1. Purpose
This procedure defines the physical progress measurement and progress calculation
method for the PROJECT.
2. Scope
This progress measurement procedure, describes the physical progress calculation
throughout engineering, procurement, construction and commissioning
4. Responsibilities
Planning and Project Control Department is responsible for preparing and issuing the
Progress Measurement Procedure for approval at the beginning of the PROJECT and
shall be responsible for executing the requirements of this procedure.

The project divided into four (4) phases for measuring the project progress and a weight
percentage assigned to each part in proportion to the contract amount.
The four phases are as follow:
- Engineering
- Procurement
- Construction
- Commissioning
A detail breakdown of all work activities (Work Breakdown Structure WBS (code: 8903-00PL-WBS-001)) with its weight factor shall be prepared. The breakdown shall be used for the
assessment of the project progress after the OWNER / MCs review and approval. The
progress percentage of each activity in the lowest level of WBS shall be summarized by its
weight factor and generate the progress percentage in the higher level of the WBS.
The physical progress measurement milestones for assessment of all activities separately in
engineering, procurement, construction and commissioning phase shall be developed at
the start of the project and submitted to the OWNER / MC for approval.
5.1 .
Engineering
For the engineering phase of the project, the physical progress measurement criteria shall be
based on the actual deliverables issued for OWNER / MC approval and the already
approved deliverables and non-deliverables. Such List shall be defined for each discipline
in early stage of project. Work steps for measuring the physical progress of engineering
deliverables will be done according to following table :

Level 5th of WBS should be considered as deliverables. In case of any change in the list
of deliverables, Weight Factor for added documents should be considered as Zero and for
deleted documents, 100% progress should be consider
Note: Weights of not issued documents which will be deleted from project MDR shall be divided
between other not issued documents in same category equally

Procurement
The equipment and material control log shall be prepared. In which every equipment /
material, with their associated weight value shall be shown. The weight factor shall be
established based on the price breakdown of all equipment and bulk material of this project.
The specific tasks in sequence of work steps related to each equipment, are utilized as the
physical progress measurement milestones which shall show the steps of progression to
complete a procurement activity. The procurement physical progress achieved shall be
ascertained from the approved weighting factors as below:

Construction
For the construction phase of the project, the physical progress measurement criteria shall
be derived from quantities or volumes completed versus quantities or volumes required
refer to 3rd clause of CONTRACT. The estimation of quantities shall be extracted and
shown.
Construction physical progress achieved shall be derived from the approved weighting
factors established for incremental steps required to complete all types of field construction
activities per discipline which will be finalized later. In fact, these steps are used for
assessment of the progress for the construction activities as the physical progress
measurement milestones.
