The dispute appears to be the final stumbling block to a superpower agreement 10 ‘eliminate land-based medium. and shorter-range nuclear missiles in Europe and Asia, Chief US negotiator at the Geneva arms talks, Max Kampelman, said that while the nuciear warheads for the missiles are US controlied, the missiles themselves are owned by West Germany and are therefore third-party sysiems which shold not be part of the bilateral negotiator ie map above shows the range of Pershing 1A missiles from three theoretical sites in West Germany, ‘The USSR insists there can be no agreement without the elimination of the Pershings. Soviet Foreign Minister Eduard Shevardnadze noted that West Germany sin valation of a 1970 nuclear non-proliferation treaty by allowing nuclear weapons on is soil West Germany has “neither the legal nor the moral ight io have nuclear weapons”. The USA insists it does not have @ mandate to negotiate the West German-based missiles and that Bonn will have to decide on the future of the systems in consultation with its NATO allies, : Shevardnadze said that if West Germany insisted on retaining the Pershings 1As, the Soviet Union’s East Eurooean allioa would be justified in esking the USSR for similar systems and ''the Soviet Union could moot their request”, The USSR also turnad down an earlier suggestion that the ageing Pershings, with ‘range {rom 180to 740 km, could be made obsolete by 1992 and that the USA would not then replace the missiles. ‘Shevardnadze made en important concession at the conference when he said: ‘The Soviet Union is now ready to accept legally-binding, mandatory challenge inspections, \without right of refusal."" He invited delegates to visita site in the USSR that the USA claims to be a major chemical warfare production plant. Graseby Communications EEE eSEe) Airto ground target ‘scoring system.
