schemes being extended to the ex-servicemen and their families by the Central and State
Govts, besides important reference letters.
3. I must express that most of the States have shown great concern for the welfare and
well being of the Ex-Servicemen and their families. However, much more to be done in the
days to come.
4. I do hope that this guide book amply provides all the requisite information to the Ex-
Servicemen community and their families.

FOREWORD
1. This latest edition of ‘Guide Book’ is published with a view to keep the ESM
well informed. This book will provide necessary information on the facilities
available for them and also guide them on the procedures to be adopted to avail
those facilities including details of agencies involved in the chain of assistance.
2. About 25 lacs of ESM exist as on date, which includes 4 Lacs widows and
about 60,000 retire every year. Most of these ESM are from rural background
and are mostly unaware of the facilities available to them. In order to ensure
their welfare, the Govt has opened the dept of Ex-Servicemen Welfare in the
Ministry of Defence to address the issues of the Welfare, rehabilitation and
Pensionary problems of the ESM.
3. I do hope that this edition will surely educate the ESM Community on th
schemes being run by the Deptt of Ex-Servicemen Welfare/MoD, DGR and KSB o
various welfare, rehabilitation and career transition facilities.

CHAPTER -2
DEFINITION OF EX-SERVICEMEN
1. The eligibility of the retired Defence personnel to the status of ex-servicemen is
governed by the definition as laid down by Department of Personnel and Training. The
definition has been undergoing changes from time to time. The following is the broad
categorisation:-
(a) Those released before 01 Jul 68. Any person who had served in any rank
(whether as Combatant or not) in the Armed Forces of the Union and has been
released from there other than by way of dismissal or discharge on account of
misconduct or inefficiency.
(b) Those released on or after 01 Jul 68 but before 01 Jul 79. Any person who
had served in any rank (whether as a Combatant or not) in the Armed Forces of the
Union for a continuous period of not less than six months after attestation and released
from there other than by way of dismissal or discharge on account of misconduct or
inefficiency.
(c ) Those released on or after 01 Jul 79 but before 01 Jul 87. Any person who
had served in any rank (whether as a Combatant or not) in the Armed Forces of the
Union for a continuous period of not less than six months after attestation if discharged
for reasons other than at their own request or by way of dismissal or discharge on
account of misconduct or inefficiency and not less than 5 years of service if discharged
at own request.
(d) Those released on or after 01 Jul 87. Any person who had served in any rank
(whether as a Combatant or not) in the Armed Forces of the Indian Union and was
released/retired with any kind of pension from Defence Budget or released on
completion of specific terms of engagement with gratuity other than at his own request
or by way of dismissal or discharge on account of misconduct or inefficiency.
(e) Govt of India, Ministry of Defence (Deptt of Ex-Servicemen Welfare) vide their
Office Memorandum No. 12/1/2005/D (Res) dated 01 Feb 06 has conveyed that it has
been decided with the approval of Hon’ble Raksha Mantri that such Recruits who were
boarded out/released on Medical Grounds and granted Medical/Disability Pension, will
also be covered under the category of Ex-Servicemen for all practical purposes.
(f) Officer cadets boarded out of training academies will be treated as ex-
servicemen only for the purpose of employment in civil services.
2. The eligibility of the person to the status of ex-servicemen will be governed by the
definition in vogue at the time of his discharge and will not be affected by the changes in the
definition subsequent to his discharge.
3. In addition the personnel of Territorial Army (TA) of the following categories viz.
pension holders for continuous embodied service; persons with disability attributable to military
service; and gallantry award winners retired on or after 15.11.86 and the personnel of the Army
Postal Service (APS) who are a part of the regular Army and retired from such service, i.e.
directly from the Army Postal Service itself without reversion to P&T Department with a
pension or who have been released from such service on medical grounds, attributable to
military service or circumstances beyond their control and awarded medical or other disability

pension are also covered within the definition of ex-servicemen with effect from19 Jul 89.
ARMED FORCES
4. Armed Forces of the Union means the Army, Navy and Air Force of the Indian Union
including Armed Forces of the former Indian States but excludes the persons who have served
in Defence Security Corps, General Reserve Engineering Force, Lok Sahayak Sena and Para
Military Forces (PMF).

1. The Identity Card to the retiring Armed Forces personnel is issued by concerned Zila
Sainik Board/Zila Sainik Welfare Office (ZSB/ZSWO) where the retiring Defence personnel
propose to settle down after retirement as recorded in his discharge document(s). For this
purpose, all retiring defence personnel are required to get their particulars filled in the
registration form in duplicate at the Record Office at the time of their discharge. One copy of
the registration form is forwarded by the Record Office to the concerned ZSB/ZSWO by post
and the second copy by hand through the retiree himself. Thereafter, the individual is required
to call on the concerned ZSB/ZSWO along with three copies of the stamp size photographs,
discharge certificate/PPO and other relevant service documents for issue of Identity Card. At
the ZSB/ZSWO, the particulars are scrutinised and in case the individual qualifies to the status
of ex-servicemen, he will be asked to fill in an application form and Identity Card will be issued
to him. Formats for applying for registration by ex-servicemen and widows with their
respective RSB/ZSB/ZSWO and issue of ex-serviceman/widow identity card are given at
Appendix ‘B’ `C’ `D’ and `E’. The Secretary, KSB may also issue Identity Card to ESM for
special case, whilst keeping the ZSB’s informed.
2. Please remember, Identity Card is a pre-requisite for availing the benefits of the
welfare schemes instituted under the "Armed Forces Flag Day Fund" vide Government
of India SRO 7E dated 13 Apr 1993.

CHAPTER - 4
1. The DGR has the overall responsibility for resettlement of ex-servicemen (including
officers), their widows and dependents and the disabled armed forces personnel invalided ou
of service. Various welfare activities are carried out by Secretariat of KSB and resettlemen
schemes implemented through the directorates of the DGR. DGR is headed by a serving
officer of the rank of Maj Gen.
2. The schemes of the DGR can be specifically categorised under the following heads:-
(a) Training.
(b) Employment
(c) Self-employment.
3. The Training Directorate of DGR organises resettlement training for retiring as well as
retired service officers, JCOs/ORs and their equivalents in other Services. Training
programmes are conducted through government, semi-government and private institutions o
repute at various places in the country. Resettlement training programmes cover a wide range
of subjects. These are modified from time to time depending on the job opportunities available
in the civil sectors. New courses are added so as to increase the employability potential of the
personnel. While selecting the programmes, more emphasis is given to vocational training
courses so that skill development and enhancement is afforded to facilitate self-employment.
4. Details of resettlement training programmes organised by the DGR are published each
year through Resettlement Training Brochures, separately for Officers and PBOR and
distributed throughout the three services and the Sainik Board Organisation. These are also
hoisted on the DGR website dgrindia.com.

Management & Research) and ASSOCHAM, Delhi. These specially designed programmes
enable senior officers to serve as Independent Directors on the Boards of Directors of Public
Companies, consequent to the revised SEBI regulation which makes it mandatory for all listed
companies to have at least one third to one half such directors on their boards.
7. The service officers undergoing resettlement training organised by DGR are treated on
Temporary duty up to a maximum period of 24 weeks. During this period they are not entitled to
any daily allowances. They are also not entitled to traveling allowances.and free Railways
warrants for the journey from and to their parent units. 40 percent of the total cost of training
fee is borne by the officer attending the training programme while the balance 60% is paid by
the DGR.
9. 24 Week Management programme, on similar lines as for officers, have also been
introduced in renowned Management Institutes for PBOR to improve their employment avenues
at the Junior/Middle Management level in the corporate sector. PBOR applying for these
programmes are being put through a selection process in the first week of the programme.
Holding a Diploma/Digree in any field, besides being adequately conversant with Compute
operations and reasonable fluency in written & spoken English, are the essential criteria to be
eligible to attend these programmes. Three day capsules on Second Caree
Transition/Preparation have also been introduced in all Regimental Centres across the country
for retiring PBOR in order to arm them with sufficient information for a smooth transition to a
second career in the civil market. Prospective employers and Industry representatives are
being invited to these programmes to short list and offer job placements to retiring PBOR even
before completion of their discharge/pension drills.
10. The courses are conducted free of cost to the PBOR and the course fee is paid directly
to the institutes through the DGR budget allotted by MOD. The course duration is treated as
Temporary Duty and PBOR are entitled to avail Free Railway Warrant and Travelling allowance
for the journey to and fro from their parent unit.
Resettlement Training: Ex-Servicemen (ESM)
11. This was introduced in the year 1983-84 as a Central Scheme with the aim of providing
resettlement training to ex-servicemen who might have had no opportunity to undergo
resettlement training while in service. Job oriented training is provided in various fields
covering almost the same subjects as vocational training for serving PBOR. The scheme has
also been extended to the widow/ on dependent of an ESM, irrespective of whether his death is
attributable to military service or not. The list of courses, approved by MOD, has been
increased to include 67 disciplines and virtually covers every field under which an ESM could
find a job suitable to his needs. Duration of vocational training under this scheme varies from

one month to six months during which a stipend of Rs. 1000/- per month is paid to trainees
attending programmes outside their districts. List of courses approved under the scheme has
been forwarded to Department of Sainik Welfare/Rajya Sainik Boads of States/UTs
Employment
13. Besides, there is 10 percent reservation for the post of Assistant Commandants in the
Para Military Forces.
14. Ex-servicemen have also been granted relaxation in age and educational qualification
and exemption from payment of application/ examination fees.
15. Besides, under the existing instructions, for the purpose of appointment in Group 'C'
and 'D' posts under the Central Govt as well as PSUs filled by the employment exchanges,
disabled ex-servicemen whose disability is attributable to military service are accorded Priority
I. Further, upto 2 dependents of Armed Forces personnel killed in action or severely disabled
(with 50 percent and above disability and who have become unfit for employment but disability
is attributable to military service) are given Priority II. Widow/son/daughter of Armed Forces
Personnel died while in service (death not attributable to military service) are also eligible for
compassionate appointment for Group 'C' or 'D' post.
16. It is to be noted that the reservation for ex-servicemen is at present horizontal and not
vertical reservation as being provided to SC/ST/OBCs. In the case of horizontal resevation,
candidates desiring to avail vacancies against a reserved post, should obtain a certificate of
the class to which they belong i.e. SC/ST/OBC from Tehsildar/Sub-Division Magistrate of their
area. There is no fixed point allotted to ESM in the 100-point roster as are being earmarked for
SC/ST/OBC.
17. Persistent efforts are being made through interaction and liaison with the Corporate
Sector/Private Sector to create more employment avenues for the ex-servicemen, widows and
dependents. It is advisable that ex-servicemen, widows and dependents acquire the specific
knowledge based requisite skills through training so that their chances of employment in the
business and industry are enhanced. All ex-servicemen and widows registered with Director
Employment at DGR are being sponsored against requests received from the civil sector.
18. Registration for Officers. The officers can register their names for employment
assistance with the Directorate of Employment, DGR, West Block IV, RK Puram, New
Delhi-110 066 as follows:-
(a) Retiring on superannuation - Anytime during the last two years of his service.

19. An officer is required to renew the registration every year before the expiry date,
quoting his registration number. Failure to renew in time will lead to registration being
cancelled. The registration depending on the rank, will be automatically cancelled on the
officer attaining the age given below :-
20. Registration for self Employment Assistance. Officers registering for self
employment assistance can register only for one of the self employment schemes (namely
Security Agency, coal Transportation Company, Toll plaza). Registration for self employment
assistance is done after retirement before officer has attained age of 58 and within three years
of retirement/release from service.
21. PBOR. The process of registration should be started 12 months before the
actual date of release of the ex-servicemen. The Officer Commanding of the Unit is to prepare
the Employment Index Card in triplicate and forward to Records Office who after scrutiny of
particulars will forward to the concerned ZSB/ZSWO. He will be registered by the ZSB/ZSWO
and registration number will be allotted. The ex-servicemen can also contact their concerned
ZSB/ZSWO directly for registration. Every ex-serviceman who registers with the ZSB/ZSWO
has to renew his registration once in three years.
DGR Website
24. DGR Website, www.dgrindia.com was commissioned in the month of Oct 2002. It
has information on schemes pertaining to all the directorates under DGR. Various forms can
be down loaded for a particular scheme. Employment Directorate module has the facility for
registration on line by officers and prospective employers to search for officers seeking
employment.

Self-Employment
(a) Scheme only for ex-Service officers – Those have register with the DGR
within two years of retirement/release
(d) Duration of sponsorship initially is for five years, extendable upto nine
years subject to receipt of satisfactory performance certificate from coal
subsidiary.
26. Tipper Truck Scheme. This scheme envisages the attachment of one tipper truck to
an ex-servicemen coal transport company.
(b) Coal company pays Rs. 3000/- per month for five years.
(a) Eight percent Defence Quota. The oil products except for kerosene
and naphtha remain controlled. Under this scheme, Ministry of Petroleum and Natural
Gas (P&NG) have reserved 8% of the retail outlets of Petroleum & LPG for War
Widows/dependents/disabled soldiers as per the following priority:-
(b) The eligible candidates apply to DGR for issue of eligibility certificate based on
the advertisement in leading newspapers by the various oil companies. They then
apply to Ministry of P&NG for specific retail outlets. Ministries of P&NG scrutinize each
application. A dealer selection board appointed by Ministry of P&NG then interviews

the applicants, under defence quota. A letter of Intent (LOI) is then issued to those
selected.
(c) Special Scheme. 500 petroleum/LPG outlets were released by Govt for
widows/NOK of personnel killed in OP VIJAY in KARGIL Sector. A case has been taken
up with Ministry of P&NG to allot 50 of these outlets to disabled soldiers boarded out of
service during Kargil War.
(a) ESM can apply within five years of retirement. Widows can also avail of
the scheme.
(c) Security deposit is required in the form of Bank draft in favour of DGR
Security Deposit Fund payable at Delhi
(a) SEMFEX-I. Establishing of tiny and small scale industries under aegis of SIDBI
(i) Project ceiling - Rs. 15 lakhs
(ii) Promoters Contribution - 10% - 12.3%
(iii) Soft Seed Assistance - 15%
(iv) Interest on soft seed - 6%
(iv) Interest free soft loan assistance is available under farm and non-
farm activities.
(v) Capital investment subsidy is available upto Rs.50 lakhs for cold
storages and storages for horticultural produce.

(c) SEMFEX –III. Setting up of Khadi and Village Industries with support from
KVIC.
(iii) 30% subsidy upto Rs 10 lakh by KVIC and above this amount, it
will be 10% of the project cost.

activities) - Rs.1 lakh.

Directorate of Publicity
42. Director Publicity is responsible for organizing publicity of various resettlement and
welfare schemes for ex-servicemen, widows and war widows/dependents formulated from time
to time by Directorate General Resettlement. He also maintains a channel of information
between DGR and the ex-servicemen through Rajya and Zila Sainik Boards and serving
personnel who are potential ex-servicemen of the future. Other responsibilities include :
(a) Printing of publicity material including pamphlets, booklets, folders, posters etc.
(b) Publishing journals and all other printed material, liaison with Sainik Samachar.
(d) Liaisoning with broadcasting officer (Fauzi Programme) of All India Radio to
provide support to Recruitment Rallies and other publicity programmes.
(e) Organising prgrammes with Doordarshan Kendra and Films Division for
promoting the cause of ex-servicemen among the public in general and production of
news features.
43. Directorate of Statistics & Records of the DGR is entrusted with conduct of census of
Ex-servicemen through RSB and ZSB in the country. Some of the other responsibilities of the
Directorate are as follows:-

CHAPTER – 5
1. Kendriya Sainik Board is the Apex Body of Govt of India, which formulates policies for
Resettlement and Welfare of ex-servicemen and their families. The Board has Hon’ble Raksha Mantri as
its President and other members in the Board, which include Chief Ministers of all States/UTs, Ministers
in other Central/State Govt departments and the three Services Chiefs, retired officers, ladies, and
retired JCOs.
2. The Board meets once a year to review outstanding issues related to resettlement and
welfare of ex-servicemen and considers new problems and schemes. The Secretariat of
Kendriya Sainik Board is headed by a serving officer of the rank of Brigadier or equivalent from
the Navy/Air Force. The composition of this board is under review and will be notified
separately.

3. KSB Secretariat: Secretariat of KSB is co-located with the Office of DGR. There are
five officers under Secretary, KSB, which include officers from Army, Navy and Air Force and
one civilian Accounts officer on deputation from CGDA. Their designations are:-

(d) Monitor and guide the Deptts of Sainik Welfare in their functioning as per
guidelines laid down by KSB / Ministry of Defence.
(g) Inspect the Department of Sainik Welfare of States/UTs each year and
report on their functioning to DGR/State Govt/MoD.
(h) Attend Rajya Sainik Board and Amalgamated Fund Meeting in States as
special invitee.
(l) Operate the Scheme for allotment of Medical, Dental and Engineering
seats under Ministry of Defence quota.
(m) Organise and conduct Armed Forces ‘Flag Day Collections’ at Central
Govt Deptts located at Delhi.

(n) Provide flags and posters and publicity material for conduct of the AFFD
in States/UTs and Indian Missions abroad.
(q) Issue I-Card for availing Rail Travel Concession to War Widows and to
Ex-Servicemen in special cases.
(u) Liaise with Service HQs for attaching serving defence personnel in all the
RSBs/ZSBs to activate grievance monitoring cell and look after the interest of
the families of serving soldiers.
(v) Advise on the correct investment of the Amalgamated Fund by the RSBs
of the States/UTs.
5 At the State level the resettlement and welfare of ex-servicemen is handled by one of
the Ministries in the State Govt and the Secretary of the Deptt concerned oversees the work of
Deptt of Sainik Welfare. The Deptts of Sainik Welfare exercise general control and supervision
over the Zila Sainik Welfare Offices some of which cover more than one revenue District. The
Chief Minister of the State is the Chairman of the Rajya Sainik Board in the State and Collector
is the Chairman of the Zila Sainik Board. The Secretaries to the Rajya Sainik Board are
invariably the Directors of the Deptt of Sainik Welfare and the Secretaries to the Zila Sainik
Boards are the Zila Sainik Welfare Officers. The Zila Sainik Welfare Offices are established in
Zilas which have population of 7,500 and above of ex-servicemen, widows, dependents and
families of serving defence personnel left behind. However, in certain districts in remote/hilly
areas, the population limitation of minimum of 7500 can be waived as stipulated in the rules.
6. The composition of the Rajya Sainik Boards and Zila Sainik Boards is given below :-

7. To revitalize the Sainik Board Organisation in the States/UTs, Ministry of Defence pays
50 per cent for the establishment of Department of Sainik Welfare and maintenance costs of
these departments to States/UTs. DGR and Secretary KSB therefore advise the Department
of Sainik Welfare in States/UTs on policies for resettlement and welfare of ex-servicemen,
widows and seek reports from the Director Department Sainik Welfare/Secretary RSB and Zila
Sainik Welfare Officer/Secretary ZSB on implementation of policies and success in resettling
ex-servicemen, widows, disabled personnel invalid out from Service and their dependents.
Advice is also rendered on the welfare schemes required for the clientele, which are financed
from funds allotted by Govts of States/UTs and the Amalgamated Special Funds.

8. The Departments of Sainik Welfare/Rajya Sainik Boards in the States/UTs are responsible
for the following functions:-
(a) Control and Co-ordinate the work of Zila Sainik Welfare Offices in the State and ensure their
effective functioning.
(b) Maintain Liaison with Ministries of the State, State undertaking and enterprises
and Banks to seek vacancies for ex-servicemen and widows as per reservation policy
of the State and as per recruitment rules, monitor such vacancies and ensure ex-
servicemen or widows fill these up, and have the policy on reservation for ex-
servicemen in the State amended in conformity with that of Centre. They ensure that
ex-servicemen are given due place in the 100 point roster prepared by States/UTs in
accordance with their reservation policy and be a member of the Subordinate Selection
Board of the State to ensure above.
(c) Promoting measures for the welfare and resettlement of ex-servicemen and
families of serving/deceased personnel of the Armed Forces.
(d) Disseminating information to the general public regarding the Armed Forces in
the country and for taking measures to enhance interest in Armed Forces amongst
general public.
(e) Administering the Zila Sainik Welfare Offices (ZSWOs) in the State in
accordance with the rules and instructions prescribed by the Central and State Govts
including annual inspections. In coordination with the administration of the State,
ensure that vacancies of Zila Sainik Welfare Officers and their staff are filled on
occurrence.
(g) Submit papers to KSB for claiming the 50 percent expenditure for establishment
expenditure of Department of Sainik Welfare/RSB and ZSWO/ZSBs of the State.
(h) Maintain up to date statistics of ESM, disabled ESM, widows and dependants
and families of serving defence personnel under the heads pensioners and non
pensioners both for ESM and widows.
(l) Seek and monitor employment opportunities for ESM and widows in the private
sector.
(m) Assist ESM and widows in planning and funding of self-employment ventures.
(n) Organise Armed Forces Flag Day Fund committee meetings in order to fix
targets for various state and voluntary agencies to enhance collection drive throughout

the year. Maintain the Amalgamated Special Fund and promite/institute Welfare
Schemes in the State from these funds as per decisions of the Management
Committee of these funds.
(o) Undertake additional welfare measures for ex-servicemen and widows. Give
wide publicity to welfare measures being undertaken by the Deptt through the media.
(r) Conduct Annual Inspection of the ZSB’s and submit report to the DC’s, Chief
Secretary, KSB and DGR.
(s) Ensure that only, ESM are employed in the RSB’s/ZSBs to qualify for the 50%
Central share towards pay and allowances. Employment of civilian employees must
be undertaken with the prior approval of the KSB/DGR/MoD.
(u) The serving Defence personnel when ever attached to the RSBs for monitoring
of redressal of grievances of detached families of serving soldiers, be given all the
administrative and logistic support. They be also enstrusted with the responsibility for
issuance of Identity Cards.
9. The Zila Sainik Welfare Offices (ZSWOs)/Zila Sainik Boards (ZSBs) which are the field
units of this organisation are responsible for the tasks as given under:-
(a) Disseminating information to the general public regarding the Armed Forces in
the country and constantly endeavouring to promote and maintain a feeling of goodwill
between civilian population, service personnel and ex-servicemen.
(c) Giving information to the general public regarding the conditions of service in the
Armed Forces and to assist intending candidates in approaching the appropriate
recruiting authorities for purposes of enlistment.

(e) Scrutinising applications for relief from various military and civil charitable funds
and making suitable recommendations.
(f) Granting financial relief to ex-servicemen and their dependents from funds at
their disposal. Recommending cases of ESM and their families for financial assistance
from KSB.
10. The welfare responsibilities of Zila Sainik Welfare Offices (ZSWOs) will encompass all
such traditional activities which were already being performed by these offices with particular
reference to the following :-
(b) Maintaining close liaison with the Pension Disbursing authorities/agencies in the
District to ensure prompt and correct payment of pension and reliefs to ex-servicemen
pensioners or their dependents.
(d) Assist families of serving personnel staying separately during their absence
away on duty.
(e) Promote and maintain under the guidance of the State Rajya Sainik Boards,
welfare measures in the District such as Rest House for ex-servicemen, old age
pensioners' homes, vocational and other training facilities and hostel for children of
serving defence personnel and ex-servicemen.
(g) Maintain liaison with other welfare organisations such as the Indian Red Cross
Society, NGOs and voluntary agencies to enhance additional sources of welfare and
concessions for ex-servicemen and their families/dependents in the Districts.
(h) Maintain an up-to-date register of war widows, dependents and those disabled in
action with a view to ensure their welfare.
(l) Ensure that their ZSBs are duly inspected by the Director, RSB every year .
(m) The serving Defence personnel, whenever attached to the ZSBs for monitoring
of grivences by the detached families of the serving soldiers, be given all the
administrative & logistic support. They should also be entrusted with the responsibility
for issuance of the Identity Cards.

11. The responsibilities of the Zila Sainik Welfare Offices (ZSWOs) with regard to
resettlement of ex-servicemen are :-
(a) To maintain close and effective liaison for purpose of resettlement through
employment of ex-servicemen with :-
(c) Provide all resettlement assistance to war widows, dependents and war disabled
as well as to those who died/disabled while in service due to attributable reasons.
(a) Organise Armed Forces Flag Day under aegis of the President ZSB (District
Collector) and Flag Day collections and any other authorised fund raising measures in
the district.
(c) Explore avenues for providing educational and vocational training facilities for ex-
servicemen and their dependents to enable them to seek employment or set up
self-employment venture.

CHAPTER - 6
1. Kendriya Sainik Board administratively controls the Welfare Funds for the welfare and
rehabilitation of ex-servicemen, war widows/disabled and their dependents. With the issue of
Govt of India, Ministry of Defence Notification No. SRO-7E dated 13 Apr 93, the following
funds have been amalgamated into one fund named as "Armed Forces Flag Day Fund":-
(a) Amalgamated Special Fund for war bereaved, war disabled and other ex-
servicemen/serving personnel,
2. The management and administration of the Armed Forces Flag Day Fund rests with the
Managing Committee with Hon’ble Raksha Mantri as its Chairman.
3. The Flag Day is commemorated on 07 Dec every year. The Day is intended to honour
the valiant and dead, to salute the veterans and brave and to enhance the traditional bonds
that exist between citizens of the country and the Armed Forces.
4. The day is named as Armed Forces Flag Day as decided by the Defence Committee of
Cabinet in Jul 1948. The day has now become an old and honoured annual feature of our
national life. It is on this day that the services rendered by personnel of Army, Navy and Air
Force are remembered.
5. We observe this day to enlist the public co-operation and support for three basic
purposes - rehabilitation of families of battle casualties, welfare of serving personnel and their
families and resettlement and welfare of ex-servicemen and their families, in general.
6. On this day citizens and volunteer organisation collect donations in exchange of token
flags and car stickers throughout the country. Token flags and car flags in red, navy blue and
light blue colours representing the three Services are distributed to the public through Rajya,
Zila Sainik Boards and the National Cadet Corps throughout the country by the Kendriya
Sainik Board in return for donations.
7. A concerted effort is made on this day to raise collection from the public. The
significance of the Day is brought home to the potential donors in a variety of ways. The Flag
Day messages are displayed through media to step up collections. At some places, Armed
Forces Formations and Units also arrange variety of shows, carnivals, dramas and other
entertainment programme.
8. Collections made on 7th December are pooled into one fund known as Armed Forces
Flag Day (AFFD) Fund and Amalgamated Special Fund at the Centre and States respectively.

The Fund is operated by a Managing Committee presided over by the Hon’ble Raksha Mantri
at the Centre and by the Governor/Lt Governor of States/UTs. The Committee lays down the
general policy and decides about the allocation of funds for various measures connected with
the welfare of ex-servicemen and their families. These funds are properly managed, audited
and accounted for. Donations are exempt from Income Tax in the hands of the donor.
9. It is pertinent to mention that the Centre is given only a very small share of the Flag
Day Fund collections made by each State/UT. The Centre's share is only one paisa per
individual of the population of each State/UT. This is forwarded by RSB to KSB on 01 Jan
each year.
10. Health Care: For serious ailments financial assistance of up to 90% for PBOR and
75% for officers is being provided by KSB to the non pensioners/pensioners. Rs.75000/- per
year is provided for dialysis and cancer. Ex-servicemen and families could take treatment for
serious disease at empanelled leading civil hospitals. The ECHS will cater for the Health Care
of defence pensioners who as per estimates are 60% of the ex-servicemen and widows
registered with the ZSWO/ZSBs. The remainder non-pensioner ex-servicemen and families,
World War II veterans will continue to be provided financial support for medical treatment by
KSB through AFFD Fund. Details are as follows: -
(a) The Financial Assistance to ESM pensioners/non pensioners/ widows/
dependents will continued to the afforded till 31 Mar 2008 viz, cut of date for ECHS
membership. Financial Assistance to serious diseases (Pensioners ESM/Dependents)
would be supported with ECHS Card/MRO receipt which is an mandatory requirement
of the KSB. The serious diseases for treatment of which financial assistance is
provided are: -
(i) Bypass surgery, angiography, 90% and 75% of the authoris-
angioplasty, open heart surgery, ed expenditure in case of
valve replacement, pace maker JCOs/OR and Officers
implant, kidney/renal transplant. Respectively upto
Rs.1,12,500/-
(ii) Stroke, arterial surgery, -do-
prostate surgery and total
joint replacement.
(b) The financial grant from KSB would be limited to the non pension holders for the
following serious diseases:-

(ii) Those ex-servicemen who have been members of AGI/AFGI Medical Benefit
Scheme and have already availed financial benefits from them are considered for
financial assistance from KSB if they go in for subsequent treatment of serious disease
and are not eligible for availing AGI/AFGI benefits for any further financial assistance.
(iii) As and when ECHS facilities are in position, all ex-servicemen and widows eligible
to join ECHS will not be entitled to finance from AFFD Fund. Non-pensioner ex-
servicemen continue to receive financial assistance from AFFD Fund as hitherto fore.
All pensioner ex-servicemen and family pensioners are therefore, advised to join
ECHS.
(iv) The claims beyond the jurisdiction of the KSB will be forwarded to the DGAFMS
for advice. Therefore, all claims be forwarded to the KSB for consideration.
(v) An undertaking will have to be given by the applicant awailing the medical
assistance/grant from RMDF/AFFDF as follows: -
11. Disabilities. There are quite a few ESM who become disabled during action or due to
accidents and other causes and are invalided out from service. These ESM are provided
special medical care and trained to become self-reliant. The care and rehabilitation is
undertaken in specialized institutions supported financially by KSB. These are: -

(i) The Queen Mary’s Technical Institute (QMTI) for disabled soldiers,
Range Hills, Pune was established in 1917. It is a private Charitable Institution.
It conducts ITI recognized vocational trades training courses for disabled
servicemen, ex-servicemen and their dependents. The Institute received the
recognition from the National Council for Training, Ministry of Labour,
Government of India, in 1971.
(ii) Prior to 1996, the Institute imparted training in low technology trades such
as dyeing and printing. In 1996, some new courses were added to provide a
wider scope for training and placement. Presently, the Insitution conducts
courses in handloom weaving and leather goods marketing, fitter, electrician,
mechanic diesel, mechanic radio, TV repair, stenography, etc.

(e) Indian Red Cross Society. KSB pays to Indian Red Cross Society for welfare
Services provided by the Society to sick and wounded servicemen/ex-servicemen in the
Armed Forces Hospitals. An annual grant of Rs 6.5 lakh has been earmarked for the
Society.
12. Supply of Motorised Tricycles to ESM Paraplegics. The KSB provides Motorised
Tricycle to the disabled ESM with 50% or more disability and if advised by the medical
authorities. Efforts are in hand to replace the existing motorized tricycle manufactured by the
Army Base Workshop with the ones manufactured by the standard Automobile companies.
The same would be promulagated, when approved by the MoD. All rquests for tricycle be
forwarded to the KSB for consideration.
13. Tool Kit for ex-servicemen Technicians. Out of Armed Forces Flag Day Fund, tool
kits are provided against a cost not exceeding Rs.2, 000/-.
14. Duty free import of Therapeutic gadgets for paraplegic ex-servicemen patients.
(a) Under Custom Notification No.208/81-Cus dated 22 Sep 1981, items required by
the disabled and other categories of physically handicapped are permitted to be
imported duty-free by any person. A perusal of the notification shows that it specifically
covers the following items: -
“Instruments and implants including self curing acrylic Bone Cement for
replacement and bonding of hips, knee and other joints for severely crippled and
handicapped”.
(b) The following items required by spinal patients and other categories of physically
handicapped people are covered: -
(aa) Folding wheel chairs with detachable arms and foot rests.
(iii) Aids to extend reach to pick up small items (with small magnet pick up).

(c) Further, under the same notification any other drug, medicine or equipment
which is certified by the DGHS/DDGHS/ADGHS to be a life-saving drug, medicine,
equipment, etc., can also be imported duty-free by any person.
(d) Similarly, under notification No.63/88-Cus and 64/88-Cus dated 01 Jan 88,
Government hospitals and certain categories of charitable hospitals are permitted to
import their requirements duty-free.
16. All India Gorkha Ex-servicemen Welfare Organisation, Dehradun. The All India
Gorkha Ex-servicemen Welfare Association (AIGEWA) was established in 1950 by the British
to collect funds for the rehabilitation of soldiers who were to be demobilized after the end of the
war. The Fund of AIGEWA was amalgamated with Armed Forces Flag Day Fund on 13 Apr
1993. Presently, the said Association is being provided an annual grant of Rs. 8 lakh per year
from Armed Forces Flag Day Fund.
17. War Memorial Hostels. The War Memorial Hostels were constructed with a view to
provide shelter to the children of War widows, war-disabled, attributable cases. Location of
War Memorial Hostels in States/UTs is detailed at Appendix 'J’. Each Regt. Centre has
provided non-recurring grant for construction and furnishing of WMH. Recurring grants are
provided to the WMH for wards of Defence personnel @ Rs.900/- p.m. and Rs.450/- p.m. for
attributable and non-attributable cases respectively. Admission to WMH is open to the wards of
all Defence personnel including those of Navy and Air Force in the following priority.
18. Sharing cost of construction of Sainik Rest Houses. The basic aim of constructing
a Sainik Rest House is to provide suitable & cheap accommodation to the ex-servicemen
during their short visit to the State Capital/Distt HQs for settlement of their pension cases and
other matter like availing the facilities of CSD Canteens, hospital etc. KSB shares with the
State Govts 50% of the cost of construction of Sainik Rest Houses. The SRH is thereafter
required to be maintained by generating funds from all sources and help from the State Govts.
At present there are 243 Sainik Rest Houses in the country. Location of these is given at Appx
‘K’. As far as possible, the rest houses, ECHS polyclinic, CSD canteen etc should be housed in
the same complex of the RSB/ZSB offices, to provide a single window facility to the ESM
community.
19. Expenditure in installing FAX machines in RSBs. KSB provide funds to the tune of
50% for the cost of a Fax Machine, for each States Department of Sainik Welfare, provided the

21. Financial Assistance from Raksha Mantri’s Discretionary Fund (RMDF). The
financial assistance, to be provided to needy Ex-Servicemen, widows and their Wards from
RMDF for various purposes as indicated below: -

(b) ESM, Widows/Dipendents not in receipt of fix medical allowance/in receipt of fix
medical allowance but expend more than Rs 2,400/- on the present treatment for which
the assistance is sough (In case of medical grant).
(c) PBOR and their Widows provided they have not got assistance from other
source (In case of medical grant).
(d) Officers who spend more than Rs 50000/- on treatment but got no assistance
from any other source. (In case of medical grant).
(f) World war II veterans and their widows who are not receipt of any financial
assistance/Old age/Word war veterans pension scheme from the respective State
Govt.
(g) Certificate form the Zila Sainik Board that there is no financial assistance
provided from State Govt or any other sources.
How to apply
(a) The applicant should submit his/her application alongwith FCR form to the
concerned RSBs/ZSBs.

CHAPTER 7
INTRODUCTION.
1. To encourage higher technical and professional education for the wards of widows and
ex-servicemen of Armed Forces, Govt of India has introduced a new scholarship known as the
Prime Minister’s Scholarship Scheme from the Academic year 2006-07, paid out of National
Defence Fund.

ELIGIBILITY
(d) The scheme is open only for widows and unmarried wards of
ESM/widows. However, marriage/re-marriage at a subsequent date would not
disqualify the awardee.
* Means only those who got admission in first year in the academic year 2006-07 and
subsequently.
Note. Diploma course are not eligible. However PGDBM recognised by UGC as equal to MBA
is eligible.
ACADEMIC REQUIREMENT
5. At least 60% marks at the 10+2 level for the initial sanction. For renewal in subsequent
years, 50% marks each year.
6. Two to five years as approved by the concerned regulatory body for that programme.

HOW TO APPLY .
8. Every year advertisement, inviting application from the eligible wards/widows of ESM,
will be given in the month of May/Jun in the national dailies and other leading Vernacular news
papers.
9. The broucher –cum- application forms are to be downloaded from the DGR
website: dgrindia.com under the heading Kendriya Sainik Board at Serial No 27.
10. Incase of difficulties in down loading the application, it can be obtained from KSB by
sending a demand draft for Rs 30/- in favour of secretary KSB payable at Delhi.
11. The applicant is to fillup the application, strictly, as per the instr given in the broucher.
He is to ensure that all the requisite documents are attached alongwith the application as per
the checklist.
13. The payment of scholarship will be granted after the successful completion of each
academic year, as per the percentages mentioned in the academic requirement.
Note:
The amount of scholarship including any other scholarship or financial assistance from
any other source will not exceed the total amount of scholarship available under this
scheme.
All students are to open Bank account in the banks with the Electronic Transfer facility
(E transfer) from any bank in New Delhi. This would facilitate error free transfer of the
scholarship money and avoid delay in receipt. The detail of the bank account is to be
intimated to the KSB, in the application form.
RENEWAL OF SCHOLARSHIP
14. Once the scholarship is awarded, the candidate is required to apply for renewal of
scholarship for the subsequent year in the prescribed proforma, (attached with brochure). A
certificate from the College/Institute indicating that the candidate continues to study in the
subject course and State of Marks indicating the percentage is a mandatory requirement. The

3. Admission into MBBS/BDS Colleges. At present 25-29 seats in MBBS and one seat
in BDS (subject to allotment by Min of Health) as Central Govt. nominee are available through
KSB for wives/widows and wards of categories of Defence personnel in the following order of
priority:-

available through Railway authorities.
6. 75 percent concession in rail fare for travel in II Class is available to war widows
including those of IPKF and Kargil casualties. This concession can be availed on production of
the I-Card issued by the KSB.
7. Air Travel Concession. Following categories of personnel are eligible to the following
concessions in fare for air travel in domestic flights of the Indian Airlines: -
(a) 75% concession to Recipients of Gallantry Awards of class Class II & I viz. PVC,
Ashok Chakra, MVC and Kirti Chakra, Victoria Cross, George Cross,
Distinguished Service cross, Military Cross, Distinguished Flying Cross and
George Medal.
(b) 50% concession to Permanently war disabled officers who have been invalidated out of
service and the dependent members of their families.

3. Retiring/Service Pension
(a) Officers
(vi) Retiring Gratuity The minimum period of qualifying service required for
earning retiring gratuity is 10 years (without weightage). It
is calculated at the rate of 1/2 a month's reckonable
emoluments for each completed six months' period of

a uniform weightage of 5 years of added service is given

(vi) Service Gratuity The minimum period of qualifying service required for
earning service gratuity is 5 years (without weightage).
Admissible at a uniform rate of half months reckonable
emoluments for each completed 6 months period of
qualifying service subject to a maximum of Rs. 3.5 lakhs.

Those who opt for lump-sum compensation are eligible to pensionary benefits as
under: -
Once the compensation for war injury element has been paid, there
is no further entitlement on account of such a disability at the time of
retirement/discharge. Those who opt for war injury element on subsequent
retirement are eligible to receive war injury element on monthly basis at
the rates mentioned above. No war injury element is payable for disability
less than 20%.
(iii) Constant Attendance Allowance (CCA) - Rs. 600/- per month for
100% disablement on the recommendations of the Medical Board.
Note: W.e.f. 1.1.1996, Armed Forces personnel sustaining disability due to acts
of violence/attack by terrorists, anti-social elements, bomb blasts in public places or
transport, indiscriminate shooting incidents etc. are entitled to the same pensionary
benefits (i. e. Service element and retirement gratuity) as admissible to war injury
cases on invalidment/retirement/discharge including lump-sum compensation in lieu
of disability, as mentioned above, except that on invalidment they would be entitled

(b) Rates
(i) Invalid Pension:- Amount equal to the service element of
disability pension that would have been admissible in case the
causes were attributable to or aggravated by military service.
6. Family Pensions The families of the Armed Forces personnel are granted family
pension on the death of a Service personnel/pensioner. Family pensions are of three kinds,
namely, Liberalized Family Pension, Special Family Pension and Ordinary Family Pension.
The eligibility and conditions under which these pensions are granted are mentioned below:-

Family Pension.

(i) Eligibility: Families of personnel who die during service for causes
neither attributable to nor aggravated by service, or after retirement with
pension, are eligible to ordinary family pension.
(ii) Rate of Pension: With effect from 1.1.96 OFP is admissible at a uniform
rate of 30% of reckonable emoluments last drawn subject to a maximum of 30%
of the highest pay applicable to Armed Forces Personnel. The minimum amount
of Family Pension is Rs.1275/- per month.

Notes:
(i) Past family pensioners are entitled to get at least 30% of the minimum of the
revised pay scale introduced w.e.f. 1.1.96 for the rank in the case of Officers and rank
and group in the case of PBORs.
(ii) If the deceased personnel had rendered 7 years or more service, the family is
given OFP at the double the rate for the first 7 years or upto the time when the
deceased would have reached the age of 67 years whichever is earlier. The
amount of enhanced family pension is not to exceed 50% of the emoluments or the
Retiring pension if the death takes place after retirement but before 67 years of age.
(iii) With effect from 1.1.98, OFP is admissible also to parents who were wholly
dependant on the Armed Forces personnel provided the deceased had left behind
neither a widow nor a child and widowed/divorced daughter till she attains the age of 25
years or up to the date of her re-marriage whichever is earlier. The income criteria is
that their earning should not be more than Rs.2550/- per month. This benefit is
admissible w.e.f. 1.1.98 also in cases where death of Armed Forces personnel occurred
prior to 1.1.96.
(d) Death occurring during enemy action in - Earlier Rs. 7.50 lakhs
international war or such like engagements increased to
which are specifica11y notified by the MOD. Rs.10 lakhs

Revision of Pension
The Fifth Central Pay Commission recommended that total parity may be brought

between the pre 1.1.86 and post 1.1.86 retirees, by notional fixation of pay of pre
1.1.1986 retires in the post. 1.1.86 scales of pay and refixing of pension of all pre
1.1.1986 retirees on basis of their notional fixation of pay. This recommendation of Fifth
Central Pay Commission has been implemented by the Government and total parity has
been achieved between pre 1.1.1986 retirees and those, who retired between 1.1.1986
and 31.12.1995.
The Government have also accepted the concept of 'Modified Parity’ which
stipulates that the consolidated pension shall not be less than 50% of the minimum of
the new pay scale, as revised by Government, based on Fifth Central Pay Commission.
This will be with reference to the post held by the pensioner, at the time of retirement.
The 5th Central Pay Commission though recommended the consolidation and
revision of Ordinary Family pension in respect of past family pensioners, it is silent
about the revision of Special/Liberalized Family Pension. The issue of revision of
Disability Pension/War Injury Pension/Special Family Pension/Liberalized Family
Pension etc. in respect of pre- 1.1.96 Armed Forces Pensioners was considered in
consultation with Deptt. of Pension and Pensioners Welfare and Ministry of Finance
and orders were issued by Ministry of Defence for revision of Disability
Pension/Special Family Pension/Liberalized Family Pension /War Injury Pension etc. in
respect of pre-1996 Armed Forces pensioners vide letter No. PC 1(2)/97/D(Pen-C),
dated 16.5.2001. In accordance with the provisions contained in the letter dated
16.5.2001, while for the widows who were in receipt of Liberalized Family Pension
(LFP), irrespective of the date of award, the consolidated pension shall be not less than
the reckonable emoluments calculated on the minimum pay in the revised scale of pay
introduced w.ef 1.1.96 of the rank, rank and group(in the case of PBORs) held by the
deceased personnel at the time of death, for the special family pensioners, the
consolidated pension, shall not be less than 60% of the minimum pay in the revised
scale of pay introduced w.e.f. 1.1.96 of the rank, rank and group (in the case of
PBORs) held by the deceased personnel at the time of death, subject to a minimum of
Rs. 2550/- p.m. The rates of Disability Pension, War Injury Pension (except invalidment
cases), Constant Attendant Allowance as applicable to post 96 pensioners have also
been extended to pre 96 pensioners in receipt of Disability Pension, War Injury Pension,
Constant Attendant Allowance etc. w.ef 1.1.96.
10. Double Family Pension. With effect from 27th July, 2001 family pension admissible
under the employees Pension Scheme 1995 and the Family Pension Scheme 1971 has been
allowed in addition to the family pension to the Armed Forces personnel under the relevant
Pension Regulations.

(a) PSU Absorbees: - Dearness Relief is payable at par with other pensioners.
(b) Re-employed pensioners: - (i) Payable w.e.f. 18.07.97 provided pay on re-
employment is fixed at the minimum of the pay of the post in which re-employed and full
military pension was ignored for fixation of re-employed pay and was not re-employed in
group ‘A’ post. (ii) Re-employed Group A pensioners are also not entitled to Dearness
Relief.
12. Government of India, Ministry of Defence (Deptt of Ex-Servicemen Welfare) vide letter
No. 14(3)/2004-D (Pen/Sers) Vol.III dated 01 Feb 06 have conveyed that Group of Ministers
(GOM) was constituted by the Government in January 2005 to look into the issue of One Rank
One Pension. After detailed deliberations on the various aspects, GOM felt that the demand
for ‘One Rank One Pension’ cannot be agreed to, there is a justification for improving the
pensionary benefits of the PBOR, particularly the three lowest ranks.
13. Finally, GOM unanimously recommended that the pension of pre-1.1.1996 retiree
PBOR may be revised with reference to the maximum of post-1.1.1996 pay scales. In
addition, the weightage of Sepoy, Naik and Havildar ranks for past as well as future retirees be
increased to 10, 8 and 6 years respectively subject to a maximum qualifying service of 30
years. The benefit would be given only in respect of service pension. These orders are
effective from 1.1.2006. No arrears are to be given. The following have been added to
previous pension orders :-
(a) With effect from 1.1.2006, the weightage for the purpose of calculations of

Pension for past as well as future retirees PBOR of Sepoy, Naik and Havildar ranks and
their equivalent ranks in the Navy and Air Force, will be given weightage of 10 years, 8
years and 6 years respectively, subject to maximum qualifying service of 30 years.
However, in case a person is already getting more than 30 years qualifying service with
the existing weightage of 5 years, he would continue getting that and there will be no
enhancement of weigtage in his case. The pension of past retirees would be
recalculated accordingly.
(b) With effect from 1.1.2006, pension of pre-1.1.1996 retirees in all ranks of PBOR
in Army, Navy and Air Force for 33 years of qualifying service shall not be less than
50% of the maximum pay in the revised scales of pay introduced with effect from
1.1.1996 including 50% of highest classification allowance, if any, of the rank and group
held continuously for 10 months preceding retirement subject to a minimum pension of
Rs. 1913/- per month. Such pension shall be reduced pro-rata where the pensioner
has less than the maximum qualifying service for full pension that is 33 years.
CHAPTER - 10
MISCELLANEOUS CONCESSIONS
1. The States/UTs have extended from time to time the benefit of cash awards, annuity
and monetary grant in lieu of land to the winners of Gallantry and non-Gallantry awards. The
rates of cash award/ annuity/monetary grant award winners are given in Appendix 'L'. Each
state has set of pre-conditions for grant of these benefits.
2. Procedure for applying for Cash Award etc. The following documents are required
to be submitted by the winners of Gallantry/Non-Gallantry Award winners through Service HQs
(DDG Welfare, Army HQ; DESA, NHQ and DPS, Air HQ) to Directorate, Department of Sainik
Welfare of the concerned State/UT:-

5. Soldiers who were boarded out of service due to injury sustained during various military

each from the Army Central Welfare Fund. In case the soldier is not alive, the grant will be
paid to the nominated NOK of the deceased disabled soldier. The grant will not be payable to
other legal heirs/family members.
Payment of One Time Grant Out of ACWF to Disabled Soldiers Invalided/ Boarded Out
of Service in Low Medical Category without Completing their Terms of Engagement due
to Injuries Sustained in Military Operations w.e.f. 01 May 1999
6. The disabled soldiers (Battle Casualties) who were either boarded/invalided out of
service in low medical category without completing their terms of engagement due to injuries

sustained in various military operations wef 01 May 1999 (other than OP VIJAY KARGIL) will
be eligible for a one time grant of Rs. One lakh out of ACWF. Those soldiers
boarded/invalided out who have already received a grant of ACWF based on their disability
percentage will receive a grant equal to the difference between Rs. One lakh and the grant
already paid to them.
7. The disabled soldiers (Battle Casualties) who sustained injuries in various Military
Operations after 01 May 1999 and are retained in service will continue to get a grant out of
ACWF based on their disability percentage, as per the existing policy.
Ex-Gratia Compensation to the Soldiers Invalided Out of Service due to Battle Injury in
Op Vijay (Kargil)
8. Ex-Gratia amount for the soldiers, who are invalided/boarded out of service due to
battle injury without completing terms and condition of service and not on own request, will be
paid following ex-gratia amount based on percentage of disability :-

9. NOK of all personnel who die in harness after 01 Apr 2001 will be paid a one time grant

14. ESM/Pensioners are presently not authorised treatment in MH as a right, they are only
entitled i.e. subject to availability of bed space, doctors and medicines. By joining the ECHS
scheme, they become authorised category. The only difference is that his/her initial out patient
handling/treatment will be by the ECHS polyclinic rather then the staff surgeon at MH. In case
the ESM requires further reference/treatment, it can be provided to him in the nearest MH or
can be referred to an empanelled civil hospital of the patient’s choice. ECHS treatment
philosophy is out patient treatment by polyclinics and in-patient treatment by MH (subject to
availability) and from empanelled hospital in the station.
Award of Educational Scholarship to children of Armed Forces personnel of Nepal
serving in the Armed Forces of India and killed/declared missing/permanently disabled
in action – studying in various educational institutes in Nepal
16. Members of regular Defence Forces, whether on or off duty are exempted from paying
toll tax. A complaint in this regard was filed before Punjab Human Rights Commission at
Chandigarh that under Indian Tolls (Army and Air Force) Act, 1901, serving Defence personnel
cannot be charged toll tax whether he is on duty or not. The complaint was referred to Ministry
of Law & Justice, which indicated that Indian Toll (Army and Air Force) Act, 1901 is a special
Act which overrides general Acts such as National Highways Acts, 1956 and all Govt as well
as private vehicles of the Officers, Soldiers and Airman of regular Defence Forces are
exempted from paying toll tax irrespective of whether they are on duty or not.

16. Army Wives Welfare Association (AWWA) extends the following concessions :-
(a) Ex-Gratia Grant – A one time grant of Rs.5000/- (rupees five thousand) is being

NAVAL HEADQUARTERS
General
17. Under the umbrella of Navy Education Society there are two professional Institution viz.
Naval Institute of Technology, Mumbai and Naval Maritime Academy, Visakhapatnam. No
priority/preference is stipulated for the children of Defence personnel or Ex-servicemen for the
purpose of the admission in NAMAC, Vizag. However, in NIT, Mumbai all seats are reserved
for the children of Defence personnel. The following priority is followed amongst these Defence
personnel:-
Merit scholarships are admissible for graduation courses to children of all naval
pensioners. Besides these scholarships for recognised Vocational Courses of 50 weeks or
more duration are also given to sailors’ children only. The rates of scholarship per annum are
Rs.3,000/- for day Scholars and Rs.6,000/- for Boarders. Eligibility details are given as under:-

Naval pensioners required to be transferred from one service hospital to another out
station service hospital for medical treatment have to incur substantial expenditure. To
alleviate this financial hardship a grant of Rs.500/- as travel/incidental expenses is given
on recommendation of concerned service hospital.
V. Rehabilitation Grant
All sailors on invalidment from service due to TB/Paraplegia/Leprosy etc. are given a
rehabilitation grant of Rs.7,500/-

The applications for grant is required to be made on prescribed proforma to Dte of PS,

Note : The cover is for 15 yrs from the date of retirement and 50% of cover thereafter upto the
age of 70 yrs.
5 House Building Loan. Personnel retiring within 10 yrs can opt to repay during their
service period plus 10 years after retirement. They have to deposit equivalent amount of
outstanding loan as on date of retirement in Retired Personnel Investment Scheme (RPIS) of
Air Force Group Insurance Society. The interest charged for House Building Loan would be
8% p.a.
7. Dwelling Units and Housing Subsidy for Widows. The aim of the scheme is to
alleviate the sufferings of the widows of serving personnel who die in accident. Housing
subsidy of Rs.1.5 lacs and Rs.1.00 lac is admissible to the bereaved wife of the officer and
airman, NC (E) for acquiring dwelling unit from AFNHB/AWHO.

(b) AFWWA Pension. An amount of Rs.500/- p.m. for four months (Rs.2,000/- lump

(f) Dwelling unit of Widows. Housing subsidy of Rs.1.5 lacs for widow of Offic

35. The Govt of NCT of Delhi has introduced a welfare scheme known as ex-Gratia Grant
to those widows/dependents/Defence Personnel who are killed or disabled in war/counter
insurgency operations, prisoners of war or missing in action. The scheme is effective from 17th

Note –The following new schemes for the welfare of ESM and dependents of Delhi have been
introduced by the Govt of NCT of Delhi w.e.f. 24th June 2002.
37. Merit Scholarship to wards of ESM – A scholarship of Rs. 400/- per month will be
given to those wards of ESM who achieve 80% and above marks in Class X and Class XII.
Children who achieve 90% and above marks will be given a scholarship of Rs. 600/- p.m. for
the above examinations. They will continue to receive the scholarship at the above rates if they
obtain 80% and 90% respectively while in college also for the next three years for any degree
courses.
38. Marriage Grant – An amount of Rs. 20,000/- will be given to the orphan daughter of
ESM as Marriage Grant.
GOA
General
1. Case Grant, case in lieu of Land and Annuity are provided to the Gallantry and
Distingnished Service Award winners as per the scheme
(a) Es-Gratia Grant of Rs.5.00 lacs to the next of Kin of Deceased soldiers and
Rs.1.00 lacs to the Disabled soldier.
(b) A job to one eligiblde family member of the deceased or permanently disabled.
(c) Free Education upto graduation level to the children of the personnel disabled.
3. Rs.2500/- is provided to World War-II Veterene and their widows who are not in receipt
of any type of pension.

16. Special scholarship of Rs. 500/- and Rs. 1000/- per month is provided to the wards of
ESM/widows obtaining 80% and 90% and above marks in classes X and XII respectively for a
period of one year.
17. Rs. 250/- pm is provided to ESM for undergoing training at any ITI in the state.
20. An award of Rs. 2500/- is granted for students who stands in the merit list in
SC/HSSC/CBSC examination conducted in Goa.
21. Rs. 1500/- Rs. 1000/- is provided as Spot payment for immediate relief by the Chief
Secretary/Secretary DSW respectively.
22. One time grant known as a “War Jagir Allowance” of Rs. 1000/- is provided to parents

29. Rs. 2000/- is provided to the widows and unmarried daughters of Ex-Servicemen
above 30 years of age for purchase of sewing machine.
30. Rs. 1000/- p.m. is provided to the Ex-Servicemen who are disabled after
retirement/released from the service.
31. All the fees payable in respect of Registration of documents executed by or on behalf
of Ex-Servicemen and their Widows are exempted, provided that such documents are
executed for their personnel benefits and not for any commercial/ business/real estate
activities established by the Ex-Servicemen /widows.
32. Ex-Servicemen /Widows of Ex-Servicemen are exempted from the payment of House
Tax.
33. The Govt. has exempted the payment of stamp Duty to the Ex Servicemen and their
widows for their personal benefits and not for instrumental,commercial, business for real estate
activities.
34. state Govt. has provided 2% reservation for Ex-Servicemen in Group ‘C’ and Group’D’
category posts.
36. Exemption from payment of application/examination fees for Ex-Servicemen and family
members of those killed/disabled in action for recruitment in State Civil Service.
37. A special Card known as ‘Green Card’ is provided to the Next of Kin of all Martyrs. This

7. Scholarship including Hostel Charges to children and cash award to brilliant children of
Ex-Servicemen, limited to two children whose family income is up to Rs.105 lacs per year.
The scholoarship amount ranges from Rs.750/- to Rs,8800/- per yearm depending upon the
educational courses.
8. Financial assistance for serious diseases like cancer, paralysis, heart diseases, kidney
removal/transplant.
9. Lump sum grants for two daughters marriage - Rs.12,500/- to ex-Servicemen whose

17. The activities under this fund are monitored by the Executive Committee of Rajya
Sainik Board, on behalf of RSB, in quarterly meeting held in a financial year under the
Chairmanship of the Hon’ble Minister of Sainik Kalyan. This fund is utilised in giving financial
assistance for the welfare of ex-Servicemen, widows/dependents as well as for resettlement of
the retiring ex-Servicemen in the form of grants to aid their re-employment and self-
employment ventures.
18. Subsidy/Interest subsidy of 10% or max Rs 17,000/- on loan upto Rs. 3 lakhs taken by
the ESM for self-employment ventures.
19. Old age Financial grant upto Rs. 700 p.m. or Rs 8000/- one time for the ESM of 65
years/widows having no source of income.
20. One time assistance of Rs. 10,000/- to NOK of personnel killed in action/other
operations including physical casualty.
21. Rs. 3,000/- for undergoing training for self-employment.

34. Award of Rs. 5,000/- and Rs 10,000/- is given to the ESM/wife/widow of ESM/children
of ESM who have performed outstanding activities in the field of sports, music, literature and
dancing etc on National level and International level.
35. Financial Assistance of Rs. 20,000/- for addition/alteration of own house to the disabled
soldiers having more than 65 percent disability w.e.f. 01 May 2002.
36. Financial assistance of Rs. 300/- p.m. to the ESM having blindness more than 65
percentage.
37. Incentive to children of ESM who are undergoing computer education in recognized
Government institutes are given upto Rs. 4000/-.
38. Free medical aid in Govt hospitals/re-imbursement upto Rs. 40,000/- and Rs. 700/-
p.m. for one year or Rs. 8,000/- one time for post operative treatment of major diseases i.e.
Heart, Cancer, Renal, Paralysis.(Only for non pensioners ESMs/Widows after the
operationalization of ECHS).

equated to Matric. An ex-Servicemen with Matric qualification and 15 years of service will be

1. Retired Armed Forces Pensioners so far did not have a comprehensive medicare
scheme, as compared to and available to other Central Government Employees. Interim
treatment of minor natural (garden diseases) was provided at service hospitals and MI Rooms,
but often these hospitals got overloaded. To provide some relief, AGI (MBS) was introduced in
Apr 91 and AFGIS (MIS) in 1995; however, they covered only specific high cost
Surgery/treatment for a limited number of diseases. Therefore, the requirement of a medicare
system was felt essential for our brave soldiers.
2. Based on this noble aim, and after detailed deliberations, a comprehensive scheme
has taken shape as the Ex-Servicemen Contributory Health Scheme (ECHS), authorized vide
Government of India, Ministry of Defence letter No.22 (I) 01/US/D (Res) dated 30 Dec 2002
with the advent of this scheme, Ex-Servicemen pensioners who were Only entitled for
treatment in service hospital will now be authorized for treatment, not only in service hospitals,
but also n those civil/private hospitals which are specifically empanelled with the Ex-
Servicemen Contributory Health Scheme.
4. An important aspect of ECHS is that, it not only covers the ESM pensioner, but also
family pensioners & widows who are in receipt of pension – thereby ensuring their medical
care, even in absence of the pensioner. The chapter on “Eligibility” lays down who all are
eligible to join the Scheme. The twin conditions are that, prospective member must be an
Ex-Servicemen who has served in the Armed Forces of India in any rank, and be in receipt
of pension/family pension/disability pension paid by Government. The intended purpose is
to provide succour to pensioners, their wives, and widows & authorized dependants & bring
ECHS in line with medical schemes applicable to Center Government employees of other
categories. Correct adherence to laid down procedures will ensure that the system is not
misused or overloaded.

ELIGIBILITY CONDITIONS
5. Entitlement for ECHS. The Scheme caters for medicare to all ESM in receipt of
pension or disability pension, as also his/her dependants, which includes wife/husband,
legitimate children and wholly dependant parents. The Defintion of ESM for the purpose of
ECHS is: -
(a) Ex-Servicemen Status. Any person who has served in any rank (whether as
Combatant or as Non-Combatant) in the regular Army, Navy and Air Force of the Indian
Union, and fulfills the following conditions: -
(i) Who has retired form such service after earning his/her pension
(ii) Who has been released from such service, on medical grounds
attributable to military service, or in circumstances beyond his/her control, and is
in receipt of disability pensions.
(ab) Whole time officers (WTOs) of National Cadet Corps (NCC) who
are Ex-Servicemen/NOK, and are in receipt of pension/disability
pension/family pension.

(k) Family Pension. Implies the legally wedded spouse of an Armed Forces
personnel, whose name figures in the service records of the personal and whose
husband/wife (as the case may be) has died either while in service or after
retirement and granted family pension. This term also includes a child or children
drawing family pension on the death of his/her pension drawing father/mother, as
also parents of a deceased bachelor soldier, who are in receipt of family pension.
(a) Parents. Father and Mother of the pensioner shall be deemed to be dependant if
they are normally residing with the ESM pension and their combined income from all
sources is less than Rs.1500/- per month.
(b) Spouse.
(iv) If the spouse is employed in Govt service then he/she can only be a
member of any one Govt/Public sector medical benefits scheme and not a
second one.
(v) If a war widow remarries then only she is eligible. Her husband, however,
will NOT be eligible.
(vi) In case the ESM pensioner marries after retirement, following documents
will be required as proof for dependency of wife: -

(ab) Application from will have to be submitted for enrolling the spouse
as a dependant.
(c) Daughter(s)
(i) Her/their details must exist in the service record of the pensioner.
(iv) Widowed daughter who are dependant on the pensioner and whose
income from all sources is less than Rs.2550/- per Month are entitled.
(vi) Divorced daughter are entitled, when solely dependent on the pensioner,
and whose income from all sources is less than Rs.2550/- per month.
(d) Sons
Note: 1. In case where a child is born after the pensioner’s retirement, the
following documents will be given with the application form.
(a) Birth Certificate
(b) Affidavit in lieu of part II order
2. Widows not having a part II order can give a affidavit in lieu.
7. Pension. For the purposes of eligibility for the ECHS, the word “ Pension” implies any
type of pension received from the government/Civil Services Estimate/Defence Service
Estimate and paid by the Controller of Defence Accounts (Pension) or his subordinate offices.

9. Persons NOT Eligible under ECHS. The following are NOT eligible for becoming a
member of ECHS: -
(b) Whole time NCC officers who do not meet the twin conditions referred to under
para-4 Chapter 1.
(c) Ex-ECOs/SSCOs who do not meet twin condition referred to at para-4 Chapter
1.
10. Inception. The scheme was launched w.e.f.01 Apr 2003 vide GOI letter No.22
(I)/01/US/D (Res) dated 30 Dec 2002. Naturally an Ex Servicemen Contributory Health
Scheme of this magnitude needed detailed planning and deliberation to ensure that it took off
in an efficient and fool proof manner. A large number of procedures, including financial ones
were required to be written out and approved by MOD. This was to enable the organization to
commence sending ECHS members to empanelled diagnostic facilities, specialists and private
hospitals. It must be remenderd that that ECHS is an entirely public funded scheme
underwritten by the GOI/MOD and hence, all rules, regulations, procedures and administrative
controls require mandatory approval of Ministry of Defence before the Scheme is made fully
operational/functional. ECHS has to be fully established within five years, i.e, by 31 March
2008.
11. Time Frame for operationalisation of ECHS: Action to launch the Scheme
commenced w.e.f. 01 Apr 2003 and will continue in a phased manner till it is fully effective in
the next five Year, i.e. by Mar 2008. All the 227 Polyclinic have been made operationalised.
Additional Polyclinics for phase II are being processed and will be finalized in 2008.
12. All Armed Forces new pensioners retiring on or April 2003 will be Compulsory
members of ECHS, whereas those previous pensioners who retired on or before March 2003
can exercise their option to be become members of the Scheme till31 Mar 2008. Such
Previous pensioners joining the Scheme will forfeit their medical allowance of Rs.100/- pm,
presently admissible as part of pension. Non-ECHS members will continue to get medical
allowance or minor treatment for garden diseases as at present, from existing MH/SMC (as

entitled members only) subject to availability bed space, medicines, doctors etc. They
cannot be treated at par with those ESM members; latter shall be given full range of treatment
for all categories of diseases in MH and /or empanelled Hospitals /Diagnostic Center. Non-
ECHS members also cannot avail treatment in ECHS polyclinics. No medical facilities in
polyclinics or Armed Forces Hospitals for non ECHS Veterans after 01 Apr 2008. Last day for
Registration of ECHS membership –31 Mar 2008.
13. It is stipulated by Government orders that one individual cannot become a member of
two Govt/PSU scheme. He/She has to cancel membership of the other scheme, in case opting
for the ECHS. If any facts are concealed, membership of this Scheme will be denied. This
mainly applies to those pensioners who, after retirement, have joined some other Government
Service/PUS
15. Collection of Application Forms. Application Form (For enrolment into ECHS) is an
unnumbered, self-explanatory form which is provided at a cost of Rs 2/-. These forms are
available at all Army Station HQs, all Navy/Air Force Station, and Rajya Sainik Board Offices.
For those having access to the Internet they can also down load the Application from website
www.indianarmy.nic.in arechs hm or www.infoundation .org or htpp://Indian air force.nic.in. The
form consists of the following, which needs to be checked while collecting the same: -
16. Contribution. All ESM pensioners are required to make a one-time contribution based
on their basic monthly pension (excluding DA). A concession has been made in respect of
pre-31 March 2003 retirees, who can pay their contribution in three consecutive, equal yearly
instalments.
17. Affidavit. All ESM are required to make a declaration of their dependant children, and

changes if any, through an Affidavit. Also they have to declare that they are NOT members of
any other Govt/PUS Medical Scheme. Format of the Affidavit is given in the Application Form
and is to be executed on anon-judicial stamp paper of Rs.10/- and attested by a Magistrate or
public Notary. The Affidavit is a legal document and, in case of misuse of ECHS benefits,
submission of fraudulent information, or any other misdemeanour, ECHS has the right to take
legal action. Photographs of all dependants are required to be pasted on the original Affidavit,
which is tobe submitted to Station HQ (Army) or it designated offices along with the completed
Application Form.
18. Filling up Application Form. Detailed instructions are given in the Application From.
Also, welfare Officers at all Air Force Stations, and similar pensioners in filing up the
application forms. While filling, care must be taken that name(s) of dependants (s) tally with
service document/records. All columns rejected. The form is required to be legible and filed in
Black ink and in Capital letter only. Passport size photographs of the pensioner, spouse,
children and dependant(s) – as the case may be – are to be affixed at appropriate
boxes/places in the form.
(a) Pension Payment Order (PPO) duly attested by Bank/Treasury from where
pension is being drawn, or endorsed by CDA in original, and is shown to checking staff
at the time of submission of Application Form.
All the 1986 retirees are exempted from submission of PPO, but must submit a bankers
certificarte as provide of pension.
(c) Three passport size photographs each of the pensioners, and dependants who
are proposed to be enrolled as ECHS members/dependants, are to be attached. (Paste
one copy of each photo on indicated places in the application form, and one copy each
on the Affidavit and one on the receipt).
(d) Attach original copy of the Military Receivable Order (MRO) to the Application
Forms as proof of deposit of contribution. This is not required to be done in case of
direct deduction of contribution through PPO by CDA (Pension).
(f) Ex-Servicemen Identity Card Original to be shown for verification to the Station
HQ, photocopy is NOT required to be submitted.
20. Receipt, scrutiny and verification of the form is a legal requirement to prevent
fraudulent entry of non-entitled personnel. Nominated officers at collection points will collect
the completed application form, compare originals with photocopies, verify all documents
provided by the pensioners and then hand over the a Receipt to the ESM. Original PPO, Ex-
Servicemen Identity Card and any other documents will be returned. Detailed vetting and
verification shall be undertaken subsequently, which may take 15 days to two months,

21. Collection of the Smart Card. The applicant will be intimated the date of collection by
concerned Stn HQ, and is then required to produce original Receipt for documents in order to
collect his/her Smart Card in person. ECHS Smart Card will NOT be dispatched by post or
handed over to any representative of the Application. ESM shall be issued minimum one card
for the whole family, and two Add-on-cards, if desired. This choice is to be included in the
Application form.
22. Activaiton of Smart Cards - It is mandatory for members and dependants to report to
nearest Polyclinic along with SMART Card within 120 days, for one-time initial Registration.
The Smart Card will always be required to be produced there after to avail treatment at a
polyclinic/empanelled hospital. ECHS Smart Card will NOT be activated for use, unless above
Registration is done.
24. Record Offices will also forward these forms by post to those pensioners who have
retired between 01 Apr 03 and 31 Dec 2003, and direct them to follow the procedure of
submission given in General instructions. In addition, those retirees whose ECHS contribution
amount has NOT been directly deducted by CDA (Pension) in their PPO will be required to
deposit their contribution amount through MRO only, in any authorized bank. They will be
required to attach original copy of MRO as a proof of remitting their contribution. In case this is
not done, ECHS Membership is not valid.

(c) Army. All other Military Station less those at Para14 (a) and (b) above. For the
purposes of receipt and scrutiny of application forms, all Ex-Servicemen shall be treated
at par. Any Ex-Servicemen reporting at any designated Military Station Headquarters,
no matter which service he is from, his/her documents will be accepted and scrutinized.
(a) The Scheme will provide comprehensive medicare to all ESM pensioners, their
widows and authorized dependants, and is within easy reach.
(b) It will cover complete spectrum of ESM settled in far flung areas, through a
network of polyclinics in Military and Non-Military Station.
(d) There will be a network of 227 polyclinics, i.e.104 Military and 123 Non Military
Station polyclinics, based entirely on density of ESM in various regions. The number of
polyclinics will increase in subsequent years.
(e) This arrangement will be reduce load on Service Hospital, as there will be an
exclusive facility located along side service hospitals.
(f) There will be civil empanelled hospitals as there will be an exclusive facility
located along side service hospitals.
(g) The doctors at polyclinics will provide required outpatient treatment and
medicines, free of cost.
(h) For further treatment, an ECHS patient will be referred initially to a service
hospital and, in case of non-availability of bedspace/treatment, he will then be sent to a
civil empanelled hospital. The ECHS member will be provided treatment, medicines and
ward facilities as per entitlement.
(j) The procedure for dealing with an ECHS member or his/her dependants in
Service Hospitals will be the same as for serving soldiers and their dependants.
(k) The ECHS patient can also be referred to the desired empanelled
hospital/diagnostic center/consultant as per choice of the ECHS patient in case of non-
availability of treatment in service hospital. The ECHS member alone will have the right
to make the selection of desired civil empanelled hospital and will NOT be influenced by

any doctor.
(l) An ECHS member does not have to clear bills or make payment (except for
dietary charges) either on admission or when discharged from the empanelled hospital.
The empanelled hospitals will be paid directly by the concerned Station Headquarters
ob behalf of ECHS.
(n) An ECHS member who possesses a valid Smart Card can avail of treatment at
any ECHS polyclinic any where in India.
(o) There is not restriction on age or medical condition at the time of seeking
membership of the scheme.
Note: (a) War Widows and War Disabled exepted from contribution
(b) All person 1996 retirees have been exempted from contribution.
31. Ex-Servicemen pensioners who make payment in three consecutive yearly installments
will be issued an ECHS Membership smart Card with initial validity for one year only. The
validity of the card for the second and third years would be extended only after the Ex-
Servicemen pensioner has paid and given proof of deposit of second and third instalments.
ECHS benefits will be extended to him/her and dependants only thereafter.
32. Eligible members of the Scheme can go to the nearest ECHS Polyclinic/AFC along with
their SMART CARDS to avail treatment (till issue of Smart Cards Reciept may be utilized).
AFV can also go to any polyclinic in the country and take medicine upto 7 days. In case any

AFV takes a temporary attachement certificate (TAC) from his parent PC, he can be casuals
medicines upto 30 days. TAC forms are available at all the polyclinics.
33. Doctors at Polyclinics will provide required outpatient treatment and medicines free of
cost. In case a prescribed medicine is not available in the Polyclinic Pharmacy, the OIC
Polyclinic or Medical Officer will procure this through Local Purchase (LP) and provide it to the
member. ECHS members will NOT be required to purchase any medicine specified for him/her
by an ECHS doctor/empanelled hospital. ECHS will NOT deal with any case of reimbursement
for medicines purchased by a member/dependant, as this is not permissible under ECHS
rules. In case any medicine is so purchased the cost will have to be borne by the member.
34. In case further treatment is required, the patient will be referred to the nearest Service
Hospital if the treatment/bed availability exists there. At the Service Hospital, the ECHS
member will be provided free treatment & medicines and ward facilities as per his entitlement,
but will have to pay nominal hospital stoppages in cash, on being discharged from the
hospital. The procedure for dealing with ECHS members or dependants will be the same as
for serving Soldiers & their dependants.
35. In case treatment facility/bed space does not exist/is not available in a service
hospital, the ECHS patient will be referred to the desired empanelled Hospital/Diagnostic
Center/Consultant in the city/region as per choice of the pensioner. He/she alone will have the
right to make the selection. A list of empanelled Hospitals/Diagnostic Centers and Consultants
will be available in each Polyclinic for benefit of patients. In due course this information will
also be provided on an ECHS website.
36. All that the patient is required to do is, to go to the selected Hospital/Diagnostic Centre,
show his ECHS SMART CARD and referral form from the Polyclinic, and get treatment.
Suitable Memorandum of Agreement (MOA) will have been drawn up with empanelled Civil
Hospitals/Diagnostic Centres and Consultants to provide treatment only to those pensioners
who are referred to them from the Polyclinic, and provide proof of membership/SMART
Card. ECHS members are NOT permitted to go directly to any empanelled
Hospitals/Diagnostic Centres/Consultant (except in emergency – see provisions in this
Brief).
37. The ESM/dependent does not have to clear bills or make payment (except for dietary
charges) either on admission or when discharged from the Hospital/Diagnostic
Centre/Consultant, provided the cost is as per rate contract concluded with the empanelled
facility. These Hospitals/Diagnostic Centres/Consultants will be paid directly by the concerned
Station Headquarters under whose jurisdiction the clinic falls. ECHS is responsible for such
payments incurred on treatment of the entitled members – but only if the laid down procedure
is followed. If a member/dependant goes directly to a Hospital/Diagnostic Centre/Consultant,
without first having shown himself to a Polyclinic Doctor and having got referred, then ECHS
will not be held responsible for costs incurred and will not make payment to the empanelled
facility.
38. There will be no burden of payment (except hospital stoppages in Service Hospitals,
and dietary charges in empanelled Civil Hospitals) on the ECHS member, either for medicines
or for any treatment - whether out-patient or in-patient - so long as laid down procedures are
adhered to, and rate contract concluded with the facility is not exceeded.

Polyclinic also. Carry Temporary Attachement Certificates (TAC) from your parent polyclinic.
(b) Parent polyclinic can issue medicine upto 90 days for chronic ailements subject
to certain conditions.
Treatment in Emergency
39. In an emergency, the ECHS pensioner/eligible family members, may report to the
nearest hospital (preferably empanelled) and inform the dependant Polyclinic/Station
HQ/Regional Centre of the emergency within 48 hrs of admission. In case of admission to
an empanelled hospital, the bills will be cleared by ECHS directly. However, in case of
emergency admission to a non-empanelled hospital, the member will first clear the bills, and
thereafter put up claim for re-imbursement to the dependant ECHS Polyclinic, duly supported
with original bills. The bills will be reimbursed if ECHS is satisfied as to the reasons of
emergency and the cost of treatment availed is reasonable. The onus of proving the
emergency lies with the member and ECHS may, or may not, clear bills in entirety in the event
of doubt/misuse of emergency provisions. Sanctioned for reimbursement will be given by
Central Govt. ECHs as per approved Government rates only.
Important Information
(a) To become an ECHS Member an initial contribution as per laid down rates in
mandatory. Thereafter, no payment is to be made for any medicines or treatment
provided under the scheme.
(c) An ECHS member can opt for a single ECHS Smart Card for him/herself and all
dependants, or one for him/herself and a maximum of two add-on cards for his/her
dependants. As the scheme stabilizes we may permit a separate card for each
dependant.
(d) All cards will mandatorily carry fingerprints of the member and his/her entitled
dependants.
(e) It is mandatory to produce the ECHS Smart Card for every visit to a Polyclinic.
Without the Card, the computer at the Polyclinic will not activate the patients’
record/data, and member/dependant will be denied treatment, except in emergency. In
case a card is lost, immediately inform the issuing Station HQ/Regional Centre.
(g) Patients who are referred by the Polyclinic doctor(s) to a Service Hospital or to
an empanelled facility, must carry their membership Smart Card & the Polyclinics

Referral Card. Without these they will NOT be entertained by the Service Hospital or
the empanelled facility.
(k) An ECHS member who has a SMART Card can avail of treatment at an ECHS
Polyclinic anywhere in India. He can also go to any empanelled Civil Hospital/Diagnostic
Centre, provided he has an authorised Referral slip from an ECHS Polyclinic.
(l) Intercity transportation will invariably be at the members’ cost, except where
he/she is moved on medical advice. Detailed policy will be issued in due course of time.
For movement within town/city limits, ECHS ambulances may be used to convey very
sick and immobile patients from an ECHS Polyclinic to the Civil Hospital/Diagnostic
Centre at the discretion of OIC Polyclinic or the Polyclinic doctors.
(m) Service Hospitals are automatically empanelled under the ECHS. Therefore,
free treatment/medicines will be provided to ECHS members/entitled dependants,
subject to availability of bed space, treatment facility and qualified doctors. Nominal
stoppages will have to be paid in cash, before discharge.
(n) First priority for treatment in Service Hospitals is reserved for serving personnel
and their authorised dependants. Hence ECHS members may be denied admission in
Service Hospitals, if bed space is NOT available. Also, certain types of treatment
(Cancer, Heart, hip/knee replacements, Renal etc) are not available in all Service
Hospitals – admission may be denied in those hospitals.
(p) Policy letter regarding change of parent polyclinic (All India) is placed at Appx
`N’.

10% of the quantity of low technology items other than those requiring ab-initio
development being purchased by the Defence Organization direct from the trade will be
reserved for procurement from ex-Servicemen entrepreneurs, who are below the age of 60
years and sponsored by Directorate General Resettlement.
2. The following procedure will be adopted by the Defense Organisation while procuring
the items from ex-Servicemen entrepreneurs against the 10% quota earmarked for them: -
(a) 10% reservations is for low tech. items being purchase directly by the
Defence Departments at the level or JS (O), JS(N), JS(Air) only. This
reservation will not be applicable to items being purchased through local
purchase by Ordnance Factories, Ordnance Depot, Formation HQrs. and units.
(d) Item wise capacity verification of the units will be carried out by
DG (QA).
(e) The ex-Servicemen entrepreneurs whose units are considered capable
or supplying Defence items of specified range on the basis of capacity
verification will be registered with the DGQA and a list of such units will be
provided to the concerned Defence Organisation under intimation to DGR
office.
(f) Ex-Servicemen entrepreneurs sponsored by DGR & carried out will only
be eligible to procure the 10% work order irrespective to whether or not they
have tendered for the items.

2. It has been represented by a number of ECHS members that the procedure for seeking
change of address and Parent polyclinic stipulated vide our letters under reference is time
consuming and inconvenient.
3. Keeping in view the convenience of ECHS members, with immedicate the procedure
enumerated in succeeding paragraphs will be followed.
4. The member is to submit the following to nearest Stn HQs for change of Parent
Polyclinic :-

5. Station HQs will be receive the application form and provide “Receipt of Documents
duly affixed photographs” which will be valid for 60 days and thereafter to be revalidated if
ECHS Smart Cards are not received. ECHS member should personally collect the cards from
Stn HQ after 60 days of submission of application.
6. Station HQ will place the demand to SITL through concerned Regional Centre ECHS
for re-manufacturing of Smart Cards as per request of the member. SITL will issue fresh cards
duly indicating new address and new parent polyclinic. SITL will also maintain details of old
address and old parent polyclinic in their data base.
7. Instructions issued vide our letters mentioned at Para 1 above are hereby superseded.
The above may please be given wide publicity.

Presently Indian Airlines offers a discount of 50% on the Normal Economy Class INR
Fare to the Ex-Armed Forces Personnel Recipients of Highest Bravery Award-concession.
It has now been decided to offer a discount of 75% instead of 50% on the Normal
Economy Class INR Fare to the Ex-Armed Forces Personnel Recipients of Highest Bravery
Award. This change comes into effect from 1st February 2001.
There is, however, no change in the ‘Conditionalities’ governing the application of this
discount.
The details of the ‘Conditionalities’ governing the application of the Ex-Armed
Personnel Recipients of High Bravery Award concession are reiterated hereunder for the
information of all concerned:
1. APPLICATION
All types of journeys in Economy Class on Domestic Sectors.
2. PERIOD OF APPLICATION
All year round.
3. FARES
25% of the Normal Economy Class INR Fare. Full IATT and PSF applicable.
CHILDREN AND INFANT FARES
Not permitted.
4. VALIDITY OF TICKET
One year from the date of issue.
5. STOPOVER
Permitted.
6. SALES AND ADVERTISING
Restricted within India.
7. CANCELLATION AND REFUND
Normal Cancellation and Refund Rules applicable.
8. COMBINATION
Not combinable with USD/International Fares.

11. DOCUMENTATION
(a) These Concessional Tickets will be issued against an Armed Forces Concession
Form (refer Appendix ‘A’) after due verification by Indian Airlines. In cases where the
Tickets are issued by our approved Travel Agents the Forms will be verified/approved
by Indian Airlines Duty Manager. Verification of Form by the Unit Commandant/Army
Headquarters is not required.
(b) Persons traveling against this Concessional Fare should be in possession of the
following documents, which will be subject to check by the staff at any state of the
journey.
(i) Identity Card issued by the Ministry of Defence to the Ex-Armed Forces
Personnel who are recipients of highest Bravery Award.
(ii) Part-II of the Armed Forces Concession Form (refer appendix ‘A’)
12. ELIGIBILITY
Ex-Military Personnel of Indian Armed Forces (Army, Navy and Air Force) who
are recipients of the Highest Bravery Award Level I and II only.
13. PAYMENT
Cash/acceptable Travellers Cheque/Credit Cards or against Indian Airlines authorized
Credit Code.
14. RESERVATION
On firm basis.
15. TICKETING
(a) Ex-Armed Forces Personnel who are recipients of Bravery Award level-I and II

will be allowed issuance of discounted Tickets against the presentation of the Armed
Forces Concession Form filled by them and verified by Indian Airlines Duty
Manager/Ticketing Counter Staff on the basis of the Identity Card issued by Army
Headquarters to the above category of Passengers.
(b) Details of the Identity Card must be clearly indicated in the ‘Endorsement
Box’ of the Ticket and also on the Armed Forces Concession Form.
(c) IN case of doubt, Station Managers may refer the matter to Army Headquarters
for clarification at the Address/Telephone No. given below:
(d) The Armed Forces Concession Form against which the Ticket is issued is
divided into three parts (refer Appendix ‘A’). Part I will be retained by the Ticketing
Office. Part-II will be handed over to the Passenger and will not be attached to the
jacket of the Ticket. This part will contain a photograph of the Recipient of the Bravery
Award traveling against this Concessional Fare and will serve the purpose of
identification of the Passenger. Part-III will be attached to the ‘Audit Coupon’ of the
Ticket, after due verification by the Indian Airlines Official and entering Ticket number
and date of issue in the appropriate Columns.
The ‘Passenger Coupon’ of the original Ticket will be attached to the ‘Audit Coupon’ and
the Part-II of the Armed Forces Concession form will be attached to the jacket of the
fresh Ticket.

Sir,
In super session of Ministry of HRD/Deptt of Education letter No.F.14-2/88-School-I
dated 20 May 1988 and Ministry of Defence OM No.9 (1)/90/Edn Concession/D(CS-II) dated
14 May 1990 on the above subject, the undersigned is directed to say that the following
educational concessions which were till now admissible to the children of Armed Forces
personnel killed/missing or permanently disabled in 1962, 9165, 1971 wars, Op PAWAN and
Op MEGHDOOT only, are hereby extended to the children of the Armed Forces personnel
who were killed/declared missing or permanently disabled during all post MEGHDOOT
operations in India and abroad,\including Counter Insurgency Operation,. Studying in
Govt/Govt aided schools/educational institutes, Military/Sainik Schools and other schools or
colleges recognized by the Central or State Govts including the autonomous organizations
financed entirely by Central/State Govts.
(a) Complete exemption from tuition fee (full amount) and other fees (Capitation fee
and Caution money not included) levied by the educational institutions concerned
including charges levied for the school bus maintained by the school or actual fares paid
for railway pass for students or bus fare certified by the Head of Institutes).
(b) Grants to meet hostel charges in full for those studying in boarding schools and
colleges.
(c) Cost of Books and Stationery: Rs.250/- (Rupees two hundred and fifty) per
annum per student or the amount claimed by the student, whichever is less.
(d) Cost of Uniform where this is Compulsory; Rs.810/- (Rupees eight hundred ten
only) at the maximum during 1st year and Rs.350/- (Rupees three hundred fifty only) for
the subsequent years per annum per student or the amount claimed by the student,
whichever is less.
(e) Clothing: Rs.250/- (Rupees two hundred fifty only) for the first year and Rs.150/-
(Rupees One hundred fifty only) for the subsequent years per annum per student or the
amount claimed by the student, whichever is less.
2. The above educational concessions will be available up to and inclusive of the First
Degree Course.

2. In case of officers, Entitlement Card for Education Scholarship should be obtained from
AG/MP-59B), Army HQ, New Delhi-11, and for PBOR the same be obtained from the
respective Record Offices.
3. In case of serving personnel the claim should be submitted through the unit whereas in
case of retired eligible personnel it should be sent directly to CW-3/AG’s Branch, Army
Headquarters, South Block, New Delhi – 110 011, duly completed in all respects.
4. Proforma for Entitlement Card, Check list and Contingent Bill are enclosed as
Annexure I, II and III respectively.

2. Revenue stamp has been affixed on the contingent bill with signature.
3. Name, rank and service number of the father/mother of the child/children has been
indicated in the claim.
4. Name of the child and class has been indicated in the claim.
5. Original receipts of uniform (where uniform is compulsory), clothing, books, tuition fee,
bus/rail fare and hostel charges have been attached with the claim. In case of uniform
allowance and hostel charges, certificate from the institution that uniform is compulsory and
hostel charges being claimed are the actual charges levied y the Institute Hostel charges
should not include messing and other ancillary charges.
6. Photocopy of the entitlement card of the child is attached with the claim.
7. A photocopy of the authority stating that the father of the child has been
killed/missing/permanently disabled during conflict/CI Operation.
8. Ensure that the reimbursement of cost of books and stationery, cost of uniform where it
is compulsory and cost of clothing have been claimed as laid down in Govt of India letter.
9. Certificate to the effect that the reimbursement claimed against expenditure on tuition
fee, hostel charges and bus/rail fare has actually been incurred by the child.
10. The certificate from the Head of the Institute that the Institute is Govt/Govt aided or
public/private institute recognized by Cetral/State Govt or is an autonomous organization
financed entirely by the Central/State Govts, whichever is applicable, should be attached with
the claim.
11. Details of bank account (Name of account holder, Account number, bank address and
code) may be enclosed.
12. Contingent bill alongwith all enclosures including all cash receipts may be submitted in
duplicate.
