BE IT ENACTED BY THE MILLERLAND CONGRESS


SECTION 1: FINDINGS
Congress makes the following findings:
1) That the information contributed to terrorist investigations by the use of
section 215 telephony meta-data was not essential to preventing attacks and
could readily have been obtained in a timely manner using conventional
section 215 orders.
2) NSA collects data on 3 billion phone calls per day, which is about 30
percent of all Americans call records.
3) The XKeyscore Program captures and stores 40 billion internet records
per month.
4) International payments, banking and credit card transactions are flagged
and monitored by the NSA.

SECTION 2: PURPOSE
This bill provides that the National Security Agencys (NSA) mass data collection
program become illegal to uphold each citizens entitled civil rights.

SECTION 3: GENERAL PROVISIONS


This bill allows the government to immediately terminate the National Security
Agencys bulk telephone records program and mass collection of information and data
records online and offline. As these programs violate the civil rights to privacy, any
future illegal and unwarranted espionage or collection of records of American citizens
will lead to federal investigations of the transgression and punishments set accordingly
to the degree of violation.

SECTION 4: DEFINITIONS
Espionage: commonly known as spying, is the practice of secretly gathering
information about a foreign government or a competing industry, with the purpose of
placing one's own government or corporation at some strategic or financial advantage.
