the vessel would be driven back to Riviera Beach. He advised once it was back he
would let me know, at which time | would be able to document damage on the vessel.

On 1-28-15, I received an email from Mr. Rafferty who had attached a copy of the registration.
On 1-29-15 at approximately 1500 hours, Investigator Booth and | met with Mr. Konrad and Mr. Rafferty at
Mariner Marine in Riviera Beach. | photographed and documented the damage to the vessel. According to
|Garret at Mariner Marine he estimated the damage of the vessel to be $70,000. The damage to the vessel
is as follows:
Damage to the gel coat and fiberglass on the bottom and side rails.
-Damage to the gear cases on both motors along with the skegs.
-Hard top frame had stress fractures and displaced.
|-Windows damaged.
|-Shade tarp activator was broken.
|-Separation on deck storage compartment.
Mr. Konrad did not have a copy of the insurance policy or company information with him at that time. Mr.
Rafferty made arrangements to email me the information and did so within the hour.

SYNOPSIS NARRATIVE
On 1-7-18 at approximately 1030 hours, Robert Konrad Jr left the Hillsboro Inlet en route to Riviera Beach for routine
‘paintenance on his vessel. He traveled east for approximately 9 miles on auto-pilot, and was recreational fishing along the way.
A wave hit the side of his vessel when he was towards the stem of the vessel tending to a fishing rod. When the wave nit the
‘vessel, it throw him out of the vessel into the water. He tried to catch up to the vessel but was unsuccessful, al which time he
decided to swim west until reaching shore at approximately 0442 hours the next morning.
