OWNERSHIP MODELS

The BBC works under a PUBLIC SPHERE MODEL. While sky works
under a MARKET MODEL.
What is a public sphere model?
A public sphere model means serving the public and promoting
active citizen via information, education and social integration. The
BBC also addresses their views as citizen and not customer. The BBC
works under a ROYAL CHARTER.
What is a royal charter?
The royal charter was set up in 1927 and forms the constitutional
base of the BBC. It guarantees independence, and outlines duties of
the TRUST and EXECUTIVE BOARD. This means that the public
will get informative and educating programming without the
interruption of commercials.
The royal charter decides that the BBCs views be entirely
independent of any private or government persuasion and
that the network answers only to its viewers and listeners. 2
The royal charter also took action in 2007 by scrapping the board of
governors and had them replace with the BBC TRUST.
The BBC trust is the government body of the BBC. It ensures that
the public (who own a pay for the BBC via a licence fee) gets the
very best out of their corporation and makes sure that the citizen or
viewers gets value for money.
For example PANORAMA3 is a current affairs programme, featuring
interviews and investigative reports on a wide variety of subjects.

What is a market model?

The Market model refers to independent companies and global
multinational and conglomerate corporations - a collection of
companies selling products whereas the. The Market models

primary purpose would be to produce profits for owners and

stockholders.
FUNDING:
How dose SKY gets its funding?
Sky gets it funding by selling subscriptions, packages, product
placement and advertising space.
SKY is an independent company aka it works under a commercial
model. To get funding by selling subscription packages, product
placement and advertising space.
How does the BBC gets its funding?
The license fee funds the BBC. The model audience are customers/
customers that pay for their services.
Both media models have similar approaches to their audiences.
They want to be popular and ratings matter. Both are concerned to
reach young audiences that they provide services for. The Market
models and Public Sphere models encourage young people to buy
products. Advertising dominates commercial television but BBC also
advertises their programmes, services and merchandise through
video sales, publishing and franchising.. The big difference is the
Market model focuses more on entertainment value and the Public
Sphere model focus more on the learning and educational
programmes as part of its flagship best practice.
FLAGSHIP PROGRAMMES AND CONTENT:
Flagship programs are basically industries trademarks. For example
the BBCs trademark would be nature documentaries and Skys
trademark would be sports. I believe that is more mainstream
entertainment, while the BBC trys to be original.
REGULATIONS:
The BBC is a British public service broadcasting corporation that
works under a Royal Charter. The BBC is a corpation, independents,
direct government intervention, with its activities being overseen
by the BBC Trust.
OFCOM (office of communication) is a government regulatory and
competition authority for the broadcasting, telecommunications and
postal industries of the UK. Unlike the BBC Tust, Ofcom has the
ability to regulate all UK Television and radio channels for example

channel 4, ITV etc. but only the once that aimed at the audiences in
the UK but not the world service which is grant-in-funded.
OFCOMS BROADCASTING CODE:

Protection of under 18s

Harm and offense
Avoidance of inciting crime or disorder
Responsible approach to religious content
Prohibition of use of image of very brief duration
Fairness
Privacy

INNCOME GENERATION:

The BBC uses a LICENCE FEE for founding while Sky

Licence Fee:
The BBC gets most of its funding via the licence fee. This is basally a
tax on anyone owning/ operating any equipment to watch or record
broadcast television. You can be persecuted for not paying it (like
you would if you dont pay any other taxes.) From 2009 people will
pay 142.50 for a colour T.V and 48 for a Black and while T.V.
The BBC also sells BBC products world for example they own BBC
America and they co-own UKTV with Virgin Media. They also co-own
2entertain with Woolworths, all the BBC are released via 2entertain.

ABOUT FORMING A PARTNERSHIP
CRITICISMS AND CONTROVERSIES:5

Criticisms and Controversies would include the Sachsgate6 scandal
(BBC) and the Hackgate scandal (Sky).

Throughout the BBCs long history there have been MANY

controversies, ranging from political to cultural.
For example Top Gear.
Top gear is a popular motoring show on BBC2. It has become
somewhat infamous for igniting controversy, one of the most
notable being: Mexican Mockery7.
During the second episode of series sixteen, the presenters mocked
the Mexican sports car on justification of it being designed in
Mexico, during this the presenters made several jokes about
Mexican stereotypes, Clarkson ended the conversation by saying
that the Mexican ambassador to Britain would be too lazy to make
any kind of complaint, this prompted the Mexican ambassador,
Eduardo Medina Mora, to write to the BBC.
The CBBC children's television show, Blue Peter, has had quite a few
controversies in its recent history and Sachgate scandal
AUDIENCE FEEDBACK AND COMPLAINTS:8
The BBC audiences are at the heart of everything the BBC does.
Audience feedback is valuable to help the BBC to improve their
programme quality. Their commitment to their audience is to ensure
that complaints and enquiries are dealt with quickly, courteously
and with respect.
Cbeebies have a section in which parents can voice their opinions
on presenters and be heard on issues regarding their children
programs.
CONCLUSION:
I believe in some ways the Sky and BBC are very different but also
very much the same. The differences9 begin with their History. The
BBC have a loyalty card from generations of families who subscribe
to the licence fee. Sky has huge cross platform marketing
campaigns advertising its products and services. But despite all the
differences they have one end goal is to please their audience with
their programmes. I was part of the BBC team and for my part I had
to research Ownership models I have a better understanding of
ownership models Sky is more popular in their programmes.
