institutions – conduct a survey.
Conducting feasibility surveys on mobile phone
networks.
Finding the needed human resources, especially the
specialized and trained human resources, in building
and in maintaining the network.
Making the public aware about the new system.
Drawbacks
A large number of people will lose jobs in the
government sector. It may increase the
unemployment.
Huge some of money has to be invested to launch the
project.
It may take time for the public to get used to the new
system.

Training the younger generation for new job
opportunities in emerging fields in the country.
The investment can be recovered easily after
implementing this network by reducing the
conventional expenses of the government.

Increase the efficiency of the government system.
It will create a very friendly association between the
government authorities and the public.
Reduce the expenses of the government. This new
system saves time, remove unnecessary flow of work in
the hierarchy.
Make a large rapid development in Sri Lanka mobile
service industry, IT industry and Networking industry.
Though some traditional job opportunities are lost
because of the new system, it may create a number of
specific job opportunities which require trained
employees.
