Workers Educations
to play an effective role in the economic and social life of their societies. At the same time it can also make a significant contribution to the dissemination of information on the various aspects of the work of the International Labour Organization which affects the interest of workers. Under the responsibility of the Bureau of Workers' Activities (ACTRAV), an important labour education programme is delivered in all regions, as well as at the International Training Centre of the ILO. The ACTRAV-Turin Programme responds to the training needs of workers organizations with the delivery of training courses, training materials, specific projects and advisory services. Some of the programmes objectives are:
strengthening the process of institution and capacity-building of trade unions; increasing the capacity of trade unions to plan and deliver educational programmes in line with their educational policies; strengthening staff development within trade unions; developing human resources within workers' organisations, particularly the staff serving those organisations; strengthening tripartism and social dialogue with the development of bipartite and tripartite courses; promoting gender mainstreaming in all the activities of trade unions; promoting the development of union networks with the support of information technology and the exchange of union practices and policies; and providing training to trade unions on ways and means to be better involved in the enforcement and development of ILO Standards and the ILO Declaration on Fundamental Principles and Rights at Work and its Follow-up.
The ILO Convention about education and training, the Human Resources Development Convention, 1975 (No. 142) provides that the ratifying State shall adopt and develop comprehensive and co-ordinated policies and programmes of vocational guidance and vocational training closely linked with employment, in particular through public employment services.
