On Wednesday of this week, the staff recommendation for the transit master plan was released. I am writing this prior to that date and have not yet seen the complete report. However, I have been told that no motions will be permitted by Committee since the plan will be debated on May 21 after six public consultations are held on the staff proposal. My problem with this is that any changes that Council might make after the consultations will not have any public consultation at all. It is apparent that the selected plan will be #4, which includes light rail to Riverside South but not to Orleans, Barrhaven or Kanata. I support the rest of plan 4 but strongly suggest that Riverside South should be served by an extension of the O-Train. This is very cost effective and staff have already located additional trains for this extension. Staff have also told me that extending the O-Train could be an intermediate step in the process which makes a lot of sense. It will likely be at least 10 years before the tunnel and extensions to Blair in the East and Baseline in the west are completed. At that time there should be an assessment of the ridership, particularly in filling the trains in both directions, before a decision is made on which community outside the Greenbelt should have the first light rail trains rather than automatically building it to Riverside South (which today has a population of only about 7,000). I will be putting forward a recommendation to include information on a plan with the O-Train extension at the Open Houses. So far Ive been told I cant do that which means the public will not have all the information available to them that will later be debated at Council. The decision on a transit system will affect all of us, both in convenience of travel and in tax dollars. I urge you to attend the public session in Kanata on May 6 from 7-9 pm at Holy Trinity Catholic High School on Katimavik Road. Depending on the results of this weeks meeting, Ill be providing you with further information prior to the meeting.
Plan to attend the Open House on Apr. 30 on the Management Plan for the South March Highlands Conservation area. We are privileged to have more than 1130 acres of municipally owned land within the larger South March Highlands forest and natural environment area, one of the most ecologically significant and diverse areas in the City of Ottawa. The Open House is from 7-9 pm at the Old Town Hall on March Road just north of Klondike Road.
