REVOCATION,
MODIFICATION OR REVERSAL WILL BE

revocation, modification, or reversal of any of
the rules and regulations promulgated by the
Secretary of Finance and rulings and circulars
promulgated by the CIR shall NOT be given
retroactive effect.

Under the final withholding tax system,
the amount of income tax withheld by
the withholding agent is constituted as a
