NERC Advisory

NERC has notified Siemens PTI of the NERC Advisory to be released regarding the 2008-2010 Eastern Interconnection cases using the Siemens PSSE software and specifically, the software IDEV process. The title of the NERC Advisory is Eastern Interconnection Powerflow and Dynamics Modeling and can be found on the NERC web-site for review. http://www.nerc.com/fileUploads/File/Events%20Analysis/ A-2009-07-28-01.pdf Siemens PTI concurs with NERC's suggestion to exercise diligence and data checking in the process of creating base cases. We are aware of the challenges in maintaining the quality of cases, and have implemented the software tool MOD to assist our users. Though the issue was not due to any bug or malfunction of our program PSSE, we propose the following mechanism to assist: We will provide additional functionality within PSSE so users can avoid inadvertently creating new network elements. For each data category, an additional API routine that can only change data (e.g., a BUS_CHNG_2 API routine corresponding to the existing BUS_DATA_2 API routine) will be introduced; if the element does not exist in the case, it is treated as an error condition and does nothing. The existing data changing API routines (e.g., BUS_DATA_2) must work the same as they always have to provide compatibility with existing Automation files. This additional functionality, along with documentation, will be provided for in PSSE-31 and PSSE-32 releases scheduled for the late fall/early winter '09. Please note that in order to take full advantage of these new APIs, existing automation files will need to be modified to make use of them. The proposed functionalities will not change the behavior of the existing activity "RDCH". Going forward, automation files that are recorded will be utilizing these new APIs.
