CHAPTER RULES of

BETA CHAPTER of TEXAS STATE ORGANIZATION of


THE DELTA KAPPA GAMMA SOCIETY INTERNATIONAL
ARTICLE I - NAME OF THE CHAPTER
The name of this chapter as assigned by the State Executive
Committee shall be Beta Chapter of Texas State Organization of
The Delta Kappa Gamma Society International.
ARTICLE II - OBJECT
The objective of Beta Chapter shall be to promote the Mission
and Purposes of The Delta Kappa Gamma Society International
as found in the Constitution, Article II.
ARTICLE III - MEMBERSHIP
Section A. Classes of Membership
The membership of Beta Chapter shall be composed of active, reserve,
and honorary members in accordance with the Constitution, Article III
and International Standing Rules, section 3.0.
1. Active Membership
An active member is a woman who is employed as a professional
educator at the time of her election or has been retired from an
educational position.
2. Reserve Membership
Reserve membership shall be granted only to those who are unable
to participate fully in the activities of the Society because of
physical disability and/or geographical location. Reserve
membership shall be granted by a majority vote of the chapter.
Reserve members may attend meetings and participate in the
activities of the chapter except that of holding office and voting.
3. Honorary Membership
Honorary membership shall be granted to women not eligible
for active membership who have rendered notable service to
education or to women and are elected to honorary
membership in recognition of such service. They shall be
privileged to participate in all activities except that of holding
office. Honorary members are not eligible to vote.
Section B. New Members
1. Recommendations. Recommendations for new members shall be
submitted to the membership committee by February 1.
2. Election of New Members
a. Voting for new members shall be at the February chapter
meeting.

b. Voting for new members shall be by ballot. Four-fifths (4/5) of


the ballots cast shall be required for election.
3. Orientation of New Members
a. Orientation of new members shall be prior to the March
business meeting.
b. A formal invitation shall be sent to the nominees by March 1.
c. The president, treasurer, and chairmen of the
membership and ceremonials committees shall see that
nominees receive information through a formal
orientation provided by the membership committee.
d. The ceremonials chairman, the treasurer, and sponsors
shall attend the orientation.
Section C. Termination of Membership
1. Non payment of dues
a. All membership dues shall be paid by October 31. Failure to
meet the dues deadline shall result in termination of
membership.
b. No member may be terminated for non-payment of dues
without multiple contacts from chapter members, including a
collaboration of the president, treasurer, and membership
chairman.
2. Resignation. Resignations shall be submitted in writing to the
chapter
president and be voted upon by the chapter.
3. Death
Section D. Membership Records
A continuous record of chapter membership shall be kept by the
membership chairman. This includes names, membership numbers
and dates for all current and former members, new initiates,
membership status and status changes, termination with reason for
dropping, transfers in or out, and reinstatements.
Section E. Reinstatement
A former member shall be reinstated to membership upon
written request. No reinstatement fee or chapter vote is
required.
ARTICLE IV - FINANCES
Section A. Governance of Finances
Where applicable, the Constitution, Article IV and International
Standing Rules, section 4.0 shall govern chapter finances.

Section B. Annual Dues


1. Chapter dues and any assessments shall be established no
later than the first meeting of the fiscal year by two-thirds
(2/3) vote of members present at the meeting.
2. The amount of dues is recommended by the finance
committee and shall include international and state dues as
established by these organizations.
Section C. Financial Control
1. The chapter finance committee shall submit annually a
proposed budget for adoption by two-thirds (2/3) vote of
members present at the September business meeting.
2. All expenses shall be approved by the president prior to
payment.
3. Two signatures shall be required on all checks. The president
and treasurer shall be authorized to sign checks on the
chapters account.
4. The annual audit report shall be submitted to the membership
at its September business meeting.
Section D. Special Funds
1. Special funds and/or awards shall be established by majority
vote of the chapter.
2. An initiation fee of $10.00 shall be paid by each new active
member.
3. A lifetime fee of $50 for international publications shall be
paid for each honorary member at the time of initiation. This
fee shall be paid by the initiating unit of the Society.
4. A scholarship fee of $1.00 shall be paid annually from chapter
dues for each active and reserve member. Sixty cents (60)
is designated for the chapters Mary Elizabeth Cole
Scholarship Fund and forty cents (40) is sent to the Texas
State Organizations scholarship fund.
5. All scholarships, grants, and stipends may be used for the
benefit of the chapter and shall be at the discretion of the
finance committee.
Section E. Grants-In-Aid are awarded to high school and
college women pursuing careers in education. Grants-in-aid shall
be administered by the recruitment grants committee.
1. Dr. Bessie Pearce Recruitment Grant Fund provides grants for
college women. The proceeds from the chapters annual
fundraising event shall be used to finance this fund. The fund
shall maintain a minimum balance of $500.

2. Alleen Yett Memorial Fund provides grants for female high


school students. Only the interest accruing from this fund
shall be used.
3. Irma Gesche Endowment Fund provides grants for female high
school students. Only the interest accruing from this fund
shall be used.

Section F. Chapter scholarships and stipends are awarded


annually to active chapter members. Reserve members shall be
eligible for stipends.
1. Mary Elizabeth Cole Scholarship and Stipend Fund shall be the
chapters primary scholarship fund. Only the interest accrued
from this fund shall be used for scholarships and stipends.
2. Kathy Powers Scholarship Fund shall be awarded annually to
active and reserve chapter members. Only the interest from
this fund may be used when it reaches five hundred dollars
($500). The accrued interest is at the discretion of the finance
committee who may designate its use for the presidents
expenses at the Texas State Organization convention,
members registration fees to the Area VI workshop and/or
state convention, and to purchase the presidents bar.
Section G. Special Grants
Rowene Pfeil/Jean Longwith Endowment Fund shall be used for
chapter expenses as determined by the finance committee.
Section H. Virginia Rutledge Living Memorial Fund shall
accept contributions in honor of and/or in memory of members
and friends. The original gifts or donations shall become the
principal for this fund. Any accumulated interest above one
hundred dollars ($100) shall be transferred into the available
fund and used for the benefit of the chapter at the discretion of
the finance committee. Upon the death of a member, the
chapter shall contribute five dollars ($5) to this fund.
ARTICLE V - ORGANIZATION
Section A. Chapter Rules
1. Beta Chapter Rules shall be consistent with the Constitution,
International Standing Rules, State Bylaws, and State Rules.
2. Updated chapter rules shall be submitted to the state bylaws
and rules committee every two (2) years by the president.

Section B. Area
The chapter shall participate in the activities of Area VI.
Section C. Coordinating Council
1. The chapter shall participate in the activities of the San
Antonio Coordinating Council.
2. The chapter shall send the president as a representative to
the San Antonio Coordinating Council.
3. The chapter shall pay the designated yearly dues to the San
Antonio Coordinating Council.
ARTICLE VI - OFFICERS AND RELATED PERSONNEL
Section A. Officers
The officers of Beta Chapter shall be a president, a first vicepresident, a second vice-president, a recording secretary, and a
corresponding secretary all elected by the chapter in accordance
with the Constitution Article VI and International Standing Rules
6.03.
Section B. Related Personnel
The incoming president shall appoint a parliamentarian and the
executive board shall appoint the treasurer.
Section C. Duties
1. Chapter officers shall perform the duties enumerated in the
Constitution, Article VI.
2. The chapter president shall attend the State Executive Board
meeting and shall represent the chapter as a voting member.
If the president is unable to attend, she shall appoint a
representative from the membership.
Section D. Nominations and Elections
1. Elections for chapter officers and the new nominations
committee are held in even-numbered years.
2. The chairman of the nominations committee shall be named
by those elected to the committee.
3. It is the duty of the nominations committee to submit the
name of one (1) nominee for each of the five (5) elective
office positions and seven (7) names for the new nominations
committee. Consent of each nominee for office must be
obtained.
4. The nominations committee shall present its report at the
February business meeting.
5. The election of officers and the new nominations committee
shall be held at the March business meeting. The slate with

candidate qualifications shall be presented to the chapter


members. Nominations shall be made from the floor with the
consent of the nominee.
6. If there is only one nominee for an office, election shall be by
voice vote and a majority of the votes cast, elects.
7. If there are two or more nominees for an office, election shall
be by ballot vote and a majority of the votes cast, elects. The
nominations committee shall prepare the ballot and conduct
the election.

Section E. Term of office


1. The term of each elected officer shall be two years or until a
successor is named. No officer, except the treasurer, may
serve in the same office longer than two terms in succession.
Officers shall take office on July 1 following their election.
2. The treasurer shall be appointed by the president each
biennium.
Section F. Vacancies
1. If a vacancy occurs in the office of president, the first vicepresident shall become president.
2. If a vacancy occurs in other elective or appointed positions,
the president shall name a successor.
ARTICLE VII - EXECUTIVE BOARD
Section A. Members
1. The members of the executive board shall be the elected
officers of the chapter and the immediate past president.
2. Members ex officio of the executive board shall be the
treasurer, with
vote, and the parliamentarian, without
vote.
Section B. Duties
The duties of the executive board shall be those specified in the
Constitution, Article VII, section C.
Section C. Meetings
1. The executive board shall meet at least twice annually.
2. All board members being notified, matters requiring
immediate board action may be voted upon by postal or
electronic mail, or in an electronic meeting wherein all
members may simultaneously hear one another and

participate during the meeting. A majority vote of board


members shall be required for action.
Section D. Quorum
A quorum shall be a majority of the voting members of the
board.
ARTICLE VIII - COMMITTEES
Section A. Standing committees of Beta Chapter shall be:
1. Society Business: Audit and Finance; Chapter Rules and
Legislation; Ceremonies; Communications; Membership;
Necrology; Nominations; and Yearbook.
2. Society Mission and Purposes: Achievement Awards;
Financing Recruitment Grants; Music; Personal Growth and
Services; Professional Affairs; Program; Recruitment
Grants; Research; Scholarships; and World Fellowship.
3. Special Committees: Attendance; Courtesy; Social
Affairs; Telephone; and Virginia Rutledge Living Memorial.
Section B. Selection of Committee Members
1. All committees, except the nominations committee, shall be
appointed by the chapter president.
2. The nominations committee shall be elected in even-numbered
years by the membership.
3. The president serves as member ex officio with vote on all
committees except the nominations committee.
Section C. Committee Responsibilities
1. Chapter committees shall be responsible for any work
represented by the international committee descriptions in
Constitution, Article VIII, sections B and C.
2. Chapter committees shall refer to State Rules, section 9.0 for
additional responsibilities.
3. Required reports of the work of chapter committees shall be
prepared on forms supplied by international headquarters and
submitted to the person designated on the forms by the stated
deadline.
Section D. Voting
All members being notified, matters requiring immediate
committee action may be voted upon by postal or electronic mail,
or in an electronic meeting wherein all members by
simultaneously hear one another and participate during the

meeting. A majority vote of committee members shall be required


for action.
ARTICLE IX - CHAPTER MEETINGS
Section A. Meetings
1. Beta Chapter shall have five (5) business meetings each year.
2. The first business meeting shall be Homecoming in September.
Other business meetings shall be held on the fourth Tuesday of
October, January, February, and March.
3. All members being notified, chapters may use an electronic
meeting wherein all members may simultaneously hear one
another and participate during the meeting. A quorum must be
participating if a vote is taken.
Section B. Quorum
A quorum for chapter business shall be one-fourth () of the
chapters active membership.
Section C. Special Meetings
1. Homecoming shall be a dinner business meeting held on the
fourth Friday in September at 6:00 p.m. The program shall
include adoption of the budget, summary of programs for the
year, tributes to retiring members, and convention highlights.
2. The Christmas Social shall be in December and shall be hosted
by the president.
3. Ceremonials Luncheon shall be in April.
a. New members shall be initiated.
b. Red roses and brass shall be used.
4. Birthday Luncheon shall be in June.
a. The chapters charter members shall be honored.
b. 25, 30, and 40-year members shall receive pins.
c. Members serving on Texas State Organization committees
shall be recognized.
d. Members who received chapter achievement awards shall
be recognized.
e. The outgoing president shall pay tribute to the outgoing
executive board.
f. Red roses and brass shall be used.
ARTICLE X PUBLICATIONS
Section A. Chapter Newsletter

The chapter shall publish a newsletter, BETA BITS, at least five times a
year before chapter meetings. It is distributed by postal or electronic
mail to all members and copies are sent to designated state personnel.
Section B. Approval of Content
The chapter president shall approve the content of any publication
(newsletter, yearbook, brochure, or article submitted to a news
organization) prior to its release.

ARTICLE XI - SPECIAL CHAPTER POLICIES


1. The first vice president is the chairman of the program committee.
2. The second vice president is the chairman of the social committee.
3. The corresponding secretary shall serve as chairman of the
courtesy committee.
4. The treasurer shall serve on the finance committee.
5. The chairman of the yearbook committee is a member of the
program committee.
6. The communications committee will publish a newsletter each
month before the monthly meetings.
7. The courtesy committee shall operate by the following guidelines:
a. A card shall be sent to any member who is ill.
b. A card shall be sent for the loss of a family member.
ARTICLE XIIPARLIAMENTARY AUTHORITY
Roberts Rules of Order Newly Revised (current edition) shall govern the
proceedings of Beta Chapter in all cases not provided for in the
Constitution,
International Standing Rules, and these chapter rules.
ARTICLE XIII - AMENDMENTS
Section A. Provisions for Amendments
The Beta Chapter Rules may be amended by two-thirds (2/3) vote of
members present and voting at a meeting following a 30-day previous
notice of the proposed amendment(s).
Section B. Method of Amending
When an amendment(s) is to be considered, a written amendment shall
be presented at the previous meeting and also included with the
newsletter mailing prior to the meeting at which voting will take place.
ARTICLE XIV DISSOLUTION

In the event that it becomes necessary for Beta Chapter to dissolve,


there must be strict adherence to the provisions of the Constitution,
Article XIX, 3, and the State Rules, section 16.2
