How does consensus and notions about the good life reproduce power in Pakistan?

Relational versus Individual

Does power only exist in relation to others? In e.g. women's movements to change gender relations.... Example: Women's Action Forum, HRCP, activist work, duputta burning

Or can it exist in current efforts by NGOs, and the development community to empower women to take control of their own lives? Example: Muhammad Yunus and microfinance
