you attended our 2014 Annual Conference and
Membership Meeting back in December, you got an
early glimpse at the report. You can read more

back on our
25th Anniversary
year, some of my
favorite moments
come to mind
including riding
through Morris
County with the Morris Housing Alliance, hearing
from affected Sandy survivors who were fighting to
be heard and collecting flip flops to overcome the
governor's veto of the Sandy Bill of Rights,
celebrating our members' successes using the NRTC

over Corrine's delicious food in Camden, and


sharing a special night at the New Jersey Citizen
Action Annual Dinner. I hope you are as excited as I
am to to see what this new year has in store for all
of us.

Stronger Together: The $12 Billion Impact of


Community Development Corporations in NJ

The
Network has released a study on the economic
impact community development corporations (CDCs)
have had on New Jersey over the last 25 years. The
study, Stronger Together, found that nonprofit
community developers have made a
$12 billion dollar
impact on New Jersey's economy through the creation

of jobs, tax revenue, affordable homes, small business


development, and neighborhood revitalization.
According to the study, since 1989, NJ CDCs created
82,000 jobs, provided job training for more than 10,500
local residents, employed 10,000 permanent staff
members, and contributed $5.5 billion in worker wages
and in contracts with NJ businesses. CDCs have also built
over 3.7 million square feet of commercial space for new
and expanding small businesses. Even though CDCs are exempt from some taxes as non-profits,
the study found that CDC
activities have generated $320 million in state tax revenue.

does this matter? We know investments in the community development sector create
stronger neighborhoods but now we have proof that they help our economy thrive! The data
collected for Stronger Together was provided by organizations like yours. YOU helped make this

Over 150 community developers, housing advocates, elected


officials, and service providers attended the Network's Annual
Conference & Membership Meeting on Wednesday,
December 10, 2014. Sponsored by PSE&G, TD Bank, Wells
Fargo, PNC, and Citi, this year's conference served as the
culmination of the Network's 25th anniversary celebration.
Special
guests included the Deputy Commissioner of the Department
of Community Affairs Melissa Orsen and NJ Senate President Stephen
Sweeney who thanked conference attendees for their efforts on
behalf of the residents of New Jersey.

During the event,


the Network honored
several distinguished guests for their contributions to the
community development sector over the last 25 years.
Congresswoman-elect Bonnie Watson Coleman was named 2014

Community Development Champion, and the Latino Action Network


was presented with the 2014
Exceptional Community Partner
award. The 2014 Outstanding Municipal Partner award was
presentedto the communities of Roxbury Township, Millstone
Township, Princeton, and the City of Jersey City for their
leadership and commitment to creating affordable homes in
their communities.
Finally,
in commemoration of 20 years of service to the Network and its

members, Assemblywoman Mila Jasey surprised Network Senior Policy

Coordinator Arnold Cohen with a special legislative citation.

New Sandy Housing Programs


While
the State of New Jersey has made great strides over the
past several months with its Sandy recovery programs, it also
recognizes that recovery from a disaster the magnitude of
Sandy is a multi-year effort that requires a continued

commitment to assisting families and communities in


rebuilding from the storm. The State has launched several
new
recovery programs to help low-to-moderate income
homeowners rebuild
their Sandy-damaged homes, provide
storm-impacted tenants of limited financial means with rental
assistance, make housing counseling services
available to
Sandy-impacted homeowners and renters, and expand
outreach
efforts to ensure full and meaningful access to
recovery assistance for
vulnerable populations, including lowto-moderate income households and
individuals of Limited
English Proficiency living in the nine counties that the federal
government determined were most impacted by Sandy. Learn

State and Federal Policy Watch


President Obama Unveils 2016 Budget
President Obama revealed his proposed 2016 federal budget on February 2. The proposed
budget calls
for $3.99 trillion in spending and $3.53 trillion in revenue, while running a $474
billion deficit in the fiscal year beginning Oct. 1. Read more about the proposal in this article

HUD Releases Interim Rules for the Housing Trust Fund
On
January 30, the Department of Housing and Urban Development (HUD) released new rules
for implementation of the Housing Trust Fund (HTF), which was created by Congress in 2008 to
support the construction, preservation and operation of affordable housing for America's

lowest-income families. Read about the interim rule.


FHFA Director Testifies on NHTF at House Hearing
The
National Housing Trust Fund (NHTF) was a frequent topic of debate during a hearing held by
the House Committee on Financial Services on January 27. Federal Housing Finance Agency
(FHFA) Director Mel Watt, the
sole witness, addressed repeated challenges from Republican
members to his decision to direct Fannie Mae and Freddie Mac to begin setting aside
.042% of
their new mortgage purchases for the NHTF and the Capital Magnet Fund (CMF), as required by

FHA Reduces Annual Mortgage Insurance Premiums
The
Federal Housing Administration (FHA) reduced annual mortgage insurance premiums by 0.5
percentage point from 1.35 percent to 0.85 percent as of
January 26. Under the new premium
structure, FHA estimates that 2 million borrowers will be able to save an average of $900
annually over the next three years if they purchase or refinance homes. Read the White House

Network Policy Priorities 2015
The Network's 2015 Policy Priorities has been approved by the Board of Directors and is available
to view here.
Two newly introduced bills supported by the Network address foreclosures. S2577
provides a three year protection against foreclosure
to owners of property damaged during
Superstorm Sandy. S2679/A4075 provides expedited procedure for foreclosing residential
properties in uncontested actions and accesses a fee.

Membership Notes
Congratulations to MEND on being named Non Profit Organization of
the Year
by the Non Profit Development Center of Southern New
Jersey. MEND
was recognized for its "numerous contributions to and
measurable impact
on the South Jersey region" throughout the year.

(CCDA). CCDA has been selected as one of the Community
Foundations of South Jersey's "Proven & Promising"

Women's Build on Saturday, May 2. Learn more about the

Neighborhood Enhancement Program
NJ Department of Community Affairs
The
purpose of this program is to provide funding to stabilize "threatened but viable"
neighborhoods. This is a focused effort to invest in neighborhoods through the creation of
affordable housing. The Program is
intended to be a component of local plans to rebuild
communities. It funds the new construction, rehabilitation or re-use of abandoned, foreclosed
and vacant housing, structures or lots and addresses the shortage of affordable housing caused
by Superstorm Sandy, while at the same time returning blighted buildings to viability. Deadline:
June 26, 2015.
